073191 CC SP Min . . . CITY OF SHOREWOOD SPECIAL CITY COUNCIL MEETING WEDNESDAY, JULY 31, 1991 COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 P.M. MINUTES Mayor Brancel called the Special city Council meeting to order at 7:05 pm. 1. Roll Call Present: Mayor Brancel, Councilmembers Daugherty, Lewis, Stover and Gagne and City Administrator James C. Hurm. 2. Review and Consider Appointment to the position of city Enqineer. Administrator Hurm reviewed for the City Council the process undertaken in making a recommendation to the Council for the position of City Engineer. A special committee was established to review all of the fourteen applications, establish criteria, narrow the field of firms to be interviewed to three, conduct the interviews and make a recommendation based on a point rated system in accordance with the criteria selected early in the process. Members of the committee were Administrator Hurm, Planning Director Brad Nielsen, Public Works Director Don Zdrazil, Director of Operations and Maintenance Lloyd Pauley (City of Minnetonka), and City Administrator/Engineer Alan Orsen (City of Wayzata). The committee recommendated Joel Dresel of Orr Schelen Mayeron & Associates, Inc. (OSM) to be the city's Engineer. Following discussion Gagne moved, to authorize the Administrator to negotiate an agreement with OSM with the financial considerations outlined during this selection process with a cap on project fees and with a thirty day notice to end the agreement.' seconded by Stover. The motion passed unanimously. There was some discussion on the eventual need of an in-house engineer. OSM would need to be made aware that in some point the City is likely to consider an in-house engineer. 3. Review and Consider Appointment to the posi tion of City Attorney. There was discussion among the members of the Council on the four firms that had been interviewed by the Council for the position of City Attorney. It was noted that the personal attention for the City by our current Attorney Glenn Froberg has been very valuable. -1- .. . . . . . , '" City Council Work Session Minutes - July 31, 1991 Page Two Daugherty moved, to re-interview the firm of Larkin, Hoffman, Daly & Lindgren, Ltd. to clarify several points specifically: meeting attendance, billing procedures, and the possibility of the City going with a separate outside prosecutor; seconded by Gagne. The motion passed 4-0 with stover abstaining. The Council asked that a special meeting be set up for 7:00pm on August 12, 1991, to meet with representatives with that firm. The Capital Improvement Program work session will start immediately thereafter at 7:30pm. 4 . Ad i ournment There being no further business the meeting was adjourned at 8:50 pm.
