Minutes of the meeting of December 1, 1980 were not available for review.
There was a general discussion on Goals and Objectives which is a continuation
of the last meeting. It was agreed that the Park Commission will develop a
written description of the Role of the Park Commission for submission to the
council. It was felt that this would aid in establishing effective communications
with the City Council and the Planning Commission. Gary Carl will check with
other cities to see if descriptions of this type have been previously used.
Don Goettelman attended the December 8, 1980 Excelsior Park Commission Public
Hearing. Excelsior is faced with raising maintence costs and held this
meeting to get input from their residents as to ways of meeting these costs.
Excelsior has had a schedule of charges for use of a portion of their Park
System, for a few years. They currently charge as follows:
1. Use of Softball field.
2. Use of docks (individual & commercial).
3. Use of boat slides.
4. Use of buoys.
5. Parking (Generates about $5,000 per year).
The Park Lighting System is separately metered and allows easy monitoring of
of this cost. Other costs involve trash removal, satelites for hockey and
upkeep and maintenance of park grounds. No decisions were reached at this
meeting.
Mayor Elect John Baird indicated it would be possible to have a full time
secretary assigned to the Park Commission.

Gordon Lindstrom and Conrad Schmid's term on the Park Commission expires
December 31, 1980. It was moved and seconded to recommend reappointment of
both to another term beginning January 1, 1981 and ending December 31, 1983.
Motion carried unanimously.
Next meeting to be January 5, 1981.
Election of Park Commission Officers to be held.
All members are encouraged to attend.
