WORK SESSION
The meeting was called to order by Mayor Brancel at 9:10 p.m.
Present:
Mayor Brancel; Councilmembers Benson, Daugherty, Lewis and Stover;
Administrator Hurm and Finance Director Rolek.
1. REVIEW PROPOSED 1995 OPERATING BUDGET
Referring to the proposed 1995 General Fund Budget distributed with an August 18, 1994
memorandum, Hurm highlighted issues for the Council's consideration including: the police
budget (discussed at the August 22 Council meeting), hiring of a City Engineer mid-year
1995, decreased recycling funding from Hennepin County (discussed at the August 22
Council meeting), and senior housing and the senior center. A preliminary tax levy will be
set at the Council's September 12 meeting. The budget presented includes no increase in
tax levy dollars for 1995.
The Councilmembers discussed the issues brought to its attention and Hurm and Rolek
responded to questions. Brancel inquired about the need for part-time employees. Staffwill
provide information to support the occasional need for such employees.
Following discussion, the Council generally accepted the budget as presented and requested
that a resolution setting the preliminary 1995 tax levy be prepared for consideration at its
September 12, 1994 meeting.
The Council complimented the staff on the format and content of the budget and noted that
the proposed budget is available for public review at City Hall.

Mayor Brancel adjourned the meeting at 9:45 p.m.
