Meeting called to order by Chairman at 7:50 P.M.
Approval of minutes Moved by Breckheimer, seconded by Lindstrom to
approve August 20, 1979 minutes as submitted. Motion carried
unanimously.
Near Mountain project Councilman Keeler provided an update on the Near
Mountain subdivision dedication to the Park fund. In a meeting with the
developer, Mayor Frazier, Attorney Kelly and Councilman Keeler, the
following options were discussed.
• Land Value option
1) Based on a current appraisal, 8% of the land value could be approx-
imately $150,000.
Unit Cost option
2) A. $95,000 in cash now and if delayed an additional 8% interest
add on
B. Provide a Mini Park in the development
C. Provide trails in the area as originally proposed.
D. Provide an observation area as originally proposed. The use of
the observation area in the North end of the lake will be depen-
dent on aquiring access from Mr. Dayton.
E. Provide access to park area planned for the South end of the lake.
B, C, D, and E above must be handled in such a way as to allow residents
of Shorewood access to these amenities.
None of above was acceptable to the developer. He will draft a proposal
in regards to the park dedication. As of this date, the park commission
has not seen his proposal and is waiting for his reply.

Boulder Bridge project Councilman Keeler provided an update on this
developement. Because of problems the developer is having with lake
usage, the park dedication has not yet been discussed.
Comprehensive Plan report Number Five - Parks and Open Space Detailed
Facilities Plan - First Draft.
Tim Erkkila, Midwest Planning and Research, Inc., presented the plan,
highlighting the areas he felt required careful consideration. This
work session clarified the plans general direction and the sources used.
All members have been asked to complete analysis worksheet provided and
return it to the chairman by September 26 at the latest. This data will
be consolidated for use at the October 1,1979 meeting. Fleeting to be
held at Badger Park.

Motion carried unanimously.
