091977 PK MINSHOREWOOD PARK COMMISSION Monday, September 19, 1977
The Shorewood Park Commission held its regular meeting on Monday, September 19,
. with Jean Raby, John Breckheimer Connie Schmid, Bill Keeler, Win Drews, Judy
McCuskey and James Robin in attendance.
It was moved and seconded that we change our meeting time to 8:00 PM. Motion
carried.
John told us that our LAWCON application was submitted to the State Planning
Agency and the Metro Council Park and Open Space Department.
Our park plan booklets are complete and seventy-nine of the one hundred we
ordered have been delivered. Debbie will provide us with a map as well. We
will ask Elsa to pay $2300 of the $2500 bill with the remainder due when we
receive the outstanding items.
Our site plan for the Cathcart building was submitted to the inspector at
Chanhassen. Itts now up to the Council to approve the enact site location.
Jim Norton will give the engineer's report at the next council meeting.
We received our bocce ball set from the Governor's office. A place for it
will be found in Manor Park. Discussion ensued as to various bases for the
playing surface.
Jean reported on the Joint Park Commission meeting held September 13 in
Excelsior. Jim Jones appeared and spoke of coordinating park programs and
and also offered his help in park planning. County Rd.. 19 is being widened
but will not be marked as a trail because of the narrow passages in sane
areas.
Win has been approached by several residents who complained of the stale
water in the drainage ditch next to Crescent Beach. Bill said that the
. Minnehaha Creek Watershed may help us alleviate the problem with certain
structures.
Jean checked on storage space at the City Hall. Bill suggested a box on
w4eels with appropriate drawers and cupboards for park maps, etc. We will
seek storage space at Minnewashta School. Connie will check on such cabinets
at West Jr. High. Meeting adjourned at 9:30

Dear Mrs. Wiltsey:
Attached is a copy of the Notice of Removal of Grant Conditions
from the Area HUD office. This notice constitutes authority to
use funds for Project #78 Year II and #83 Year III Bikeway along
Smithtown Road as included in the Year III Urban Hennepin County
Con munity Development Block Grant Development Program. The
effective date of this release is August 10, 1977.

RE: Administrative Procedures for HUD CDBG Funded Contracts
In an effort to ensure compliance with HUD equal opportunity, labor
standards and section 3 regul "ations and to assist in monitoring
accuracy the following procedures are being instituted relative to
HUD CDBG funded contracts.
1. In preparing the specification package inclusion of four HUD
documents is specifically required Fair Labor Standards (HUD
form 4010); current wage rate tables, the contractor certifica-
tion form; and the Equal Opportunity Information Packet. Attached
you will find a copy of this latter packet, which is a revised
version of, and supersedes, that previously supplied by the
HUD Area Office,
Prior to advertising for bids specification packages must be
submitted to this office for compliance review and attachment of
the above documents. The specification package, with the addition
of these HUD documents, constitutes the final package for bidding
and contract purposes. At this time the community should inform
this office of the scheduled or anticipated bid advertising date.
2. 'Following publication of the bid advertisement submit to this
office: A copy(s) of the actual advertisement; a listing of all
newspapers or publications utilized and all local firms or groups
contacted; a listing of all bidders, and their section 3 status.
(Section 3 firms are those that are located in, or are owned by a
resident of your community.
3. Prior to awarding of the contract this office must be contacted for
(HUD) contractor clearance. (HUD would not fund projects awarded
to certain firms which have been blacklisted for violation of federal
regulations). At this time this office should be informed of the
date for the preconstruction conference so that the required ten
day notice can be given to appropriate HUD staff. Documentation of
environmental clearance for the project must be on file prior to
contract signing,
4. At the preconstruction conference (PCC) the contractor should be
informed of salary reporting requirements (vis -a -vis wage /rate
tables) employee surveys, and affirmative action plan requirements
(if the contract amount exceeds $100,000). The contractor should also
sign the certification form at this time. In addition where contract
awards total $10,000 - $100,000, the contractor must submit to the
community within 15 calendar days of the PCC completed copies of
Current Total Work Force Breakdown and Goals and Timetables for
' Utilization of Minorities and Women (Tables L and II in the Equal
Opportunity Information Packet). The contractor should also be made
aware of those requirements contained in E.O. 11246 and the section 3
clause (exhibits D and E in the Packet). Minutes of the PCC should
be submitted to this office within 15 calendar days,
a. In addition to warrant request documentation as previously required,
reimbursement for project expenses will now necessitate documenta-
tion of compliance with all the above procedural requirements.
The above procedures have been revised (and may be completely new to
some communities or staff persons) and therefore you are requested to
ready them carefully. As subgrantees you share responsibility for
compliance with these regulations. Should you have an questions please
