Page 1 of 3 CALL TO ORDER Chairman Don Goettelman called the regular Park Commission meeting to order at 7:35 P.M. ROLL CALL Those in attendance were Gordon Lindstrom, Bob Nygaard, Conrad Schmid, Roger Stein, Don Goettelman, Gary Carl, and Carol Chapman. APPROVAL OF PARK COMMISSION MINUTES OF MAY 18, 1981 Lindstrom motioned, Carl seconded, approval of the Park Commission minutes of May 18, 1981 as written. Motion carried unanimously. DISCUSSION OF 1982 BUDGET Upon discussion of the budget for 1982, it was the general consensus of the Park Commission that they had very little information from which to determine a 1982 budget. Because of a lack of experience, the Park Commission feels that setting the budget now for fiscal year 1982 of January l to January 1 is on a trial and error baSlis. It was felt the cost of living increase should be considered an for the Park Commission to give projected budget figures for 1982 and see how 1981 comes in and go from there. Schmid motioned, Nygaard seconded, that we increase the Park Commission budget • for 1982 by 40 per cent over the 1980 budget figure, which subsequently raises the 1982 budget to approximately $53,000. Motion carried unanimously. 7-0. The Park Commission feels Manor Park should be completed as soon as possible. Will request Tad Shaw to research the status of this development. The question was raised as to why Manor Park has not been finished. Schmid motioned, Chapman seconded, that the money earmarked for Manor Park be spent as soon as possible on the completion of Manor Park. Motion carried unanimously. 7 -0. In reference to the budgeted expenditure for capital improvements for 1982, Goettelman motioned, Carl seconded, that discussion of the budget for capital expenditures be tabled until the request from our (Park Commission) meeting of May 18, 1981 be met; namely, that the City Planner look into a Land Usage Plan for Freeman Park, of which Plan will be used for future development and to solve immediate problems such as the dangerous access to and from the Park, security lights, etc. Motion carried unanimously. 7-0. OTHER MATTERS Campers at BMX = Freeman Park - June 13, 1981 A letter from Earl L. Johnson, Chief of Police, South Lake Minnetonka Public Safety, dated May 22, 1981 was acknowledged regarding several campers desiring permission on a one -time basis to camp overnight on the evening of June 13, 1981 prior to the BMX race the following day. Reactions of the neighbors? Any complaints? The City of Shorewood's Ordinance No. 91 was referred to wherein it states that no person shall enter or remain in any park between the hours of 10:30 P.M. and 6:00 A.M.,' such person is par- ticipating in an organized activity authorized by the City of Shorewood... and also unless such person has written permission from the City Administrator. Lindstrom motioned, Nygaard seconded, that we allow the overnight campers to camp overnight on the evening of June 13, 1981 prior to the BMX race the following day. Motion carried with a 7 -1 vote. (Carl abstaining). - BMX = Freeman Park (Bleachers Satellites) Gary Carl reported 1 that because of increased attendance at the BMX track races more satellites are needed at the BMX track, and also (2) has requested permission for the BMX Association to install bleachers at the BMX track. Due to the tremendously increased attendance, Goettelman moved, Lindstrom seconded, that we provide an additional satellite on a monthly basis through September to the BMX for their use at Freeman Park. Motion carried with a 6 -1 vote (Carl abstaining). Discussion followed as to where should the line be drawn as to who furnishes (the City versus the various organizations) needed items such as bleachers, satellites, rinks, viewing stands, tool sheds, etc. - Crosby Donkey Ball • Goettelman acknowledged postcard from "Crosby Donkey Ball, Inc., Route 5, Donkey Drive, Chippewa Falls, WI wherein they are available to any Shorewood organization for fund - raising purposes. -U. S, Games Tnn 1 QQ1 just received that has just Secretary will keep it in the about every kind of Park games and equF office if anyone wants to refer to it. - Bob Walz 5125 Suburban. Drive Fixing of Fence that Belongs to the City Bordering Mr. Walz's property. It was recommended by the Park Commission that Don Zdrazil be given permission by the City Administrator to go out and look at the chain -link fence and fix it where repair is needed. Discussion: Matters that previously were being handled by the Administrative staff are now being referred to the Park Commission or to Councilman Shaw. Goettelman motioned, Lindstrom seconded, for the recommendation that the City Administrator be given the authority to act on a fairly quick basis on smaller items without the necessity of it coming before the Park Commission. The question is how much authority is appropriate? The Park Commission wants to be aware of the major problems. Motion, carried unanimously. 7 -0. CITY OF SHOREWOOD Page 2 of 3 REGULAR PARK COMMISSION MEETING - MINUTES MONDAY, JUNE 1, 1981 • REPORTS Council -Tad Shaw Shaw reported from Council Meeting of June 1, 1981 that Near Mountain must either pay in bulk prior to the filing of the overall plan, or.as an option they can pay the existing per lot fee when they file each plat. Council -Tad Shaw Shaw reported that the City has the money for Manor Park and it's a matter of priority as to when the Public Works Crew can get to working on the project. He will check with Don Zdrazil. Planning Commission Gary Carl Gary Carl was present at the May 19, 1981 Planning Commission meeting. Tonight there is no one present from the Planning Commission to report,to the Park Commission. ADJOURN' Nygaard motioned, Lindstrom seconded, for adjournment at 9:38 P.M. and that the Park Commission meeting of June 15, 1981 be held at Freeman Park at 7:30 P.M.
