RECONVENE BOARD OF REVIEW MEETING Chair Love called the meeting to order at 6:00 P.M. A. Roll Call Present: Chair Love, Boardmembers Garfunkel, Lizee, and Turgeon; Administrator Dawson; City Appraisers Bill Davy and Tom Kunik Absent: Boardmember Zerby B. Review Agenda Chair Love reviewed the Agenda, and without objection from the Board, proceeded with the meeting. 2. APPROVAL OF MINUTES A. Board of Review Work Session Minutes of April 8, 2002 Garfunkel moved, Turgeon seconded, Approving the Board of Review Work Session Meeting Minutes of April 8, 2002, as presented. Motion passed 4/0. B. Board of Review Meeting Minutes of April 15, 2002 Garfunkel moved, Lizee seconded, Approving the Board of Review Meeting Minutes of April 15, 2002. Motion passed 4/0. 3. CONSIDERATION OF A MOTION REGARDING CITY ASSESSOR'S RECOMMENDATIONS Mr. Davy explained that Mr. Kunik and he had reviewed a number of cases since the last meeting of the Board of Review in effort to remedy concerns from City residents regarding their proposed property valuations. Mr. Davy further explained that Mr. Kunik and he had met with members of the Minnetonka Yacht Club this past week. He noted he still had questions with regard to the bylaws of the Yacht Club as to what would happen to the land in the future. Also, Administrator Dawson explained the Yacht Club still needed to get the proper property tax classification for taxation purposes. He noted discussion would continue, but the matter could still move forward as non- taxable properties would be assessed every six years, and the property value would not be affected regardless of classification. . . . .... 'wf RECONVENED BOARD OF REVIEW MEETING MINUTES April 22, 2002 Page 20f2 Mr. Davy stated he had also reviewed property belonging to Ms. Kitty Onan, 5525 Wedgewood, PID 33-117-23-22-0029. He noted a comparable grid had been prepared for this meeting. In addition, he explained he had taken changes to the property into account when the property had been reduced in value to $276,000. Mr. Davy then reviewed the comparable grid for Ms. Onan's property for the Board. He stated he believed the valuation to be appropriate and recommended no further change. With regard to Minnetonka Moorings, Inc., Mr. Davy explained that Mr. Chris Bennett of the Appraiser's office had tried several times to contact the owners of the property to discuss the matter and arrange for a site review, to no avail. He reminded the Board the owner could proceed to the Hennepin County Board of Equalization if necessary. Mr. Davy explained all other cases heard in the April 15, 2002, Board of Review Meeting had been remedied. Garfunkel moved, Lizee seconded, to Accept the Recommendations of the City Assessors as presented. Motion passed 4/0. Chair Love thanked the Assessors for a job well done. 4.
