MINUTES
1. CONVENE CITY COUNCIL SPECIAL MEETING
Mayor Lizee called the meeting to order at 7:01 P.M.

Present: Mayor Lizee; Councilmembers Hotvet, Woodruff and Zerby; Interim City
Administrator Joynes; and Finance Director DeJong
Absent: Councilmember Siakel
B. Review Agenda
Woodruff moved, Zerby seconded, approving the agenda as presented. Motion passed 4/0.
2. TRUTH -IN- TAXATION PUBLIC HEARING
A. Staff Presentation
Interim Administrator Joynes explained Staff began working on the 2013 General Fund Operating
Budget in early summer. In August Staff presented Council with a preliminary 2013 General Fund
Operating Budget and preliminary 2013 tax levy for adoption. The preliminary tax levy had to be
certified with Hennepin County by September 15. After that, Council had additional work sessions to
continue discussing the Budget. This evening Council is holding a Truth -In- Taxation public hearing as
required by state law. The requirements are to present the proposed Budget and 2013 tax levy and to take
public comment. He noted that per state law Council must adopt a balanced budget.
Woodruff moved, waiving the presentation of the proposed 2013 General Fund Operating Budget.
Councilmember Woodruff noted there were no residents in the audience this evening. He also noted
nothing has changed in the proposed 2013 General Fund Budget when compared to the preliminary
Budget Council adopted in late August with the exception of the increase of $7,700 in the transfer to the
Southshore Community Center.
Mayor Lizee noted residents can view an audio recording of the various Council work sessions during
which the 2013 General Fund Operating Budget was discussed on the Lake Minnetonka Communications
Commission website. They can find the meeting minutes of those work sessions on the City's website. A
copy of the presentation will be on file. A copy of the budget will be placed on the City's website.
Zerby seconded.
Councilmember Zerby asked if some of the budget pie charts and bar charts will be placed on the front
page of the City's website. Staff indicated that could be done.
Motion passed 4/0.

B. Public Hearing
Mayor Liz6e opened the Public Hearing and Public Testimony portion of the Public Hearing at
7:06 P.M.
Mayor Liz6e noted Councilmember -elect Sundberg was present and she asked Sundberg if she bad any
comments. Sundberg stated she came to hear what comments the residents bad.
Mayor Liz6e closed the Public Hearing and Public Testimony portion of the Public Hearing at 7:07
P.M.
C. Council Deliberation/Decision to Reconvene
There was consensus not to continue deliberation of the 2013 General Fund Operating Budget. to
Council's December 10, 2012, meeting.
3. TRUTH -IN- TAXATION PUBLIC HEARING
Woodruff moved, Zerby seconded, Adopting RESOLUTION NO. 12 -074 "A Resolution Adopting
the 2013 General Fund Operating Budget and Approving the Property Tax Levy Collectible in
2013." Motion passed 4/0.
