RECONVENE BOARD OF REVIEW MEETING - FROl\tI APRIL 5. 1995 MEETING Mayor Bean reconvened the Board of Review meeting at 7:04 p.m. A. ROLL CALL Present: Mayor Bean; Councilmembers Benson, Malam, McCarty, and Stover; City Assessor Erickson, Administrator Hurm, City Attorney Keane, and Planning Director Nielsen. 2 . APPROVAL OF MINUTES Board of Review Meeting - April 5, 1995 Stover moved, Malam seconded to approve the April 5, 1995 Board of Review Minutes as presented. Motion passed 5/0. 3. BOARD OF REVIEW Mayor Bean stated this Board of Review meeting was continued from a meeting two weeks ago, when residents had the opportunity to give public testimony on issues relevant to the assessed value of 1996 tax payable. At that meeting, the residents had an opportunity to sign up for the assessor's reviewal of property and other issues. Subsequent to that meeting, the assessor developed recommendations on the subject for tonight's discussion. City Assessor Erickson explained the valuation method, the appeal process, and the role of the Board of Review. He indicated he was in attendance tonight to give his recommendations to the Board of Review of which properties assessed values should or should not be changed. Mayor Bean opened the meeting for public testimony to any persons who had not had the opportunity to speak at the April 5, 1995 Board of Review Meeting. Richard Larson, 5610 Vinehill Road, indicated his assessed value had increased by 10.1%. He stated there had been no improvements made to the house and he felt this was an alarming increase. City Assessor Erickson explained this was a common amount of increase for homes located in that area. He suggested Mr. Larson apply to the Hennepin County Board of Equalization and ask for a reappraisal of the property. Mayor Bean closed the public testimony. City Assessor Erickson reported he did have one addition, which was the property on page 57, owner Naomi Carlson, 5955 Cathcart Drive. This valuation had been changed to $178,200.00, with the land valuation of $40,000 and the building valuation of $138,200.00, as the house was incomplete. .. BOARD OF REVIEW April 5, 1995 - PAGE 2 . The Councilmembers discussed two particular property valuations. There were no changes made as a result of this discussion. The Council considered the recommendations of the Shorewood Assessor's Office to the January 2, 1995 assessment appeals made at the Board's April 5, 1995 meeting as follows: NAME .
