CONVENE SPECIAL MEETING Mayor Love called the meeting to order at 7:18 P.M. A. Roll Call Present: Mayor Love; Councilmembers Garfunkel, Lizee, and Stover, Planning Director Nielsen, and Public Works Director/Engineer Brown Absent: Councilmember Zerby Also present: Planning Commissioners Anderson, Bailey, Callies, Rosenberger, Turgeon, and Woodruff; Land Conservation and Environment Committee Members Berndt, Bruno, Jurgens, Kircher, and Pini; Pete Willenbring - WSB and Associates, and Glenda Spiotta - Minnehaha Creek Watershed District B. Review Agenda Lizee moved, Garfunkel seconded, approving the agenda as presented. Motion passed 4/0. 2. JOINT MEETING WITH THE PLANNING COMMISSION AND THE LAND CONSERVATION AND ENVIRONMENT COMMITTEE (LCEC) TO DISCUSS THE STORMWATER MANAGEMENT PLAN Engineer Brown introduced Mr. Pete Willenbring, of WSB and Associates, to the group and explained the purpose of this meeting was to review the Stormwater Management Plan for the Year 2000 in its draft form. He noted that Mr. Willenbring has a particular specialty for knowledge in this area, and thanked him for his efforts in assisting the City with preparation of this document. Mr. Willenbring provided an impressive overview of the Stormwater Management Plan, explaining the purpose of the Plan was to provide the City with identified goals and policies related to stormwater management practices as well as examine prioritization for scheduling and cost of implementation for these goals and policies. He also noted this Plan to be an excellent information tool relating to the City's land and water resources. The Plan provides information on the following goal and policy areas: Water Quantity; Water Quality; Recreation, Fish and Wildlife; Enhancement of Public Participation Information and Education; Public Ditch Systems; Groundwater; Wetlands; and Erosion. . . . , .. CITY COUNCIL SPECIAL MEETING - APRIL 18,2000 Page 2 of2 Of particular interest to the group was the possible intention of the City to utilize natural ponding areas, such as wetlands, for the use and treatment of surface water runoff, so long as these areas met significant stringent criteria. Much discussion centered on this issue with the decision of the group being to view this not so much as a likelihood, but rather, an option should these specific criteria arise in the future. Mr. Willenbring also explained Watershed Districts are encouraging enhanced infiltration processes as part of cities' water quality issues as long as these infiltration practices would not have significant potential to contaminate the storm water runoff. Mr. Jay Venero, 5985 Seaman's Drive, expressed great concern about possible contamination to the groundwater supply due to incorrect construction and maintenance of well heads. Mayor Love thanked everyone for attending this meeting and engaging in dialogue about the acceptance of minimum standards in the stormwater management practices. All groups involved in this discussion have until May 2, 2000, to further review this plan and provide written comment about any other revisions deemed necessary. 3.
