MINUTES
1. CONVENE WORK SESSION
Mayor Brancel convened the work session at 9:05 p.m. Present were: Mayor Brancel;
Councilmembers Benson, Daugherty, Lewis and Stover; Administrator Hurm, Engineer
Dresel, Planning Director Nielsen, Attorney Keane, and Finance Director Rolek. Also
present was Robert Bean, Planning Commissioner and member of the Street Reconstruction
Financing Task Force.
A.. Discuss a Proposed Policy on Special Assessments for Street Reconstruction
Projects
Dresel presented an explanation of how the Task Force developed the special assessment
recommendations. He presented charts to analyze how much General Fund money will be
necessary for a rebuilding cycle of 40 years and to illustrate the tax impact of various
options.
During discussion, the staff responded to questions from the Councilmembers.
It was the consensus of the Council that a 1/3 special assessment rate for street
reconstruction would be appropriate.
Hurm presented for the Council's consideration each of the sections of the proposed special
assessment document including procedures, policies, methods, and deferred assessments.
The Council provided policy direction with regard to the provisions of the Proposed Special
Assessment Policy for Street Reconstruction Projects for inclusion in the final document
which will be brought before the Council in ordinance form.
B. Discuss Badger /W oodhaven Wells - Rescheduled.
