031979 JT PK CC MINCITY OF SHOREWOOD JOINT MEETING COUNCIL - PARK COMMISSION . 11 MINUTES Minnewashta Elementary School Monday, March 19 1979 7:30 P.M.� A joint meeting of the Shorewood Council and Park Commission was held at 7:38 P.M. on Monday, March 19, 1979 at the Minnewashta Elementary. School. Present were: Mayor Frazier, Haugen, Keeler, Naegele, and Shaw. Park Commission members present were: Don Goettleman, Win Drews, Roger. Stein, Conrad Schmid, and John Breckheimer. Staff present were: Dave Licht, Planner; Attorney Kelly, and Clerk Wiltsey. Don Goettleman, representing the Park Commission, asked the Council for direction as to what is expected of the Park Commission. Council indicated that due to limited finances, they felt that the Park Commission should prepare and review long range plans as well as some day to day activities. Acknowledged lack of communication. The Park Commission also requested that they have some input on all developments so a recommendation can be sent to the Planning Commission prior to their recommendation to the Council. They also requested copies of the Council agendas and minutes. UPDATED PARK PLAN - Midwest Planning Dave Licht explained the necessity for an updated 5 year Park Plan to comply with Metro Council's requirements; further, he proposed to use the original Park Plan as a base and update it for $3500.00. 1 NEW PARK PLAN PROPOSAL Moved by Keeler, seconded by Haugen, to obtain the services of Midwest Planning to update Shorewood's Park Plan to comply with the Land Use Plan and guidance of the Metropolitan Council. Motion carried by a unanimous vote of the Council. LAKESHORE - RECREATIONAL DISTRICT In reviewing the Planner's draft of the Lakeshore Recreational District Ordinance, Dave Licht explained the changes he had made to the last draft of Kellys - dated January 5, 1979. - i@ I .. l: Councilman Naegle reported the accumulation of junk at the Olson residence on Birch Bluff Road and asked what could be done. Attorney Kelly agreed that the existing junk ordinance can cover the nuisance. Moved by Naegele seconded by Haugen, to instruct the attorney to take whatever steps . are necessary to enforce the ordinance. Motion carried unanimously. DISCUSSION Discussed the Shorewood Yacht Club conditional use permit; Boulder Bridge Court case. Agreed that a letter should be written to IMCD to alert them to the possible effect the DNR's position on dock control could have on all future docks and the function of the LMCD.
