120577 PK MINPARK C0MMISSION MINUTES CITY OF SHOREWOOD • December 5, 1977 - Minnewashta School 8:00 P.M. The regular meeting of the Shorewood Park Commission was called to order by Chairman, Sohn Breckheimer. Members present were: Roger Stein, Connie Schmitt, Jim Robin, Bill Wyatt, Jean Raby, and Bill Keeler. CATHCART BUILDING: John Breckheimer reported that Vern Watten will be going over the plans and cost; to be presented to the Council at their January 23rd meeting. If the Council approves the building, construction should start next April. LAWCON APPLICATION: Since the Manor Park proposal ranked #19, it was decided not to pursue it. Next year the Park Commi- sion plans to apply for Trail Funding. ACQUISITION OF LOTS FOR MANOR PARK: The owner of the lots adjoining Manor Park is asking $35,600 for them. A premium price, based on the Assessor's valuation, would probably be around • $20,000.00. SMITHTOWN ROAD BIKE TRAIL: Jim Robin made a study of Smithtown Road; relative to a bike trail, and presented his findings and recom- mendations. (Copy of report attached) Jim will get specific cost estimates for possible types of surfacing. These costs will be presented to the Council in January. If approved, by the Council, the Park Commission will then involve the residents in the planning. It is hoped that the residents will agree to move the mailboxes. The city crew can be used for at least part of the construction; to save money. PRIORITY OF HUD MONEY: Bill Wyatt recommended that we go over our priorities for expenditure of HUD Funds and bring them up to date for presentation to the Council. The meeting adjourned - 9:30 P.M. Physical Alternatives a Circulation: One two -way trail or two one -way trails b) Alignment: Two One -way trails - a roadside location for a dual system is possible now - a combination of roadside and separated pavements for a dual system is possible depending upon availability of easements from private landowmers. There is not sufficient space in the road ROW to have separated pavements with a useable boulevard space. -a completely separated set of pavements is highly improbable due to the closeness of most of the homes along the road. c) Pavement widths would probably vary but should be 4' minimum in a roadside location with 6' to 8' preferred and a minimum of 8' in a separated location. d) Surface should match the existing bituminous paving in quality and depth design for the roadside location and could be thinner in dbpth for a separated pavement. Other materials would be less acceptable. 2. Preferred alternative Two roadside pavements for the length of the corridor form 4' to 6' wide. 3. Paul application for tennis courts was referred to the athletic court grant program. Only one of the two agencies will be'funded for the development of. courts at Dunning. .) The tr4ii portions'of these applications were ranked under the trait grant program. Rof 4) The Minneapolis Park Hoard submitted three applications. one apgiicatir3n for Wirth Regional Park 4 ea is ineligible as being regional and therefore was unranked.`e'The applications; for athleg,c field lighting and totlots at Hale /Diamond and Azmatage partially involve Lake Nokomis Regional Park. Those portions of the applications at Lake Nokomis involve mainly local, not regional, recreation items. The athletic field lighting and totlots are items not funded under regional funds aod; therefore should not b e deleted as being ineligible. 5) The Council's Development framework chapter discourages development in the. Ser vice Brea. The Framework Chapter urges.. that urban growth outside the Metropolitan Urban Service Area and Freestanding Growth Centers taken place in rural town centers. Therefore, in support of these polio. - Concepts, applications from rural town centers are ranked higher than applicati s` in of thee general rural ' use area.
