MINUTES
CALL TO ORDER
Chairman Goettelman called the regular Park Commission meeting to order at 7 :50 P.M.
ROLL CALL
Those present: Don Goettelman, Gary Carl, Carol Chapman, Gordon Lindstrom, Bob
Nygaard, Conrad Schmid. Also present: Councilperson Tad Shaw, Planning
Commission representative Bob Gagne
Those absent: Roger Stein (Vacation)
APPROVAL OF PARK COMMISSION MINUTES DATED JULY 6, 1981
Carl moved, Chapman seconded, to approve the Park Commission minutes dated
July 6, 1981 as amended; namely,...
On Page 1 of 3 , "Planning" Commission is to be changed to "Park" Commission,
in the last paragraph. Also, the words "an adequate" and "area" are to be
inserted within Item No. (3), so as to read "(3) that there will still be an
adequate free skating area without interference.
On Page 2 of 3, the following paragraph is to be inserted between the second
and third paragraphs: The Park Commission wants to know if there is some
way to encourage adjacent communities to provide equally desirable hockey
facilities. The failure of the surrounding communities to provide adequate
parks has forced Shorewood into the situation of considering fees for the
use of their parks. Shorewood is reluctant to build additional facilities
until adjacent communities contribute to the cost.
Motion carried 7 -0.
REPORTS
- Carl reported that the Council had approved the Medical /Professional Building
subject to certain qualifications that must be put into the final plan. It was
approved with one nay.
- Carl reported that the Council had approved as a general concept that the City
will drill and finance a well /or wells provided that a request be received by
Near Mountain Development within six months from the date of July 13, 1981.
- Carl reported that he got a feeling of negativeness on behalf of the Council
in regards to the Tonka Bay Hockey Rink being moved to Badger.
- The memo from Don Zdrazil, Public Works Foreman, dated July 20, 1981, addressed
to the Park Commission was addressed. Zdrazil gave a progress report on Manor
Park.

Further, Councilperson Shaw commented that the City should probably start con-
sidering the hiring of rink attendants, and consideration will have to be given
as to what kind of attendants are to be hired. Discussion centered on perhaps
looking into the possibility of hiring retired senior citizens. Minnetonka
Community Services has a Senior -to- Senior Service Hotline.
Further, the Park Commission should make certain that "Code of Conduct" signs are
posted at each park and rink so that the attendant can use it as a guide.
FREEMAN PARK
- Jerry Eng, Northern States Power
A,--sketch and letter dated July 17, 1981 by Mr. Eng was submitted to the Park
Commission providing information about installing NSP /security lighting facilities
in the Freeman Park area (letter on file).
The Park Commission felt that Mr. Eng did not have sufficient data in which to
make a more complete study. Subsequently, Mr. Eng's report has been tabled, and
they have requested that the City Planner give the Park Commission some input as
to the total plan of the Freeman Park area. Also, perhaps the Planning Commission
could give their considered opinions as to the most logical place where ingress
and egress could occur.
OTHER MATTERS
= Eureka Road Ingress /Egress
Two areas of concern to be considered are (1) Is it °legal to put an ingress /
egress on Eureka Road, and`(2) Does Eureka Road have to be adjusted or changed in
any manner to put an ingress /egress there?
= Light Rail Transit (LRT) Study
Goettelman reported that a copy each of The Feasbility of Light Rail Transit
Report and the Summary of Consultant Report is on file in the City office for
reviewal.
= Goettelman reported that several new catalogs relative to Park, athletic, and
playground equipment have been received and are on file in the City office for
referral.
=Ask someone, perhaps Don Zdrazil, to look at 23885 Clover Lane, as there seems
to be a mosquitoe problem due to noxious weeds /grass not being cut /mowed down.
= Further, there are leftover elms= lying on Minnetonka Drive on the first block,
just as one turns off onto Minnetonka Drive from County Road 19, going south.
= Goettelman has asked the Park Commission to read through the Comprehensive Plan
Report No. 5, Parks & Open Space /Detailed Facilities Plan, September 1980.

• REPORTS (Continued): Freeman Park: Caution -Park Entrance- Feet" Signs:
- Memo dated July 20, 1981 from Elsa Wiltsey regarding the in anon -
6f-signs for entrance to Freeman Park was addressed. The Department of Transporta-
tion of Minnesota says the request must be in writing as to what signs are to be
posted and their location placement; further, a SKETCH should be submitted showing
the entrance as it relates to the placement of signs.
Upon discussion, it was determined that a photocopy of a plat - sectional map should
be used for the sketch to send along with a letter to the Department of Transporta-
tion of Minnesota, 2055 North Lilac Drive, Golden Valley, MN 55422, ATTN: Forest
Moen. This sketch is to denote the location and range of approximately 500 feet
to 900 feet from the Freeman Park entrance for placement of-a.,-.."Caution - Park
Entrance - Feet" sign(s) on both the north and south sides of State Highway
No. 7.
A letter, signed by the Mayor, is to be submitted to the Department of Transporta-
tion of Minnesota to request permission to put up the "Caution -Park Entrance- Feet"
sign(s), which is to have the sketch attached to it.
The location of the signs from the Freeman Park entrance is to be placed an points
designated at the discretion of the Department of Transportation of Minnesota;
therefore, the sign(s)s could read, for example, "Caution -Park Entrance- 500 Feet"
or "Caution- Park Entrance -700 Feet ", or "Caution -Park Entrance -900 Feet ". Further
the sign(s)s should be placed on both the north side for westbound traffic and on
the south side of Highway No. 7 for eastbound traffic. In effect, then, there is
a total of two signs being requested for permission to install from the Department
• of Transportation of Minnesota.
= Further, the Park Commission requests that the Council take further action regarding
the consideration of extending the 45 mph speed limit west of the Cathcart Park
entrance.
== Further, a discussion occurred in that a more highly visible and more appropriate
in wording sign(s) should replace the sign(s) that is to mark the Freeman entrance.
That is (refer to the Park Minutes dated June 15, 1981, Page 2 of 2, B., l.:as well
as the Park.Minutes dated July 6, 1981, Page . 1 of 3), instead of the sign(s) reading...

This in effect would then eliminate the necessity of changing the sign(s) or any
