CITY OF SHOREWOOD CITY COUNCIL WORK SESSION MEETING MONDAY, NOVEMBER 26,2001 5755 COUNTRY CLUB ROAD COUNCIL CHAMBERS 8:30 P.M. or immediately following Regular Council meeting MINUTES 1. CONVENE CITY COUNCIL WORK SESSION MEETING Mayor Love convened the meeting at 9:43 P.M. A. Roll Call Present: Mayor Love; Councilmembers Garfunkel, Lizee, Turgeon, and Zerby; Administrator Dawson; Deputy Clerk Panchyshyn; Engineer Brown; Finance Director Burton; and Planning Director Nielsen Absent: None B. Review Agenda Without objection or amendment from Council, Mayor Love proceeded with the Agenda. 2. MINNETONKA COMMUNITY EDUCATION AND SERVICES (MCES) RECREATION AND PARK PLANNING Administrator Dawson briefly summarized the discussion held in an earlier Work Session Meeting this evening involving the Council and Shorewood's representative to MCES, Mr. Tad Shaw. He reiterated Council's support for Community Education programming, but believed current institutional practices should be revised to enhance management and enforcement of rules for use of City parks for organized sports. He noted there were different expectations existing between the City and MCES regarding scheduling, communication, management, and enforcement issues when dealing with various sports organizations utilizing City parks and ballfields. He also suggested various alternatives for resolving concerns regarding these expectations. Mayor Love stated he appreciated the time spent in presenting these alternatives for managing the limited resource found in the City's parks. Councilmember Turgeon expressed concern for many aspects of MCES management of the parks and fields. Councilmember Zerby stated solutions can be examined and criticisms expressed, but ultimately it was important to find a solution that would allow the parks to be used effectively. Engineer Brown commented the current number of available fields exceeded the demands being placed upon them. He explained there were many issues related to the dynamics involved in park usage by the sports organizations. In his experience, he had found communication and enforcement issues with various sports organizations to be critical in maintaining recreational use of the parks in the City. He also noted this item became even more multifaceted when providing the best intensified use of City parks for residents. . . . ". CITY COUNCIL WORK SESSION MEETING MINUTES November 26, 2001 Page 2 of 2 Councilmember Lizee stated all issues of concem centered on defining expectations and policies. She also believed it critical the Park Commission be involved in future discussions regarding this matter as they had been studying and planning for future uses within the City's parks. Council agreed to schedule a J oint Work Session Meeting with the Park Commission on December 11, 2001, where discussion of solutions would be encouraged and reasonable expectations established. 3. SHOREWOOD NEWSLETTER Council reviewed various aspects of the City Newsletter. While Council appreciated all the efforts City staff had utilized to publish the newsletter in a timely and economical fashion, various suggestions regarding revisions to layout and design were shared. Also suggestions were given to include more information about the goals and accomplishments of the City Council and City Commissions. In addition, minor changes in content and references to the City's web site were also suggested. 4. ADJOURN Lizee moved, Turgeon seconded, adjourning the Work Session Meeting of November 26, 2001, at 11:05 P.M. Motion passed 5/0.
