033098 CC WS Min . . . .. CITY OF SHOREWOOD CITY COUNCIL WORK SESSION MEETING MONDA Y, MARCH 30, 1998 COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD UPON ADJOURNMENT OF JOINT WORK SESSION MTG MINUTES 1. CONVENE CITY COUNCIL WORK SESSION MEETING Mayor Dahlberg called the meeting to order at 9:25 p.m. A. ROLL CALL Present: Mayor Dahlberg; Councilmembers Stover, O'Neill and Garfunkel; Planning Commissioner Roger Champa; Administrator Jim Hurm Absent: Councilmember McCarty B. REVIEW AGENDA Mayor Dahlberg reviewed the agenda and it was accepted as presented. 2. MEET WITH BILL MORRIS. DECISION RESOURCES. INC.. TO DISCUSS GENERAL POLICY SURVEYS Diane Traxler and Bill Morris, Decision Resources, Inc., were in attendance. Mayor Dahlberg explained the purpose of the meeting is to discuss whether the effort relative to trails should be expanded to cover additional questions to which the Council would like responses from the residents of Shorewood. Ms. Traxler and Mr. Morris felt several policies area could be defined and submitted to them, however, this would need to be completed prior to June 15th. Councilmember Stover inquired whether these issues would be included on the Park Commission survey and Mayor Dahlberg explained it would be a separate survey. Councilmember Stover suggested the survey be completed in the fall. Mayor Dahlberg was opposed to this and stated he would like the Council to agree on what they all sincerely believe is an objective attempt to clarify some of the questions which the Council is interested in. Mayor Dahlberg expressed his appreciation to Ms. Traxler and Mr. Morris for their willingness to work with the City on this matter and for the time and effort they have dedicated to this project. The Council reached consensus to meet with Ms. Traxler and Mr. Morris and to agree on the policy areas to be addressed. Administrator Hurm suggested this matter be added to the April 13, 1998 Work Session agenda. Councilmember Stover pointed out she is a member and secretary of the Board of the Friends of the Southshore Center which meets on the first Monday of each month. She noted this will prohibit her from attending any work sessions on the first Monday of the month. Councilmember O'Neill inquired how many major policy subjects should be included in a short survey. Ms. Traxler stated this would be at the discretion of the Council. . . . I "., CITY COUNCIL WORK SESSION MINUTES MARCH 30, 1998 PAGE 2 It was agreed each councilmember will formulate a list of policy areas to be addressed in the survey and this will be discussed at the April 13, 1998 Work Session meeting. Councilmember Garfunkel also suggested staff be consulted to ascertain any areas they would like to have surveyed relative to serVIces. Councilmember Stover stated she will attend the Work Session upon the conclusion of the Friends Board meeting. Administrator Hurm noted the agenda will include a discussion of neighborhood associations as well as policy subject areas for the proposed survey. Councilmember Stover requested the issues of Land Use and Adult Use Ordinance which is scheduled for the first Monday in May be rescheduled to enable her attendance. She suggested moving the meeting to Tuesday. Mayor Dahlberg and Councilmember O'Neill objected because they felt these issues need to be addressed as soon as possible. 3.
