CONVENE JOINT CITY COUNCIL, PARK COMMISSION, PLANNING COMMISSION MEETING Mayor Love called the meeting to order at 7:04 P.M. A. Roll Call Present: Mayor Love; Councilmembers Garfunkel, Lizee, Turgeon, and Zerby (arrived 7:41 P.M.); and Park Commission Chair Arnst; and Commissioners Davis, Callies, Gilbertson, Meyer, and Young; and Planning Commission Chair Bailey and Commissioners Gagne, Packard, Pisula, and White (alTived 7:33 P.M.); Administrator Dawson; Engineer Brown and Planning Director Nielsen Absent: Park Commissioner Palesch; and Planning Commissioners Borkon and Woodruff B. Review Agenda Without objection from the Council and Commissions, Mayor Love proceeded with the Agenda for the meeting. 2. INTRODUCTIONS All parties present introduced themselves. Administrator Dawson explained this meeting was a follow-up to an earlier meeting that took place in spring of this year. At the request of the Council and Commissions, this meeting was a second opportunity to hold an open forum for discussions regarding any issues, concerns, and updates of actions taken by the Council and/or Commissions. 3. BRIEF REPORT ON PARK COMMISSION ACTIVITIES Chair Arnst reported on the activities of the past five months which included a successful experience in opening the concession stand at Freeman Park, a joint meeting with the Parks Foundation, a park tour of the park systems of Deephaven, Chanhassen, and the Minnesota Landscape Arboretum. She noted the Park Commission, along with the Minnesota Park and Recreational Association, was hosting a seminar on October 14, 2003, from 7:00 P.M.-9:00 P.M. at the Southshore Senior Center. Further consideration would also be given to review of tournament policies and procedures toward year-end. Engineer Brown also noted the Commission would be revisiting the educational program for residents regarding dog waste, as well as final consideration of a trail segment in Freeman Park. He noted cost saving materials from the Smithtown Road project had been utilized to lay the base of the trail segment in the past few days. Chair Arnst also reported on progress on the Lake Linden Trail and Commissioner Davis also reported on a water garden project slated for inclusion in the Freeman Park trail area as well. BRIEF REPORT ON PLANNING COMMISSION ACTIVITIES Chair Bailey reported on the recent activities of the Planning Commission, noting it had been an interesting and varied year along with routine issues. He explained the Commission had considered ordinances related to horses and dog nuisance issues, as well as completion of the Metropolitan Transit Opt Out Study. Other projects for the Commission included study of issues related to Senior Housing, Recreational Equipment in Yards, Sign Ordinance, the Housing Trust, and County Road 19/5mithtown Road Intersection Project. Commissioner Gagne also reported negotiations were under way to be able to store the Dial-a-Ride buses inside overnight off-site. Mayor Love stated the Council owed a great deal of thanks to the Planning Commission and Senior Center for its efforts in researching the topic and recommendations for the Metro Transit Opt Out Study. 5. OPEN DIALOGUE ON COMMUNICATIONS A. Role and Use of Council and Commission Liaisons Planning Commission Chair Bailey stated there had been many questions heard regarding the role of the liaison between Council and Commissions. He thought the role remained appropriate, but was concerned there was not enough input on both sides as part of that role. He stated there was a tendency to give a short presentation with little involvement in discussion of appropriate issues, and noted there were certain times where background and Council input would be helpful in discussion of certain issues. . Park Commissioner Callies stated the Park Commission had held numerous discussions about the role of liaison. She stated she thought the separation of powers should remain as is, without a member of the Councilor Commission acting as an ex-officio member or active participant. She saw the role as having a purpose to enhance communications between the Council and Commissions, but was not certain attendance should be required at each council meeting to summarize the minutes. Mayor Love stated it was difficult to find the balance in the two ideas regarding the role of liaison; however, he noted Council valued all input and recommendations presented by the liaison. Chair Bailey stated he appreciated the respect shown by Council for recommendations made by the Commission, and noted the reasons for dissenting opinions should be made clear to Council as part of those recommendations. He stated this was difficult to express quickly, and he thought there was value in subtlety sharing the spirit of the discussion with Council. Chair Arnst suggested a description of the role of liaison be written in effort to standardize the position, and bring clarity to the information shared. Mayor Love agreed, and requested Staff write the description with review by Council and Commissions. He also stated the opinions of the Commissions was valuable and he thought the sharing of information was important for all parties. Councilmember Zerby arrived at 7:41 P.M. . Mayor Love questioned the role of the Council liaison at Commission meetings. . . . JOINT CITY COUNCILIPARK COMMISSIONIPLANNING COMMISSION MEETING MINUTES October 6, 2003 Page 3 of 3 Commissioner Young stated there was more value, in his opinion, in having Councilmembers attend Commission meetings than the liaison to Council position as it helped to have that insight in corollary issues. Councilmember Garfunkel stated there was value in having other residents hear the Commissions recommendations as it allowed local residents to observe others in action, and encourage them to get involved. He also thought it important for the viewing audience to be aware of the information shared in the minutes even though the Commissioners and Council typically had read them prior to the meetings. Mayor Love requested any further suggestions for the liaison role be reported to Staff for inclusion in the written description of the position. B. Types of Communication Desired and Helpful Discussion ensued regarding the kinds and amounts of communications the Commissions and Council found helpful. Council and Commissioners agreed to sign up as part of an email list for minutes they wished to receive and also suggested the City website provide some link to those minutes. 6. QUESTIONS AND ANSWERS REGARDING CITY COUNCIL ACTIONS, CITY PROJECTS Commissioner Gagne questioned the plan for a trail through the West Side Public Safety Facility property. Planning Director Nielsen stated this was considered an element of the County Road 19 Corridor Study to be discussed at an upcoming Planning Commission meeting. Councilmember Lizee departed the meeting at 8:30 P.M. Discussion ensued regarding the need for revision to the trail planning process. Updates were also provided on the County Road 19 Intersection project, the East Side Public Safety Facility and the Police Operating Committee Budget for the Year 2004. Mayor Love thanked all parties for being present this evening. 7. ADJOURN Turgeon moved, Zerby seconded, Adjourning the Joint City Council, Park Commission and Planning Commission Meeting of October 6, 2003, at 9:19 P.M. Motion passed 4/0.
