042301 Board of Review Min ~ . . . CITY OF SHOREWOOD BOARD OF REVIEW MONDAY, APRIL 23, 2001 5755 COUNTRY CLUB ROAD COUNCIL CHAMBERS 6:00 P.M. MINUTES 1. RECONVENE BOARD OF REVIEW MEETING Chair Love reconvened the meeting at 6:00 P.M. A. Roll Call Present: Chair Love; Boardmembers Garfunkel, Lizee, Turgeon, and Zerby; Administrator Dawson; County Assessors Keith Rennerfeldt and Jeff Huff Absent: None B. Review Agenda Turgeon moved, Garfunkel seconded, approving the Agenda as presented. Motion passed 5/0. 2. APPROVAL OF MINUTES A Motion to Approve the Board of Review Meeting Minutes of April 16, 2001 Garfunkel moved, Zerby seconded, approving the Board of Review Meeting Minutes of April 16, 2001, as presented. Motion passed 5/0. 3. CONSIDERATION OF A MOTION REGARDING CITY ASSESSOR'S RECOMMENDATIONS Administrator Dawson reviewed the past events of the Board of Review and noted the Board was on Day 8 out of 20 with which State Statutes allowed cases to be remedied regarding valuations of properties. He further noted there were seven properties needing consideration this evening. City Assessors Keith Rennerfeldt and Jeff Huff reported they had reviewed all seven cases before the Board this evening, and would be making individual recommendations to the Board as each property was reviewed. Regarding Marlys Bucher, 5490 Manitou Lane, PID 33-117-23-21-0049, Mr. Huff reported he had reviewed the property and determined no change was needed in the valuation of her property. Ms. Bucher was not in attendance this evening. Duane Laurila, 5595 Eureka Road, PID 33-117-23-22-0015, was also in attendance this evening. Mr. Huff stated he had spoken to Mr. Laurila regarding the land value issues which affected Mr. Laurila's valuation. Mr. Huff had proposed no change after reviewing the property, and had discussed this with Mr. Laurila. Mr. Laurila again expressed his concern for the comparables selected in his case. He again noted there seemed to be discrepancies in the assessed values in Shorewood having similar acreage to his property. . . . RECONVENED BOARD OF REVIEW MEETING MINUTES APRIL 23, 2001 Page 2 of 3 Mter Mr. Rennerfeldt's explanation of the use of a formal equalization process, Chair Love asked if the property could realistically sell for the estimated market value placed on Mr. Laurila's property. Boardmember Turgeon stated there seemed to be inequitable comparisons between various properties, and questioned whether it would be possible to remedy this situation by lowering Mr. Laurila's value to bring it more in line with others. Mr. Rennerfeldt explained there would probably be some properties in Shorewood valued a bit higher and others valued a bit lower depending on whether the properties had recently been examined for assessment purposes. He stated he believed this market value to be accurate. Boardmember Zerby stated he was concerned there were no comparables presented to the Board this evening regarding each property. While he knew there was a scientific method used in each case, he still had concerns regarding the perceived lack of consideration for the individuality of each house and property. Boardmember Garfunkel stated he was impressed with the previous work of the Assessors and typically tended to side with their knowledge. Boardmember Zerby then commented he was disappointed in the process and was certain the assessors had a great deal of wisdom from experience in these issues. He also noted Mr. Laurila's valuation seemed not quite fair, but it did appear to be a reasonable value. Mr. Huff then presented information regarding the property owned by Mark Stageberg, 21075 Radisson Road, PID 35-117-23-11-0079. He presented a map to the Board showing neighboring land values. He also noted there had been a reduction for the property last year, and there was no need to make a change in the valuation this year. Mr. Stageberg addressed the Board, stating he felt as though his reduction last year had been negated with the increase this year. He also stated he had difficulty understanding the logic in increasing his property 23% over the past year when the average lakeshore property was to have increased by only 21 %. Further, he stated he believed his valuation to be inaccurate as he had the noise from Highway 7 as an added detraction to his property when compared with other neighboring lakeshore lots. Mr. Huff stated he had reviewed the property owned by Jo Cunningham, 28170 Woodside Road, PID 31-117-23-24-0010. He noted a reduction had been given when reevaluating the land value and structure value. Ms. Cunningham commented she was saddened by the increase in land values around her. She noted she had been told on more than one occasion, that it was not her house but the land value that was increasing due to significant property sales on her road in past years. She commented it was difficult to see these properties being purchased only to have huge houses torn down and rebuilt around her. Mr. Huff stated he had reviewed the property owned by Alex Gendelman, 6050 Galpin Lake Road, PID 34-117-23-43-0040, and a reduction had been granted due to quality issues surrounding the construction of the home on the property. Mr. Huff reported a reduction in the proposed assessment for Richard Baker, 5235 Howard's Point Road, PID 35-117-23-44-0004. He stated the property had not been visited by an Assessor since 1994, . . . RECONVENED BOARD OF REVIEW MEETING MINUTES APRIL 23, 2001 Page 3 of 3 and when comparing the land value versus the home and its age, a reduction was warranted due to structural issues on the site. Mr. Huff also reported on the property value for Dan Fields, 1010 Holly Lane, PID 35-117-23-44-0008. He explained Mr. Fields had a concern regarding the valuation of his property and its location near a Chanhassen pump station situated in Carver County. Mr. Fields was discussing this matter with officials in Carver County for remedy of the situation. Patrick E. McConnell, 4300 Enchanted Drive, PID 30-117-23-23-0002, was also in attendance this evening and stated his concern before the Board. Mr. McConnell noted his increased land values seemed excessive given he had purchased the property eighteen months ago. Mr. Rennerfeldt explained it did not seem excessive to show a land value increase due to corrections made on that site. Mr. McConnell responded he would have been happy with only a 23% increase on his property. Chair Love stated while he had no reason to question the appraisers, he was concerned regarding the process. He noted Boardmember Zerby's concern regarding lack of comparables presented to the Board to be compelling. He also stated he believed it be reasonable to examine evidence of sales in each property being reviewed and would like to see three comparables for each of the properties outstanding. The Board concurred. He stated he appreciated the Boardmembers' time, but believed a second reconvened meeting of the Board of Review needed to take place. Lizee moved, Zerby seconded setting a date for a reconvened Board of Review Meeting on April 30,2001, at 6:00 P.M. Motion passed 5/0. Turgeon moved, Lizee seconded, closing applications for Appeal to the Board of Review. Motion passed 5/0. 4. ADJOURNMENT Garfunkel moved, Lizee seconded, adjourning the Reconvened Board of Review Meeting at 6:52 P.M. Motion passed 5/0.
