Page 1 of 3 MINUTES CALL TO ORDER Chairman Goettelman called the regular PARK COMMISSION Meeting of November 16, 1981 to order at 7:40 P.M. ROLL CALL Present: Carol Chapman, Gordon Lindstrom, Bob Nygaard (arry 8:45 PM), Conrad Schmid, Roger Stein, Don Goettelman, Gary Carl. Also: Tad Shaw, Council Liaison APPROVAL OF "PARK COMMISSION' MINUTES DATED OCTOBER 19, 1981 Stein moved, Carl seconded, that the Regular PARK COMMISSION minutes of Monday, November 16, 1981, be approved as written. Motion carried 6 -0. REGULAR "PARK COMMISSION' MEETING OF MONDAY, NOVEMBER 2, 1981 The regular PARK COMMISSION meeting of Monday, November T, was cancelled. DISCUSSION OF PROCEDURE Athletic Associations to Comply with City Ordinance and Contract Jim Pederson (Minnetonka Athletic Association) was contacted regarding the Certifi- cate of Insurance, who in turn said they did have the insurance but expected their agent -Roger Hennessy- to send the insurance to the City offices. . Councilman Shaw had notified,by letter dated October 16th, Jim Jones, Coordinator of Minnetonka Community Services, :too .obtain from both the Minnetonka Youth Hockey Association and the Minnetonka Football Association the Contract and the Certificates of Insurance necessary prior to the season starting; that they be forwarded to the City prior to the season starting. Shaw will send a letter of follow -up to Jim Jones. Shaw briefly discussed the budget cuts and how it probably will affect the Park Commission. He suggested perhaps the Park Commission should consider ways in raising revenue. Starting some time next year (1982), the Park Commission will have the responsibility of balancing the Park figures. Possibilities of (1) charging a user's fee, (2) the Association's paying for the electricity for lighting the fields, (3) no game playing after dark to save on energy, and (4) maybe another levy on the liquor store,... Through further discussion, it was stated that presently the Park Commission is ex- pected to monitor funds of which they do not yet have control. Perhaps the Park Commission should be looking at not how to decrease the Park's cost, but how to in- crease the revenue. Page 2 of 3 TONKA BABE RUTH LEAGUE - TOM ALLENBURG Gary Carl introduced Torn Allenburg, President, Tonka Babe Ruth League, who has re- placed Court MacFarlane. A letter dated November 3, 1981 from Court MacFarlane was acknowledged, wherein he requested prermission to leave the storage shed on Freeman Park's large baseball field, for the following reasons...: 1. No one has bothered /damaged the shed this past summer; 2. It weights in excess of 800 pounds and very hard to move; 3. No baseball equipment is ever stored in it -only tools for main- tenance of the baseball field; 4. The Tonka Babe Ruth League will not hold the City of Shorewood liable for any damage due to vandalism on this structure or to its contents. Further, they currently carry a one million dollar liability insurance policy which has the City of Shorewood and Freeman Park named as additional insureds. Upon discussion, Carl moved, Chapman seconded, that we allow Tonka Babe Ruth League to keep the building /storage shed on the Freeman Park premises as long as it is properly maintained, allowing them to maintain it on the premises this winter, and maintaining it as a part of the annual contract. Motion carried 6 -0. INSTALLATION OF ENTRANCE SIGNS AT FREEMAN PARK Goettelman reported he had talked to Mike Robinson and Forrest Moen of the Minnesota • Department of Transportation. Subsequently, we are to submit Form No. 1723, which is the "Application for Permit for Installation of Utilities or for Placing of Ob- structions on Trunk Highway ", along with a rough 8 x 11 -inch sketch drawing showing placement of the entrance signs. Then the State will install the signs at no cost to the City. COUNCIL REPORT -Conrad Schmid reported that the division of the Noble property could be a revenue producing property for the City, by selling off the land piece by piece, and which would alleviate the necessity of having to put in well. Some of the wetlands (an outlot) might possibly be dedicated as Parkland. There is a question of how much of the land is buildable andhow much is not. The placement of the tennis court pre- sents a problem as it would cause the flood plain to run off onto the neighbors. The matter was tabled and Engineer Norton and Joe Gorecki were going to meet. =DOG PROBLEM: The money presently being spent with the Municipal Animal Patrol Service (MAPSI) possibly could be better spent by turning it over to the Police De- partment and have them control the dog situation through a Community Service Officer. == SNOWMOBILE PATROLLING: At the Council there was discussion of having a Snowmobile Patrol, comparable to the Water Patrol on Lake Minnetonka, that could enforce the ordinance against a violator of the-law inGregards.to snowmobiling; further the Sno- mobile Patrol could use volunteer aids to cover whatever emergencies may arise. Page 3 of 3 - - -- - - - -- • COUNCIL REPORT (Continued) =Carl asked Shaw if the Council had approved the recommendation of the Park Com- mission minutes dated September 21, 1981 to allow the Southwest Trail Association Sno- Skippers to mark, maintain, and control the snowmobile trails as they_.have in the past. Shaw will submit this recommendation to the next Council meeting on Monday, November 23rd. CONCEPT AND MASTER PLAN - FREEMAN PARK Goettelman reported that Anne Bronken, Northwest Consultants, Inc. is working on the Concept and Master Plan for developing Freeman Park; further, that the Park Commission will meet with her at any time she is ready in order to keep moving the project along. She may have something ready for the next meeting. Further, Don Zdrazil has not had time to give a progress report on Manor Park. VACANCY SEAT - PLANNING COMMISSION Shaw stated it would not be inappropriate if a member of the Park Commission were interested in applying for the vacancy seat on the Planning Commission. The Planning Commission does have a lot of the front line, burden bearing aspect in regards to the City. PARK /PLANNING COMMISSION MEETINGS Goettelman expressed that it would be good to have a member from the Park Commission to attend the Planning Commission meetings and vice versa for the purpose of keeping the lines of communication open. i EXPIRATION OF THREE -YEAR TERMS Goettelman advised that Roger Stein's, Gary,Carl's, and his own (Goettelman's) three - year terms will expire effective December 31, 1981. Consideration is to be given as to whether or not they wish to continue for another three -year term. Goettelman feels he has served long enough but will continue until a replacement is found; Stein has a possible conflict and may not renew; and Carl will continue. ADJOURNMENT The regular PARK COMMISSION meeting of Monday, November 16, 1981,was adjourned by Nygaard moving, and Chapman seconding the motion, at 9:15 P.M. Motion carried 7-0.
