MINUTES
CALL TO ORDER
Chairman Goettelman called the regular Park Commission Meeting to order at 7:43 P.M.
ROLL CALL
Present: Gary Carl, Carol Chapman, Gordon Lindstrom, Conrad Schmid, Don Goettelman;
Also Council Liaison Tad Shaw, Planning Commission -Bob Gagne
Absent: Bob Nygaard (Foot Injury), Roger Stein (Vacation- Europe)

On Page 2 of 2, Other Matters. Delete the sentence beginning with "A tour of...

Commission toured Freeman Park."
Carl moved, Chapman seconded, approval of the minutes as amended. Motion carried
5-0.
TOM MUEHLLBERG - ICE HOCKEY RINK ( Tonka Bay to Badger Field
Tom Muehlberg, representative for the Minnetonka Youth Hockey Association (MYNA),
petitioned the Park Commission as to the possibility of moving the Tonka Bay
Hockey Rink (Manitou Park) to Shorewood's Badger Field, so that there could be
two hockey rinks there. The drawing power is the warming house on Badger Field
as well as Shorewood's reputation for having an excellent maintenance record. It
seems Tonka Bay has a lighting /maintenance problem with the hockey rink(s).
Mr. Muehiberg says there would be no cost to the City of Shorewood. MYHA would
move and set up the rink; they would put in the electricity; Northern States
Power would install the poles at no charge; and Pat Sullivan has all the equip-
ment and manpower necessary. They would be more than willing to put the money/
proceeds back into the rinks. Muehlberg informed that, with only one rink at
Badger Field, on weekends during free time the 8-9 -and 10 -year olds are being
pushed off by bigger youth who are not even residents of Shorewood.
Questions in response: Are there any alternatives? What about Cathcart? Freemn
Park? Manor? West Junior High? How would the bigger youth be restrained from
taking over both rinks? What about parking facilities -- increase of traffic?
Where to put the second rink on Eadger Field? What about using Excelsior's parks?
Comment: According to the ordinance, the parks must be left in its natural state.
The parks are meant to be neighborhood rather than regional parks. Freeman Park
was the only one meant to be a community park; Badger, Manor, and Cathcart were
meant to be neighborhood parks.
The Planning Commission wants to be shown (1) the need for the second rink,
(2) that parking is /will be adequate, and (3) that there will still be free skating
without interference.

Bascially, MYHA would be responsible for moving the hockey rink from Tonka Bay
to Badger Field, setting it up, and building whatever is necessary regarding
the second rink. Shorewood would then be responsible for the maintenance of it.
Further, the money from the hockey proceeds are to be put back into the rink and
kids for both now and in the future and not to the Park Board wherein the money
might end up being spent elsewhere. Also, there would have to be an authority
figure in control of the free skating; a 14- 15 -year old does not have control.
Upon general consensus, it was agreed that a second rink would be a good thing
for Shorewood. In the future, additional rinks will be needed and much more
expensive in the future if delayed.
Discussion: The theory of having the leagues increase fees to the kids. It
was suggested that the Leagues and Associations keep a log and document the man
hours of labor, equipment costs, etc. for future reference. It is to be made
clear that the Park Commission's interest and reservations are for the people of
Shorewood. Muehlberg was given permission to bring in a lay -out and the
measurements of the rink at Badger Field. There is no guarantee at this time
that approval of the drawings will be given.

- SECURITY LIGHTING
There was discussion regarding the sketch submitted by Mr. Eng. The main
• question to be answered is "What do we need right now versus what do we need in
the future ?" It was felt the City Planner would be able to help with this question.
Mr. Eng was to be contacted to see if he could appear before the Park Commission
on the 20th of July.
REPORTS
- Council Liaison Tad Shaw
Upon discussion among the Park Commission, Shaw requested that the Park
Commission and Planning Commission representatives to the Park and Planning
Commissions and Council be placed earlier on the agenda(s). This is to be
done on an EXPERIMENTAL BASIS to see if it works better than the present.
This has been suggested because the Park and Planning members are on a
volunteer non -paid, non- elected basis, and who already spend a considerable
amount of time without having to expend additional time at further meetings
by being placed last or near the end of each agenda.
- Planning Commission _ Bob. Gagne
Bob Gagne reported on the June 23, 1981 Planning Commission meeting regarding
the John McCartney /Shorewood Estates public hearing.
Also, the Park Commission has asked the Planning Commission as to what they
might suggest regarding Freeman Park - some way in improving the access; i.e.
on Eureka Road, Highway 7. A couple of architects are on the Plarning_Com-
mission who may /may not be able to suggest ideas.

