MEMBERS ABSENT: Irene Chanin, Bob Nygaard, and Conrad Schmid
Roger Stein moved, and Don Goettelman seconded, acceptance of July 7
minutes. Unanimously accepted.
Bill Keeler introduced a proposed model agreement to be made between
Shorewood and athletic groups using the Shorewood Parks for organized
sports, and ordinance to be proposed to the City Council to provide
for enforcement of this agreement when necessary. The agreement is
designed to provide for scheduling of reserved times and for fees to
be paid by the scheduling groups. This proposal has been introduced
as a result of a few conflicts where more than one group has attempted
to use the same facility, plus a need (resulting from a drastic cut
in state aids to Shorewood) for more funds to be used to adequately
maintain the facilities. The agreement and the ordinance follows
patterns established in other cities. In the discussion which
followed, Lindstrom raised objections to both the agreement and the
ordinance, feeling that the issues would be better left to more
informal procedures. Continued discussion brought out the fact that
the ordinance would help to protect the City against suits brought
by persons injured during organized games, since various safety
measures and insurance would be required. Final consensus was that
the ordinance and agreement procedure were generally desirable, although
the wording of the ordinance needs to be modified to be certain it
applies to organized groups and does not unduly restrict "bunches of
neighborhood kids."
MAA representatives, John Mattox, Jim Peterson, and Dan Gerberding then
were invited to join the meeting to discuss how the ordinance and
agreement were to affect MAA football. Mattox declared MAA willing
to pay its fair share, but complained that the City had done such
inadequate maintenance on the Badger field that -the Association had
been forced to invest considerable money and time to make the field
usable. He also pointed out that MAA felt itself to be responsible
for the fact that the field exists, due to money and equipment pro-
vided to establish the field, and continuing efforts to maintain it.
Much of the problem maintaining the field under discussion has re-
sulted from a subs'dence in the center -field area resulting in poor
drainage and resul ing winter -kill of grass in this, the most heavily
used section of the field. Matto( proposed that MAA hold a "fund-
raiser" this year o raise money necessary to "caps" seed, and put in
a sprinkling syste , which he feels would end the maintenance problem.
The proposed fees or groups using the facilities (of $25 per night

game, $15 per day game) would result in a total cost to MAA of about
' $975 for the 1980 fall season. Because MAA's' registration fee for this
fall is already set they stated they would not be able to afford it.
Questioned as to the amount of money and time spent by MAA in repair-
ing the field, they reported $120 for sod, $20 for grass seed and over
100 man hours. Under the circumstances, the Park Commission recom-
mends to the City Council the acceptance of the MAA offer of $300
cash fee from MAA, while considering the time and money invested this
past summer by MAA to constitute the remainder of the fee. This lrei5
to be a one -time deal only, not to constitute a precedent, accepted
because the field would otherwise have been in such poor condition
that it could not have been safely used by the children. Future dis-
cussion with MAA to determine next year's fees to be held in sufficient
time to allow MAA to decide how they are to be met (i.e., through
registration fees, fund - raiser, etc.)
The,question of use of the football field for soccer was discussed.
The discussion brought out problems other areas have had maintaining
soccer fields in decent condition, and a consensus that the football
field should not be used for soccer.
The MAA representatives then left.
Keeler presented the drawing of a plan for Manor Park including the
softball field, horseshoe pits, and tennis courts requested by the
Park Commission, but no archer range - there being no remaining space
available large enough. No vote was felt necessary, since the plan
incorporated the major requests.
Keeler then displayed the developer's plan for the Amesbury 2 section.
The plans, as presented, were considered unacceptable by the members
present. The proposed density is high; no amenities are available
since use of the tennis courts and swimming pool in Amesbury 1 is
limited to residents of that section.
There is extremely little usable "commons" area -- far less than that
in Amesbury l -- the amount of "open space" does not appear sufficient
to justify calling this a "cluster development"; there is no guaran-
teed access to the proposed parkland in Deephaven (Dee haven being
notoriously exclusive as to who may use its facilities; there is
no access provided to the nearest Shorewood Park - Manor Park - except
along about three miles of busy public road or over neighboring
private land. Therefore, the members present recommend against
accepting the developer's plan without their provision of park land
within Shorewood to serve this area, reduction in number of units to
provide enough open space and commons to justify the "cluster" title,
or purchase of land to provide a walking trail from Amesbury 2 to
Manor Park by a reasonably direct route.
The meeting was adjourned at 10:30. Next scheduled meeting to be
October 6 at 7:30. Members expressed concern that there be a joint
meeting with the Shorewood Council as soon as possible.

MEMO TO MAYOR FRAZIER AND THE SHOREWOOD CITY COUNCIL:
A request has been made by Gary Carl and Jim Heiland to
allow a PMX bike trail at Freeman Park. Races would be held
there and racers from Shorewood as well as others would use it.
Their request is of an urgent nature as development must start
as soon as possible.
Bill Keeler, Gordon Lindstrom, and Don Goettelman met with
Carl and Heiland at the site; a proposed site is the area past
the left field of the Babe Ruth field and into the present burn-
ing site. The cost of installing and maintaining this track is
to be born by the developers with no cost to the city other than
time and guidance of the engineer and maintenance personell.
They made mention of borrowing some of the city equipment to
develop the track. They understand that the use of this land
is temporary in that the track would have to be moved if future
park plans see a more suitable use for this area. Due to the
rush nature of this request, I have contacted the following Park
Commission members by phone:
Gordon Lindstrom, Conrad Schmid, Bob Nygaard, Roger Stein
and Carol Chapman. I was unable to get Irene Chapin."
All members agreed that this would be an appropriate use of '
the land at this time therefore, the Park Commission recommends
the Council approve the use of this land as descri =bed. above.
Please implement as soon as possible.
