Page 1 of 3 MINUTES CALL TO ORDER • Acting Chairman Gary Carl called the regular Park Commission meeting to order at 7:37 P.M. ROLL CALL Present: Roger Stein, Don Goettelman (8:22 arr), Gary Carl, Carol Chapman, Gordon Lindstrom; also Council Liaison Tad Shaw Absent: Connie Schmid (business), Bob Nygaard (business) APPROVAL OF APRIL 20, 1981 PARK COMMISSION MINUTES Lindstrom motioned, Stein seconded, approval of the April 20, 1981 Park Commission minutes as written. ADVER.TISI'NG- 'SIGNS- FOR :FIELDS - POLICY In responding to the Council's request for specific guidelines as to advertising signs on the Park fields in Shorewood, viewpoints regarding aesthetic value, size, and mobility were discussed. Carl motioned, Stein seconded, that it is the recommendation of the Park Commission to allow signs to be placed on Park facilities by approved non -profit organizations and that the following tentative guidelines will be observed: a. Signs must be removed by three weeks following the last official sanctioned event of the season. . b. The size of the sign must be appropriate to the existing facility and no larger than 4' x 8 c. Signs must be kept in good repair. d. The organization soliciting the advertiser must be selective in choosing their advertising so as to enhance the image of the youth sports activities. e. Any advertising material must be clearly; riented to the spectator of the particular sporting event. Motion carried unanimously, on a vote of 5 to 0. Further, Carl motioned, Lindstrom seconded, that Tonka Babe Ruth League be allowed to solicit and place their advertising on Freeman Park Babe Ruth Field following the proposed guidelines and that said advertising will be used by the Park Commission to evaluate the tentative policy and determine whether it should be made permanent. Motion carried unanimously on a vote of 5 to 0. Also, Court MacFarlane said he would present the Park Commission with a list of advertisers as soon as it was written up in a neater form. Motion carried on a 4 to 0 vote. CONTINUATION OF "PARK POLICY" STUDY Upon a reviewal of the "Proposed Park Facility Usage Plan", it was determined that presently there are no fees being charged for the usage of Park facilities. The study of Carl's "Proposed Park Facility Usage Plan" dated April 13, 1981 was resumed from Page 2 of 3 under Item No. IV. GROUP REQUIREMENTS. Attached herewith is a newly typed "Proposed Park Facility Usage Plan" dated May 4, 1981. The changes from the April 13, 1981 "Plan" as reflected in the newly typed "Plan" are according to the following motions and approvals: Chapman motioned, Stein seconded to approve Item No. IV. GROUP REQUIREMENTS as revised. Motion carried with a 5 to 0 vote. Stein motioned, Chapman seconded, to approve Item No. V. MAINTENANCE OF EXISTING FACILITIES AND THE DEVELOPMENT OF NEW FACILITIES IN THE CITY OF SHOREWOOD as revised. Motion carried with a 5 to 0 vote. Goettelman motioned, Stein seconded, to approve Item No. VI. ILLEGAL USE OF CITY PROPERTY as revised. Motion carried with a 5 to 0 vote. COMPREHENSIVE LAND USE PLAN - PAGE 106 Since this matter had already been undertaken • Commission meeting of Tuesday, April 21, 1981, could see no purpose in further pursuing it. by the joint Council - Planning Page 3 of 4, the Park Commission REPORTS carol Chapman reported that she had attended the joint Council- Planning Commission meeting of Tuesday, April 28, 1981. She reported that the Council wanted Don Zdrazil and Don Goettelman to take another look at the Robson Snyder's land to see what could be done further and to perhaps take in a load of fill. Upon further discussion, Chapman. motioned, Goettelman seconded, that the Park Commission feels the only aspect of this problem which the Park Commission can address is the willow trees and that the subject of the fill is outside the scope of the Park Commission's authority and therefore the Park Commission res- pectfully suggests that the Council authorize Public Works Foreman Don Zdrazil to handle the problem. Motion carries with a 5 to 0 vote. = =The Park By -Laws had been tabled again by the Council. =In reference to trails, Chapman mentioned that there are things in the Compre- hensive Land. Use Plan about Park planning which is not in the Park Plan; e.g. trails in the area of Howards Point and Edgewood Road, and that the Park Commission should be aware of these. CITY OF SHOREWOOD REGULAR PARK COMMISSION MONDAY, MAY 4, 1981 M I N U T E S Page 3 of 3 OTHER MATTERS ==:;A reminder to the Administrator to have the satellite on Freeman Park field by no.later than May 8th. --Goettelman motioned, Lindstrom seconded, that Shaw speak to Don Zdrazil