PAGE 1 OF 2 u u MINUTES CALL TO ORDER Chairman Don Goettelman called the meeting to order at 8:45 P.M. ROLL CALL Members present: Chairman Don Goettel.man, Assistant Chairman Gary Carl, Gordon Lindstrom (left at 9:15), Bob Nygaard (left at 8:50), Roger Stein. Also Liaison Councilman Tad Shaw. Members absent: Carol Chapman, Conrad Schmid APPROVAL OF MINUTES OF FEBRUARY 2, 1981 Lindstrom motioned, Stein seconded, approval of the minutes as written. Motion carried unanimously. RECONM MATIONS AND REPORTS Park Commission Liaison Gordon Lindstrom gave report on the February 9th Council meeting and discussed the Council's response of the bike trail presentation by Engelhardt. Council liaison Tad Shaw responded to Bob Nygaard's question as to the status of the Shorewood Yacht Club. REPORT OF PARK COMMISSION JOB DESCRIPTION - ROGER STEIN The "By -Laws for Shorewood's Park Commission" presented by Roger Stein was dis- cussed in detail. Some changes are as follows: On Page 1, under Membership, C. , three (3) years is to replace two (2) years, so as to read "All terms of regular members shall be for three (3) years." Further, "If a person is appointed to fill a resigned member's term, the appointee's term will correspond to expire according to the original member's term that he/she is filling." On Page 2, under Organization,' B. , it is to read as follows: Chairperson. The Chairperson shall preside over all meetings. The Chairperson shall also assign specific tasks to members of the Commission as he /she deems necessary and may, with the consent of the members, establish subcommittes and appoint members to liaison duties with other commissions, boards, and agencies. Bob Nygaard and Gordon Lindstrom had to leave the meeting early. Therefore, it was agreed to continue with the study of the "By -Laws of Shorewood's Park Commission" starting with the "Procedures for the Conduct of Business of the Commission" at the next Park Commission meeting on March 2nd. CITY OF SHOREWOOD REGULAR "PARK COMMISSION' MEETING MONDAY, FEBRUARY 16, 1981 PAGE 2of 2 MINUTES REVIEW OF RECREATIONAL ORDINANCES - Reports /Neighboring Cities Gordon Lindstrom reported on the City of Richfield, giving a brief description of its history, philosophy, and park usage. Presently, Richfield subsidizes its own parks, and the parks are to be used only by Richfield residents. No written or formal agreements are entered into. Most, but not all, of the revenue received is from the liquor stores, left -over construction funds, and private business. Richfield's philosophy is that the Richfield parks are for the Richfield residents and therefore are not to be charged. A full -time Park Commissioner plus an admin- istrative staff calls the shots. The City's funds come from interest, rents, sale of properties, licenses, permits, and usury fees. The City of Richfield itself does not charge, but the person who is heading up the tournament charges. No contracts at this time, but the Park Commissioner and staff has to approve the usage of the parks. Questions of liability arose. Gary Carl, tentatively, will be meeting with an Eden Prairie city official on Wednesday or Thursday — February 18th or 19th- -for further information. Roger Stein reported that Waconia does not operate or maintain any parks because it has no parks. The Park Commission stated they would like to have the new Attorney Gary Larson's opinion as to the need of a contract for park usage. Is his opinion the same as the former Attorney Frank Kelly's? If we start charging for the use of park facilities, does this increase the City's liability in any way? ADJOURNMENT Carl motioned, Stein seconded, that study and reports of both the By -Laws and park ordinances be continued at the next meeting on March 2nd and to adjourn this meeting at 9:27 P.M.
