Mayor Love called the meeting to order at 7:00 P.M.

2. APPROVAL OF MINUTES

Wellens moved, Turgeon seconded, Approving the City Council Regular Meeting Minutes of
October 24, 2005, as presented. Motion passed 4/0.
B. City Council Executive Session Minutes, October 24, 2005
Turgeon moved, Wellens seconded, Approving the City Council Executive Session Minutes of
October 24, 2005, as presented. Motion passed 4/0.
3. CONSENT AGENDA
Callies moved, Wellens seconded, Approving the Motions Contained on the Consent

4. MATTERS FROM THE FLOOR
There were not matters from the floor presented this evening.
5. REPORTS AND PRESENTATIONS

6. PUBLIC HEARING

7. PARKS
Engineer Brown reported on the first annual Buckthorn Bust held on November 5, 2005, which he and
Councilmember Wellens attended. There was a brief education on how Buckthorn spreads, how to
eradicate it, and several comments on the volume of Buckthorn that exists. He explained the City has two
weed wrenches that were used during the Buckthorn Bust which worked effectively. Residents can
contact the City to sign these weed wrenches out for two days after paying a deposit of $20. City staff
will continue to put articles about Buckthorn removal in its newsletter and on its web page.
Councilmember Callies thought this was a great program and off to a good start, but was disappointed it
was held on the same day as the Parks Foundation Art Show. This should be kept in mind when planning
for next year.
Councilmember Turgeon explained how the date of November 5, 2005, was established for the
Buckthorn Bust.
8. PLANNING
Commissioner Gagne reported on the matters considered and actions taken at the November 1, 2005,
Planning Commission meeting (as detailed in the minutes of that meeting).
Councilmember Turgeon stated that a number of residents had called her regarding the potential
development on a vacant property in Chanhassen immediately south of West 62nd Street. She also stated
that the new owners of the Shorewood Yacht Club had contacted her.
Administrator Dawson reminded Council that they were invited to the Planning Commission Study
Session on November 15,2005.

11. STAFF AND COUNCIL REPORTS
A. Administrator & Staff
1. County Road 19 Intersection
Engineer Brown stated that the County Road 19 traffic control lights are scheduled to go on at 8:30 AM on
November 15, 2005. It is expected that the decorative street ighting will begin to go up in the next two
weeks.
Administrator Dawson stated that a Work Session is being planned for the next meeting and asked the
Council if they preferred the Work Session to be held before or after the regular session. Councilmembers
stated their preference as prior to the Regular meeting. Administrator Dawson will inform Council of the
start time of the work session.
Administrator Dawson stated the next Excelsior Fire District Board Meeting is scheduled for November 23,
2005; City Hall is closed on November 24 and November 25,2005; and Public Works and the Liquor Stores
are open on November 25,2005. Public Works has Columbus Day off instead of the day after Thanksgiving.
B. Mayor & City Council
Mayor Love stated that the Emergency Operations Plan presented at the Police meeting on November 14,
2005, was informative and thought it will be well received by the Council when presented to them.
Mayor Love explained that at the November 14,2005, Coordinating Committee meeting the four Mayors
of SLMPD motioned to continue with the two-tier system for 2006 based on anticipated contributions
from the cities. Mayor Love stated they did see a flat line budget. Administrator Dawson stated that
Council would receive copies of what has been distributed, and he believes the Police Chief will have an
Executive Summary ready for budget deliberations in December 2005. He also stated the Work Session
on the Emergency Operations Plan will be 1 - 1 Y2 hours long.
Mayor Love reminded Council of the fundraiser for the homeless that is occurring tonight, November 14.
12. ADJOURN
Wellens moved, Turgeon seconded, Adjourning the Regular City Council Meeting of November 14,
2005, at 7:17 P.M. Motion passed 4/0.
