1. CONVENE CITY COUNCIL WORK SESSION MEETING
Mayor Love called the meeting to order at 6:20 P.M.

Present:
Mayor Love; Councilmembers Garfunkel, Lizee (anived at 6:50 P.M.), Turgeon, and Zerby; and
Administrator Dawson
Absent:
None

Review Agenda
Without amendment or objection, Council agreed to proceed with this evening's Agenda.
2. DISCUSSION WITH TAD SHAW REGARDING MINNETONKA COMMUNITY EDUCATION
AND SERVICES (MCES)
Mr. Tad Shaw, Shorewood's representative to the MCES, was in attendance this evening. He explained as of
January 1,2002, he would be president of the MCES Board for six months. Mr. Shaw then reviewed a Memo of
Understanding originating in the early 1970's between the Minnetonka Independent School District #276 and the
ten cities it would service. As concerns had been expressed regarding what groups were being reached for use in
the parks and fields, administrative staff at MCES had internal discussions as to whether the MCES remain as
coordinator for scheduling the use of parks and fields for organized sports.
Mr. Shaw also noted that while all parties present this evening were in agreement that MCES provided a wide
range of services and programming very well, Shorewood had a particular concern for how the parks in the City
were being scheduled and managed. Mr. Shaw commented only the cities of Shorewood and Minnetonka really
had parks for organized recreation in the MCES area.
Councilmember Turgeon expressed a desire for the City to set rules for use of the City's parks and fields and have
them distributed to sports organizations by year-end. In addition, Council expressed interest in holding another
work session regarding these issues as well as meeting with the Executive Director of MCES in the future.
3. ADJOURN
Turgeon moved, Zerby seconded, adjourning the Work Session Meeting of November 26, 2001, and
reconvening the meeting after the Regular City Council Meeting of November 25, 2001, at 7:04 P.M.
