ROLL CALL Members Present: Roger Stein, Chairman Don Goettelman, Vice - Chairman Gary Carl, Carol Chapman (arriving 8:25), Gordon Lindstrom, Bob Nygaard, Conrad Schmid. Also Present: Tad Shaw, Liaison from the Council APPROVAL OF MARCH 2, 1981 MINUTES On Page 2 of 5, the last paragraph is to be corrected as follows: Community Services is considering scheduling a fee for their park usage. In the parks, they have two buildings that can be used for picnics. No charge for non - profit organizations. For others, a fee plus a security deposit for the use of the building is charged. No alcoholic beverages allowed in the parks, but you can have them in the building. The non- alcoholic beverage ordinance can be enforced if necessary. On Page 3 of 5, in the first sentence, Bob Fambert's name is to be changed to Bob Lambert. . In the third paragraph, the words "and umpires" should be included after " ..as for lights." Therefore, the second to last sentence in Paragraph 3 should read: However, adults are charged a small fee for the cost of the league, such as for lights and umpires. The City will line -mark the field the first time around. In the fourth paragraph, it is to be corrected as follows: They have no contracts as the City doesn't want the league to control them. The adult has to live and /or work in Eden Prairie. Other communities are not routinely allowed to play on Eden Prairie fields. Service organizations such as Lions can hold tournaments because they put money back into the Park Fund. They do not allow anybody to profit from City property. In the fifth paragraph, the following six words of "improving old or building new facilities" is to be deleted. In the eighth paragraph, "a lot of things" is to be replaced by "their fee structure." The third sentence is to read: "They charge nothing for the youth organizations but they do charge adults." The remainder of the paragraph remains the same. On Page 4 of 5, the second sentence of the first paragraph is read: "These are free to residents." The word "fees" is incorrect. On Page 4 of 5, under OTHER MATTERS the first sentence of the second paragraph is to read: "Is Shorewood carrying the load for the other communities ?" On Page 5 of 5, in the first pentenae of the last paragraph under WEEPING WILLOW TREES:, the word "innovations" is to be changed to "alterations ". Motion carried unanimously. BASEBALL SCHEDULING TAD SHAW Discussion arose on scheduling. What will be the procedure of scheduling; who will do the scheduling; what will be the policy for scheduling? Who will have priority when /if there is a conflict? What recommendations shall be given to the City administrator? This is to be further discussed under ' JOB DESCRIPTION Approval of Final Copy of By -Laws for Shorewood Lindstrom motioned, Stein seconded, approval of Commission" as written. Tabled to the April 6th meeting. BIKE- A -THON IN SHOREWOOD The Cystic Fibrosis Organization had contacted Goettelman requesting the Park Commission to run a bike -a -thon in Shorewood. Upon discussion, the Park Commission said it sho d have nothing to do with chairing the bike -a -thon other than approving of he route. However, they will direct the Cystic Fibrosis Organization to contac bike shops in the area as well as service organizations such as the Lions, Jayce s, etc. CONTINUATION OF PARK POLICY - - Review of Recreational Ordinances Conrad Schmid reported on Chanhassen Frank Callahan is the Head of Comn pity Services Director, with Mark Koegler as the Comprehensive Chanhassen's philosophy is to secure land in lief enough lard to take care of them up to the year to see more land. There is a fee of $375.00 per single dwelling unit; $940.00 per acre for commercial or industrial development. A resident of Lake Ann is charged a User's $2.00 annual fee; a non - resident user is charged $12.00 annually. There is no charge for teams, Little League, etc., as Community Service charges a head fee which goes into Community Service funds. Adult softball is charged $150.00 per team er 13 teams (young adult) and $90.00 per team per community team (older people. These charges cover fields lined, tourney entry fees, and umpires. The General Fund allots 12 percent to the Park Budget. The City is covered by umbrella insurance; individual insurance is encouraged. Gordon Lindstrom gave am-tier report, indicating that he is opposed to an "adminis- trative fee" policy. In addition to the questions posed on Page 1 of these minutes under "Baseball Scheduling," further discussion involved the questions of who will have the control and how will one have control in the scheduling and use of fees? As a City, shouldn't we be setting our own priorities? The main problems are that of policy scheduling and fee setting. Gary Carl volunteered to talk to Mr. Jim Jones, Babe Ruth League. Upon further discussion, suggestions were made regarding priorities. The youth perhaps would have priority over the adults. Do we really want the youth to have priority over the adults? Or, perhaps,for Shorewood community based organizations, any conflicting youth or adult programs in the same sport or facility can be scheduled before the Park Commission or scheduled on an equal or combined type basis; or in the summer time, the youth can play in the summer whereas the adults have priority after dark. The following policy guideline was adopted, from which each Park member is to give individual input at the April 6th meeting. Park Policy A. Introduction. B. Encourage Shorewood teams. C. Scheduling Priorities. D. Group Requirements. 1 -2 -2 (e.g. insurance, advance scheduling, contract fees E. Fees. Further, it was mentioned that perhaps the Park Commission should have their own game plan before having Jim Jones in and establishing several points of view; then as a group, establish one point of view. Schmid motioned, Chapman seconded, that this be tabled to the April 6th meeting. Motion carried unanimously. ADJOURNMENT Schmid motioned, Nygaard seconded, that the meeting adjourn at 9:55 P.M.
