Don Goettelman brought up the proposed development on Galpin Lake.
The same developer put in Woodhaven. Park Commission should maintain
awareness of this new proposal.
Question to Council: Manor Park plan has been submitted and approved.
Originally, this was to have led to development this fall. Why has
this not begun?
Discussion of MBX Trail: Jim Heiland and Gary Carls presented infor-
mation and proposals for the 1981 season.
Note to Council: Park Commission has not received a copy of 1980
agreement concerning this trail. Please provide it with one.
The charge of 50¢ per race participant paid to Shorewood in 1980 has
provided Shorewood with over $200, which was to have been used to
cover any maintenance on the track done by the City. At this same
rate, supposing 15 races in 1981, Gary Carls estimates the lowest
amount the City would receive would be between $400 and $500. Could
go considerably higher. Per race charge to participants will be about
$4 to $5 depending on type of race. The remaining income the Associa-
tion receives from race entrants has been and will continue to be
used for improvements of the site (e.g. parking, bleachers, track
grading), for trophies, prizes for participants, and other expenses
of the Association. Parking at present is provided for 30 to 40 cars;
clearing of more of the burning -site debris will double that.
After further discussion, the Park Commission recommends the renewal
of the present agreement, with the following additions and stipulations:
Fee to be paid to the City to be 50¢ per participant,
total payment not to exceed maximum of $500 for the
season.
Maintenance by the City to include regular garbage removal,
minor road grading, fence repairs.

City to provide one "Satellite" for the season.
Association to do track maintenance.
Any improvements proposed by Association is to be pre -
sented in advance to Park Commission for approval.
Interest in a possible "pro" race and "national" race sponsored by
the American Biking Association would suggest that this question also
be covered in a new agreement, since either would bring large numbers
of entrants. Promotion of these races would need prior agreement.
Also, the question of possible objections, by surrounding residents,
to the large numbers of people involved should be addessed',and be
considered. It was suggested by Carls and Heiland that a once -a
season event should be acceptable; however, there are parking and
policing problems. Since the ABA proposed sites for these events
comes out in January and often requires a reply within a very limited
time, the Association will need to know in advance what the City
Council will approve.
The question of City liability was raised, since one boy has been
hurt on the track during the "off" (non -race) time. The Association
has investigated other tracks. Brooklyn- -Park has. - - - had-no--non-race
injurie.s in three years. Denver has also had none. There' are lia-
bility policies available through ABA covering non -race time, going
up to $500,000, which can be purchased for between $100 and $200.
annually. However, the City should have an over -all liability
policy already in effect for persons injured on City property.
Sno- Skippers —Jim Heiland, for the S.S., requested permission to
follow the pattern of the past, continuing to use the trail along
the west edge of Cathcart Park as a link between Minnetonka and
Minnewashta lakes, and the trail through Freeman Park, as a "feeder"
to other trails. Park Commission recommended that the Council okay
this.
Comprehensive Park Plan: The deadline for acceptance is October 31.
All members have read the newest revision. There are still glaring
errors which were noted in previous versions and corrections were
requested. Understanding that this is a "plan ", not an exact and
definitive statement of what the Shorewood parks will look like in
the future, the Park Commission recommends to the Council that the
plan be accepted, as corrected in the copy which will be provided
to the Council by Gordon Lindstrom.

The question was also raised as to the possible value of assigning
Council members to liaison with boards and commissions on a rotating
basis (i.e., six -month term with each), to give each an opportunity
to become more fully acquainted with all aspects of Shorewood.
The meeting was adjourned at 10:00 P.M. The next meeting will be at
7:30 P.M., November 3.
