MINUTES
1. CONVENE CITY COUNCIL REGULAR MEETING
Mayor Zerby called the meeting to order at 7:00 P.M.

Those in attendance recited the Pledge of Allegiance
A. Roll Call
Present. Mayor Zerby; Councilmembers Labadie, Siakel, and Sundberg (arrived at 7:04
p.m.); City Attorney Keane; City Administrator Lerud; City Clerk Thone; Finance
Director Rigdon; Planning Director Darling; and, City Engineer Fauske
Absent: Councilmember Johnson
B. Review Agenda
Labadie moved, Siakel seconded, approving the agenda as presented. Motion passed 3/0.
2. CONSENT AGENDA
Mayor Zerby reviewed the items on the Consent Agenda. He stated that the city received two
grants totaling around $36,000 and thanked staff for their efforts to secure this money for the city.
Siakel moved, Zerby seconded, Approving the Motions Contained on the Consent Agenda
and Adopting the Resolutions Therein.

C. Approval of the Verified Claims List
D. Accept Hennepin County Organics Recycling Grant
E. Grant Agreement with Metropolitan Council Environmental Services for

Motion passed 3/0.
3. MATTERS FROM THE FLOOR
Matt Doepke, 20350 Excelsior Blvd stated that he would like to propose an amendment to the
short -term rental ordinance that was put in place in 2016. He stated that he would like to see the
ordinance amended to allow short term rentals in a shared living situation. He gave examples of
how he thinks this amendment could benefit residents in the City.

A. Report of Commissioner Gallivan on October 8, 2019 Park Commission Meeting
Parks Commissioner Gallivan gave an overview of the October 8, 2019 Park Commission Meeting
as reflected in those minutes.
7. PLANNING
8. ENGINEERING /PUBLIC WORKS
A. Accept Chaska Road Traffic Study
City Engineer Fauske explained that the first draft of this traffic study was done last November
and was based on July traffic information. She stated that Council had requested that it be sent
back and traffic data be captured while school is in session. She noted that traffic counts were
not conducted during the winter months because of the narrowing of roadways due to snow
placement. She stated that the data was gathered during the last week of school which did include
additional traffic volumes. She noted that the report also includes updated crash history
information. She reviewed the identified issues and recommendations from the traffic studies for
the Council to consider in both the short-term and the long -term.
Mayor Zerby stated that there is an average of eight incidents a year happening in this corridor.
He stated that one of the ideas to improve safety was lighting and asked if there was a light at the
intersection of Highway Seven and Chaska Road. City Attorney Keane stated that there is not a
light at that intersection.
Mayor Zerby noted that that the crash information does not say what time of day the incidents are
happening which he believes would be beneficial. He stated that he thinks the City should talk to
the State and see what their thoughts are regarding this intersection. City Engineer Fauske asked
if the Council would like clarification on the report or just to have staff follow up. Mayor Zerby

noted that he would like to have clarification on the time of the crash incidents. Councilmember
Sundberg stated that she would also like to know if there is a back -up as people are exiting.
Mayor Zerby stated that he did not think it needed to be an agenda item, but could just be a memo
sent to Council will the additional information they have requested.
Councilmember Siakel asked about the driver awareness signs. City Engineer Fauske explained
that the driver awareness signs would be something like the flashing speed awareness signs.
B. Miscellaneous City Drainage Structure Repairs
City Engineer Fauske explained that Public works has identified four drainage structures in need
of repair. She noted that there has been some difficulty in getting pricing from contractors
because of the time of the year. She stated that the City got a quote from Minger Construction of
a not to exceed $20,000.
Sundberg moved, Siakel seconded, Adopting RESOLUTION NO. 19 -100, "A Resolution
Accepting Quote and Awarding Contract for the Drainage Structure Maintenance." Motion
passed 4/0.
9. GENERAL /NEW BUSINESS
10. STAFF AND COUNCIL REPORTS
A. Administrator and Staff
1. September 2019 General Fund Budget Report
Finance Director Rigdon gave a brief overview of the General Fund budget report through
September 2019. He noted that that the second half of the property taxes will be received in
December. He stated that he is expecting a budget surplus between one hundred and two
hundred thousand dollars by year end.
Other
City Engineer Fauske reported that the mill and overlay project has been finished other than some
cleanup work off the roadways. She stated that the crews that were working on the Vine Hill
culvert did not get as far along as they had hoped last week and are still working. She stated that
the hope is that they will be finished up tomorrow so the road can be reopened.
Mayor Zerby asked if the roadways had been painted yet. City Engineer Fauske stated that
because the weather is heading for a cold snap this week, she will need to contact some striping
contractors and see if they are available and what the cold temperatures will mean to getting that
work completed.
Planning Director Darling updated the Council on the park projects at Freeman Park and Badger
Park. She noted that because of the temperatures, it is not looking promising to complete the
poured -in -place rubber surface installed for the playground this year.

Councilmember asked what would happen over the winter if the poured in place surface is not
installed this year. Planning Director Darling explained that the park would remain closed over
the winter if the surface is not installed.
City Administrator Lerud explained that the City received notice from Hennepin County that the
City was awarded the Tree Canopy grant for 2020. He noted that this money will be used for tree
removal and replanting. He stated that the funds will also be used to improve the City's record
keeping for the tree inventory. He stated that per Public Works Director Brown, the pumping at
Mary Lake is continuing and are hoping to finish pumping for the season by the end of this week.
Mayor Zerby asked if there had been any progress on the Public Works building roof. City
Administrator Lerud stated that he believes the spec is being worked on, but noted that it will be
an extra project.
B. Mayor and City Council
Councilmember Labadie asked about the Tree Canopy grant. She asked if the tree removal
would be mainly focusing on trees that have been identified as dying or if it will focus on ash trees.
City Administrator Lerud stated that it will be exclusively be for ash trees.
Mayor Zerby stated that the City had received the Most Engaged Residents award for Partner in
Energy efforts because the City signed up the most residents for wind energy, per capita, for than
any other participating city.
