May 19, 1975 at 730 pm. Members present weret Keeler. Drews,
McCuskey, Frost, Reiland, Dean, and Congdon. Guest present,
Steve Frazier, Mayor.
Chairman Dean called the meeting to order and the minutes were
approved as mailed.

proposed Ordinance providing for the establishment of the Shorewood

MOTION THAT the Resolution as submitted be rewritten as an
ordinance.
The motion was carried unanimously.
Discussion on individual sections of the Resolution was pos-
itive. However, the committee felt strongly that the new ordinance
must state that the Park Commission have an appointed liaison to
the Planning Commission.
• Steve Frazier, Mayor, supported our intent to be a commis-
sion by ordinance. He stated that such a proposal would require
2 open hearings and a 4/5 vote of the council. The hearings for
the necessary correlating ammendments to the Planning Commission
Ordinance will be held at the same time.
The Council will discuss the proposed Ordinance following
the May 28th tax hearing. No action will be taken until the June
9th Council Meeting. Park Commission members are encouraged to
attend both of these meetings.
Copies of the proposed Ordinance akong with ordinances from
other villages will be mailed to the Council, the Planning Commis-
sion and our committee.
Having no further business, the meeting was adjourned at
9 :20 pm.
The next regular meeting will be at the June 9th Council
meeting. 7130 pm, at Minnewashta School.

The Park Commission submits the enclosed Ordinance for the
Establishment of a Shorewood Park Commission to the Council
for its perusal. We have also enclosed for your study copies
of Ordinances used in other communities to establish their
appointed Park Boards.
ORDINANCE
An Ordinance Providing for the
Establishment of the Shorewood
Park Commission
Section 1. Character and Purpose of the Commission.
It is the desire of the Shorewood City Council to establish
a Shorewood Park Commission as an advisory body to the city
council. The city has in the past, is currently, and will
in the future expend monies for the purpose of capital im-
provements and maintenance of the parks. The desire is that
these expenditures be wisely made by the Park Commission to
provide the greatest benefit for the greatest number of
citizens.
Section 2. Membership.
• Membership in the commission shall consist of nine (9)
residents of the City of Shorewood appointed by the city
council, whose terms shall. be in the first instances three
for one year, three for two years, three for three years,
and thereafter all terms shall be for three years. These
nine members constitute the voting members of the commission.
The city council shall designate one of its members as its
liason with the Park Commission. The city council shall
further direct the Park Commission to designate one member
of its body as a liason member to meet with the Planning
Commission, and the Planning Commission to designate one
member of its body as a liason member to meet with the Park
Commission. The council shall designate one of the members
of the commission as its chairperson, which person shall
serve in that position for a period of one year. The
Park Commission shall appoint a secretary, who may but
need not be a member of the Commission.
Section 3. Meetings. -
A quorum, a majority of voting members, myst be present
is conduct business.
The Park Commission shall adopt rules a regulations gov-
erning the conduct of its meetings, which meeting shall be
held at least monthly and shall be open to the public.
Failure of any member to attend three successive meetings
shall be basis for the couail to remove that member from
the commission.
Section 4. Powers and Duties.
The Commission is hereby delegated the following responsi-
bilities.
(a) Consider, review, report and advise on all matters
which coucil may refer to the Commission.
(b) make recommendations for park land acquisition and
plan, on a long term basis, for the future park and
recreational needs of the City of Shorewood, and
recommend to the council a feasible means of financing
such long term requirements.
(c) Recommend to the council operating policies and pro-
cedures for use of existing parks.
(d) On or before July 15th of each year develop and refer
to the council a recommended operational and capital
improvement budget for parks for the ensuing year.

ORDINANCE NO. 1 -221
An Ordinance Providing for the Appointment
of Members of the Park Board and Defining the
Board's Powers and Duties.
Section 1. Character of Board. The Park Board heretofore (d) resignation in writing, or
created shall continue as a body advisory to the Village
Council. (e) conviction of a crime constituting a felony.
Sec. 2. Membership. The Board shall consist of nine resi-
dents of the Village appointed by the Mayor with the consent
of a majority of the members of the Village Council, and
another resident who is also a member of the School Board of
Independent School District No. 273 and is appointed by the
School Board. Members of the Board who are appointed by
the Mayor and Council shall be appointed in January of each
year to serve for three years beginning on the 1st day of
February in the same year, and the terms of such members
shall be staggered so that the terms of three members shall
expire in each year. The member of the Board appointed by
the School Board shall serve at the pleasure of the School
Board, and shall not have a vote. Every member shall before
entering upon the discharge of his duties take an oath that he
will faithfully discharge the duties of his office.
Sec. 3. Vacancies. Any of the following shall cause the
office of a member to become vacated:
0 (a) death,
(b) disability or failure to serve, as shown by failure to
attend any of three consecutive regular meetings,
(c) removal of residence outside the Village,
Vacancies shall be filled for the unexpired portion of the
term by the Mayor with the consent of a majority of the
members of the Village Council.
Sec. 4. Compensation. All members shall serve without
compensation. ,/
Sec. 5. Organization. The Board shall elect a chairman
from among its members for a term of one year, and shall
appoint a secretary, who may but need not be a member of
the Board. The Board shall hold at least one regular meeting
every month.
Sec. 6. Powers and Duties. The board shall
(a) develop and review plans for the acquisition and
development of parks and recreation facilities, and make
recommendations thereon to the Village Council, and
(b) . plan and make recommendations to the Council con-
cerning park activities and recreation programs.
Sec. 7. Staff. Staff services shall be furnished to the Board
by the Park and Recreation Department of the Village.

Excelsior's parks, its recreation facilities and programs are major assets to
our community, a b sic part of our character, and a real factor in our residents'
quality of life. 7The council has vested in the Park Commission the basic
responsibility for maintaining and enhancing these assets through evaluation,
planning and initiating new programs and ideas. In our form of government,
fulfillment of these responsibilities by the Park Commission are in the form of
recommendation to the City Council who must retain legally, the responsibility
for all decisions in regard to our park program.
OBJECTIVE
To recommend balanced facilities and progg s to the Council Which will meet the
recreational needs of all age groups considering financing capabilities.
