CONVENE WORK SESSION MEETING Mayor Love called the meeting to order at 8:30 P.M. A. Roll Call Present: Mayor Love; Councilmembers Lizee, Turgeon, and Zerby, and Administrator Dawson Absent: Councilmember Garfunkel B. Review Agenda Mayor Love reviewed the Agenda for the meeting. Zerby moved, Turgeon seconded, Approving the Agenda as presented. Motion passed 4/0. 2. COUNTY ROAD 19 INTERSECTION Engineer Brown introduced Don Sterna, of WSB and Associates, to Council. He noted Mr. Sterna had been working on the County Road 19 Intersection project for Hennepin County and was present this evening to provide an update on the project. Mr. Sterna stated right-of-way issues remained the single most critical issue regarding the project. He then reviewed a potential schedule for construction of the intersection and the impact unresolved right-of-way issues would have to the schedule. Mr. Sterna stated the plans for the project were completed and were awaiting approval from the State's Department of Transportation. He also reviewed the potential staging of the project and how construction "seasons" impacted the staging of the project. Discussion ensued regarding the need for a temporary signal at the current intersection and throughout construction as the construction schedule had shifted from the original discussion Council had regarding the need for installation of such a signal. Mayor Love and Council agreed public safety for all residents remained absolutely critical as the intersection was currently deemed dangerous in its current form by the County. Previous conversations regarding the signaling for the intersection considered the possibility of construction this season, thereby making a temporary signal cost prohibitive. However, since a potential shift in schedule could be impacted by as much as fourteen months due to right-of-way issues, Council considered the cost of the signal to be imperative to the safety of all residents traversing the area. Mr. Sterna agreed, noting the temporary signal system should be the proper system utilized to address safety concerns, as it would be the only measure that would effectively provide control over all four legs of traffic involved in the intersection. YARD WASTE SERVICE Administrator Dawson reviewed the current City efforts directed toward providing yard waste services to City residents and associated expenses of that service. He explained the closest yard waste disposal site was operated by NRG and was located just off Highway 7 at 4250 Creek View Circle in Minnetrista. After much review, he noted, entering into an arrangement with NRG for City residents would provide the most cost savings in the long term if it were to replace the City's fall cleanup day. Discussion ensued regarding the cost saving measures to the City and residents for yard waste disposal services. Staff suggested the City continue with the current method of Spring Cleanup, including yard waste. Staff also proposed Fall cleanup be eliminated this year and next year's Spring Cleanup would not include yard waste, as it was determined it would be more cost effective for residents to pursue other options for yard waste disposal, including the possibility of disposal at the NRG site. 4.