• Carl reported from the June 22, 1981 Council meeting) that(according to the
June 15, 1981 Park Commission minutes on Page 2 of 2)that approval has been
given on Items 3 and 4, but Items 1, 2, and 5 need state approval.

OTHER MATTERS
Carl requested that he was scheduled for the month of July to attend the
Council and Planning Commission meetings; however, he would like to trade with
another member.

PARK FACILITY USAGE PLAN
(May .4, 1981)
I. INTRODUCTION:
The following Park Commission Facility Usage Plan was developed as a
guideline to insure that new and existing Shorewood Park and Recreation
facilities are used in such a way as to provide the residents of Shore-
wood with a place to spend their recreational time, to help plan for
future needed facilities, and to allow for usage by non - Shorewood resi-
dents if the activities will benefit, directly or indirectly, the resi-
dents of Shorewood.
II. GENERAL:
It is the intent of this plan to encourage the usage of existing
facilities and'the development of new facilities by Shore%ood's private
and community service organizations.
III. SCHEDULING:
The Shorewood Park Commission will have control of the scheduling of
its facilities'.
A. Priority use of the Shorewood facilities shall be:

Established and chartered users.
Shorewood residents.
Park and recreation usage.
Minnetonka Community Service organizations.
Quasi - Public usage (YMCA, etc.).
Private clubs, groups, and individuals.
Non Residents.
B. The Minnetonka Community Services shall continue to coordinate
all scheduling for combined school system activities involving
both youth and adult. However, the Shorewood Park Commission
will retain the right of final approval for all scheduled activities.
C. All potential conflicts in scheduled use of facilities will be
ruled on by the Shorewood Park Commission. The ruling will be
based on the above priorities and any extenuating circumstances.
D. All non- organized activities may use facilities, but not on
scheduled times.

IV. GROUP REQUIREMENTS:
A. In order to establish priority usage of Shorewood's Park
. facilities, organizations must have the approval of the
Shorewood Park Commission.
B. It was determined that if charging has to occur, the ranking of
priorities could be as follows:
1. No fees for non- profit organizations within the Minnetonka
Community Services area;
2. Fees may be charged to profit- making organizations within
or outside the Minnetonka Community Services area;
3. Fees may be charged to rp ofit or. profit organizations
outside the Minnetonka Community Services area; and
4. Adults could be charged a fee within or outside the
Minnetonka Community Services area.
C. Insurance., It shall be the responsibility of all youth and
adult organizations to provide supplemental accident and risk
insurance for all events to be held on or in Shorewood Park
facilities. This insurance shall be of the nature to hold
blameless the City of Shorewood for any and all participants
and spectator injuries related to this activity.
V. MAINTENANCE OF ''EXISTING FACILITIES AND THE DEVELOPMENT OF NEW FACILITIES
IN THE CITY OF'SHOREWOOD:
A. The City of Shorewood shall provide normal and reasonable maintenance
is so as to provide a safe, useable facility.
B. Maintenance done by the City of Shorewood shall be with consideration
to funds availability and not exclusive to any one facility, and the
Park Commission shall recommend Park maintenance priorities.
C. Organizations using and scheduling events on these facilities shall
be responsible for the final maintenance and field preparation
necessary for their particular activity.
D. The building of new facilities will be done on the basis of need and
financial ability. New facility construction may be done only with
the approval of the Park Commission and City Council. Organizations
wishing to build new facilities on Park property will be encouraged
and may receive assistance from the City.
VI. USE OF CITY PROPERTY:
A. The use of',City property must be in compliance with Shorewood's City
Ordinance No. 91. It shall be the intent of the Park Commission to
prevent the usage of City Park facilities for personal profit or gain.
