081875 PK MIN,o , eA A r l Preceeding the call to order, the properties under the auspices of the Park Commission were visitedt Manor Park, Badger Park, Crescent Beach and Cathcart Field. Manor Park -new tennis court: -,well under way. Old warming house in need of repair or removal. Badger Park -- discussed seeding vs. sodding Plans for an inexpensive, "free- form" play area next to the tennis courst should be developed. Area should be fenced off from the road. Cresent Beach -small but good access to the lake. Additional work on drainage ditch necessary. New deck and regulations sign needed. Cathcart Field --tennis court,underway Need for adequate warming house. It was felt that in the future, placement of any specific area within a park should be under the jurisdiction of the Park Commission. Long range plans are needed to insure best use and planning of the present parks. The second meeting of the Shorewood Park Commission was called to order at 8 :45 pm. at Minnewashta School. Present weres Heiland, Wyatt, Newbold, Drews, and Congdon. • The minutes were approved as mailed. Old Business Ninth Commission Member- -Each present member should submit one name for membersh'.p'at the next meeting. These names will be considered with those having expressed an interest. Every attempt should be made to find representation from parts of the village not presently represented. Gloria Congdon will contact Judy McCuskey for names from the Shady Hills area. A decision will be made at our next meeting. HUD Funds --Bill Wyatt contacted the county person involved. The money will be available by Sept. 1. It was strongly recommended that we seed the main areas of the park, sodding only the drainage areas, and consider the use of volunteer labor. Tennis Court - -Carol Newbold reported that the City of Rxcelsior has a striping machine. It will be available for our use. Jerome Studer will make the necessary arrangements. Carol presented the riles used at Excelsior, Deephaven and Minnetonka High School Courts. The Commission selected the following rules to be used on all Shorewood park courts. 1. Please wear tennis shoes on courts. 2. Please limit play to 45 minutes or one set when others are . waiting. 3. Please no vehicles or animals on the court. 4. Please help us keep the courts in good repair...they are for your use. M We will consider a court curfew if and when it becomes necessary. It was decided that the signs be of sheet metal, lettered over paint. They will be bolted into place. Park Signs -Jim Heiland talked with Bob Naegele about park sign designs. Jim will ask that the design be available by fall, if possible. It was decided that the signs be wood, with the name of the park and the Shorewood logo only. Jim will look into materials and costs involved. Beach Rules -Win Drews read rules used at other beaches. She expressed the feeling that we could be more creative and per- haps use a more positive approach. Win suggested that this was not presetnly top priority due to the season. Gloria read communique from the Association, The material sent will be perused to see what is applicable to us. It was felt that this contact should be kept open. Warming Houses -Jim Heiland suggested that with winter approach- ing, warming houses should be a priority. Carol Newbold will look into the possibility of having a rink at Manor Park. Win Brews will see if rebuilding the present warming house is economically feasible. If not, it will be removed. Cathcart needs a new building. Jim suggested that a cement block building, 20 1 x20' be constructed. Approxi- mate cost, using volunteer help, will be $3,000. Bill Wyatt will check into year round use of similar buildings in other villages to determine if the expenditure is warranted. Badger Field -Next meeting should deal with definite plans for Badger. Bill Wyatt will bring Engineer's plans. Gloria Congdon will check into "free form" parks. It was suggested that agendas might be used in the future. Items to come before meeting should be submitted to Jim Heiland or Gloria Congdon by the Friday before the meeting. Win Drews will attend the August 25th Council meeting. Gloria Congdon- • Secretary i The first meeting of the Shorewood Park Commission was held Monday, August 4, at 7330 pm at Minnewashta School. Members pre - sent were3 Keeler, Wyatt, Gray, Drews, McCuskey, Newbold, Heleand, and Congdon. Jim Heiland was designated Chairperson, Bill Wyatt, Vice Chair- person, and Gloria Congdon, Secretary. The term of office is to January, 1976, Bill Keeler read names of people interested in becoming the 9th member of the Commission. Jim Heiland will phone each of them to determine their degree of interest. The Council will make the appointment at a later time. It was decided that we would rotate attendance at Council meet- ings. Win Drews will attend the August 11th meeting. The monies from HUD and designated to Badger Park development should be available in 4 -6 weeks. Our budget for the coming year has yet to be determined. It will be primarily for maintenance of our present parks. Any capital improvement monies come from the assessment on new houses and /or developments. Copies of past budgets and expenditures will be male available to the Commission at the next meeting. Copies of the final Ordina- nce creating the Park Commission will also be circulated. • It was mentioned that a large Shorewood map would also be helpful in our deliberations. Bill Keeler will look into acquiring one. Bill Keeler mentioned further that trees would be available from Dutcher, Rudiman and the Shorewood Nursery. They can be moved and replanted in the fall. Some of the Park Commission's tasks were pointed out and discussed. 1. Work with the city on landscaping plans for Badger Park; determine whether to sod or seed; determine whether or not volunteer labor would be feasible. Bill Wyatt will contact Gary Larsen in the city attorneys office to coordinate plans and funds. 2. Conclude work on tennis courts at Cathcart Field and Manor Park. Each court will run approximately $10,00el $5000 for blacktop, $5,000 for fencing. A single court will be installed at both parks with plans to add a court at Cath- cart next year. Carol Newbold and Judy McCuskey will look into establishing regulations for use of the courts and find someone to stripe them. 3. Signs will be needed at each park. Councilman Bill Naegele will donate signs if we supply the materials. Names of parks and Shorewood logo may be used or bulletin boards for city • announcements may incorporated. If this were the case, some funding from the city would be available. Jim Heiland will look into this. TAKE TIME! A 4. Crescent Beach requires some improvements: Rules and regu- lations should be written and posted= and a new section of dock is needed. Bill Wyatt and Win Drews will investigate possibilities. 5• Consider lands that will be available for acquisition. Con- tinue study of Freeman property and attempt to determine use. Minnewashta marsh area is also a plot to consider. Mr. Free- man presently lists his property at $130,000 and would like to sell. 6. Develop trails throughout the city. Snomobile Club and Horse Owners Association have already established one trail bet- ween Cathcart and Beverly Road to Yellowstone Trail and Hgwy. The Commission discussed the possibility of those trails r becoming part of our trail system and being maintained by the City of Shorewood. We will bemeeting,the first and third Monday of each month until later notice. The next meeting will be held Monday, August 18, at 700. We will tour our existing parks and hear reports.
