APPROVAL OF MINUTES OF' JANUARY 19, 1981
Stein motioned, Lindstrom seconded, that the Park Commission minutes for
January 19, 1981 be approved as written. Motion carried unanimously.
BIKE TRAIL PROPOSAL REGARDING MINNETONKA BOULEVARD
DEEPHAVEN, GREENWOOD, SHOREWOOD
Mr. William "Bill" Engelhardt, Schoell & Madson, Inc., gave a presentation of
the proposed Deephaven- Greenwood- Shorewood bike trail along Minnetonka Boulevard.
The main concerns discussed were that of priority, cost, benefit to Shorewood
residents, possible further grant funding from other sources other than the 75%
from the State, legal problems, maintenance responsibility,of the bike trail,
whether or not the trail is subject to levy tax, and the availability of money
in the Park budget.
Nygaard motioned, Schmid seconded, for recommendation to the Council -- subject
to availability of funds -- that Shorewood participate in the bike trail project
with the Cities of Deephaven and Greenwood. Preferentially,' monies other than
those from the Park Fund should be used for funding this project. The approxi-
mate cost to Shorewood is $15,000.00, in return for which 'bout one mile of
bicycle paths in Shorewood will be built. The State's share would be about
$29,000.00.
Upon roll call vote, the motion carried. Gary Carl, Carol'',Chapman, Gordon
Lindstrom, Bob Nygaard, Conrad Schmid - aye; Don Goettelmani,' Roger Stein - nay.
Engelhardt is requesting permission from the Council to give the same presenta-
tion to them on Monday, February 9th, as he has done to the Park Commission.
LIAISON PARK COMMISSION REPORT FROM BOB NYGAARD
Nygaard reported on his attendance at the joint''Council- Planning Commission
Meeting of Tuesday, January 20, 1981, and the regular Council Meeting of
Monday, January 26, 1981.
LIAISON COUNCIL REPORT FROM COUNCILMAN TAD SHAW
Councilman Tad Shaw reported that the Council is asking the Park Commission to
address the issues of establishing contract, fee, and insuance procedures for
the use of Park facilities.
Bob Shaw, Minnetonka Youth Hockey Association, load mentioned to the Council that
he was surprised by the ordinance and brought up some valid comments.

Chairman Goettelman then gave a brief history of the "Use Agreement" for Parks.
Subsequently, it as suggested that each of the'Park Conmi$sioners contact a
nearby City to determine their procedures for the use of their parks in regards
to contracts, fees, and insurance.
