CONVENE CITY COUNCIL SPECIAL MEETING Mayor Dahlberg called the meeting to order at 7 :30 p.m. A. Roll Call Present: Mayor Dahlberg; Councilmembers Stover, O'Neill, and GarfunkeI; Administrator Hurm; Engineer Larry Brown; Planning Director Brad Nielsen; Finance Director AI Rolek. Absent: Councilmember Champa Review Agenda B. Mayor Dahlberg read the Agenda for December 7, 1998. The agenda was accepted as presented. 2. TRUTH IN TAXATION PUBLIC HEARING Finance Director Rolek presented an overview of the operations budget, and how it is established. He then presented a summary of the 1999 budget, explaining any drastic changes from the 1998 budget. Finance Director Rolek also presented information addressing property tax levels for Shorewood, and where these dollars are spent. Administrator Hurm added that the 1999 budget is not relying on any reserve funds, and does not include $1,000 to the Excelsior fIreworks. Engineer Brown then presented a review of the Capital hnprovement Plan, including improvements on the City Water System, Road Repair, Sanitary Sewer System, Public Facilities Maintenance, and Parks Projects. Mayor Dahlberg opened the public hearing at 8:12 p.m. Hearing no further public input, Mayor Dahlberg closed the public hearing at 8:13 p.m. Councilmember O'Neill questioned whether there was any overtime budgeted for Public Works, and if, in the past, enough has been budgeted for this. Finance Director Rolek replied that there is some funds reserved for snow plowing, and a smaller amount for miscellaneous projects, and that this has not been a major problem in the past, as generally enough funds have been budgeted for overtime. Councilmember O'Neill stated that he was opposed to the budget on the basis that there is not enough reserves for street repair.
