CALL TO ORDER The Board of Review was called to order at 7:03 PM by Acting Mayor Gagne. A. ROLL CALL Present: Mayor Brancel (7:04), Councilmembers Stover, Gagne, Lewis and Daugherty; Assessors Erickson, Wilde, Kingsbury, and Haller; Hennepin County Assessor William G. Effertz, CMA; and Recording Secretary Niccum B. BOARD OF REVIEW Sue Dodson 19265 Shady Hills Road 25-117-23-44-0029 Current Valuation Land Building $ 100,400. 35,700. 64,700. Dodson said her house was built in 1956 as part of a subdivision, since 1989 her valuation has increased 20%, with a 9% increase between 90-91. She called attention to the fact that a 5th bedroom and a basement kitchen were mentioned, and neither exist. She also mentioned a similar house in the neighborhood that sold for $92,000. She asked for reconsideration. Erickson said the assessment is based on quality and square footage, that the non-existing bedroom and kitchen would not make a difference. He said the land value in that area was raised substancially in 1989 due to sales. The assessors will review their current valuation. Mary Ellen McNutt - Platzer 19765 Muirfield Circle 36-117-23-12-0035 Current Valuation Land Building $ 583,700. 90,000. 493,700. McNutt-Platzer said she is a realtor and she feels her house is over-valued. She said it was on the market for 3 years, and the bank finally offered it for $475,000, which is what she bought it for. She said the valuation is based on location, condition, and price. The Assessors pointed out that a bank sale is usually lower than the valued price. Erickson said that is "an awful lot of house" for that money and compared it to a couple other homes in the neighborhood that sold in the same price range. Druar pointed out two other homes in the neighborhood that she felt compared with her home in square footage and general layout, one was valued at $189,900 and one at $180,000. She asked for reconsideration. The Assessor said sometimes homes appear similar but when the assessor goes to evaluate them, they find certain differences in quality or square footage that cause them to evaluate an apparently similar structure at a different rate. Pamela Danser 5840 Christmas Lake Road 35-117-23-42-0004 Current Valuation Land Building $113,100. 52,300. 60,800. Danser said she lives in a 4 room cottage, built in 1928, that has the original plumbing and wiring, and a wet basement. She said in 1989 her valuation jumped $1,400, in 1990 it jumped $8,100, and in 1992 it jumped $4,600. She has approximately 4 acres, about one-half of this is wetlands. She asked for reconsideration. The Assessors will review their current evaluation. John Donnis (5540 County Rd 19) Monument/Shwd Place 33-117-23-12-0030 Current Valuation $3,400. $3,400 O. Land Building Donnis said this property is a small vacant triangle of land that he picked up for taxes. It is in a flood zone, the City has an easement over the entire property, there is a monument on it. Last year the valuation was $300. The Assessors agreed that this was an error and will correct the current valuation. Peter Ciaccio 5655 Christopher Road 33-117-23-13-0026 Current Valuation Land Building $160,200. 39,900. 120,300. Ciaccio said he has had a $10,000 climb in valuation in less that two years. He asked for reconsideration. The Assessors will review their current evaluation. . . . # CITY OF SHOREWOOD BOARD OF REVIEW WEDNESDAY, MAY 13, 1992 - Page three Assessor Erickson reminded the people who are asking for reconsideration that if they do not agree with the final decision, they can make an appeal by June 1, 1992, to go before the County Board of Equalization. If they want to appeal their taxes, they have until May 15 to appeal in order to go to tax court. C.