about the proper amount of required fill to make the baseball diamonds and BMX track safe. Motion carries with a 5 to 0 vote. == Dug -Out Repair on Freeman Park: Stein motioned, Goettelman seconded, that a recommendation be made to Shaw to ask Zdrazil to get some blocks and mortar out to the Freeman Field Dug -Out. Motion carried with a 5 to 0 vote. =In summarizing, Goettelman stated that (1) the Park policy will be sub- mitted to the Council upon the Park Commission's approval on May 18 of the revised copy (attached herewith); and (2) that the Park Commission's By -Laws have already been submitted to the Council; an (3) that one of the main issues due to the Council on July 15 is the proposed Park Budget. ADJOURNMENT Upon further discussion of future Park agendas, Goettelman motioned, Chapman seconded, to adjourn the meeting at 11:30 P.M. Motion carried with a 5 to 0 vote. INTRODUCTION: The following Park Commission Facility Usage Plan was developed as a guideline to insure that new and existing Shorewood Park and Recreation facilities are used in such a way as to provide the residents of Shore- wood with a place to spend their recreational time, to help plan for future needed facilities, and to allow for usage by non - Shorewood resi- dents if the activities will benefit, '.directly or indirectly, the resi- dents of Shorewood. II. GENERAL: It is the intent of this plan to encourage the usage of existing facilities and the development of new facilities by Shorewood's private and community service organizations. III. SCHEDULING: The Shorewood Park Commission will have control of the scheduling of its facilities. A. Pr • 1. 2. 3. 4. S. 5. 7. iority use of the Shorewood facilities shall be: Established and chartered users. Shorewood residents. Park and recreation usage. Minnetonka Community Service organizations. Quasi- Public usage (YMCA, etc.). Private clubs, groups, and individuals. Non Residents. B. The Minnetonka Community Services shall continue to coordinate all scheduling for combined school system activities involving both youth and adult. However, the Shorewood Park Commission will retain the right of final approval for all scheduled activities. C. All potential conflicts in scheduled use of facilities will be ruled on by the Shorewood Park Commission. The ruling will be based on the above priorities and any extenuating circumstances. D. All non - organized activities may use facilities, but not on scheduled times. ROUTIN L - Proposed - PARK FACILITY USAGE PLAN (May 4, 1981) Page 2 of 2 10 A. In order to establish priority usage of Shorewood's Park facilities, organizations_ must have the approval of the Shorewood Park Commission. B. It was determined that if charging has to occur, the ranking of priorities could be as follows: 1. No fees for non- profit organizations within the Minnetonka Community Services area; 2. Fees may be charged to profit- making organizations within or outside the Minnetonka Community Services area; 3. Fees may be charged to rp ofit or non-profit organizations outside the Minnetonka Community Services area; and 4. Adults could be charged a fee within or outside the Minnetonka Community Services area. C. Insurance. It shall be the responsibility of all youth and adult organizations to provide supplemental accident and risk insurance for all events to be held on or in Shorewood Pam facilities. This insurance shall be of the nature to hold blameless the City of Shorewood for any and all participants and spectator injuries related to this activity. V. MAINTENANCE OF EXISTING FACILITIES AND THE DEVELOPMENT OF NEW FACILITIES IN THE CITY OF SHOREWOOD: • A. The City of Shorewood shall provide normal and reasonable maintenance so as to provide a safe, useable facility. B. Maintenance done by the City of Shorewood shall be with consideration to funds availability and not exclusive to any one facility, and the Park Commission shall recommend Park maintenance priorities. C. Organizations using and scheduling events on these facilities shall be responsible for the final maintenance and field preparation necessary for their particular activity. D. The building of new facilities will be done on the basis of need and financial ability. New facility construction may be done only with the approval of the Park Commission and City Council. Organizations wishing to build new facilities on Park property will be encouraged and may receive assistance from the City. VI. USE OF CITY PROPERTY: A. The use of City property must be in with Shorewood's City Ordinance No. 91. It shall be the intent of the Park Commission to prevent the usage of City Park facilities for personal profit or gain. 0
