The meeting was called to order by Chairperson Gary Carl at 7 :37 P.M.
ROLL CALL:
Present: Gary Carl, Carol Chapman, Gordon Lindstrom, Conrad Schmid, Roger Stein.
Absent: Don Goettelman, excused - prior committment.
Late: Council Liaison, Tad Shaw.
APPROVAL OF MINUTES DATED MONDAY, MARCH 1, 1982.
The Minutes were not ready for approval at this time - moved to next meeting.
SERVICES PROVIDED TO ATHLETIC ASSOCIATIONS.
Chairperson Carl opened a discussion involving services provided to the Athletic
Associations by the City of Shorewood. Maintenance of facilities was the focus
of attention, specific areas of debate were:
1) Garbage Collection
- garbage barrels in all parks.
2) Satellites
the possibilities of providing a minimal number (1 or 2) satellites
where no permanent restroom facilities are available, and the athletic
organizations furnishing extras necessary for special events.
Staff was requested to study costs and options on the issue.
3) Park Roads
- the Commission was concerned about maintaining roads to prevent annoy-
ance to neighbors and users. Questions arose as to the costs and crew
involved in upkeep, the pros and cons of oil, blacktop, and /or gravel
roads, and the temporary versus permanent nature of park roads (Freeman
Park specifically).
Related Discussion
The Park Commission noted interest in getting background from the City Admini-
strator and the park crew regarding the readying and use of the parks for the
summer season - who's time and equipment used, where, and for what reasons.
This information would assist in establishing a park usage /prooedural manual
and to work out service agreements with the Athletic Associations.
The Commission also re- emphasized the need for a budget to aid them in their
planning process.

I t MATTERS FROM THE FLOOR.
Freeman Park Plans
Discussion of the upcoming presentation of Freeman Park plans continued from the
March 1st meeting.
Staff was instructed to send a press release to the Excelsior/Shorewood Sailor
inviting residents to review the plans in April. Athletic Associations are to
receive a copy of the article also.
It was discussed and decided that the Park Commission should approach Freeman Park
neighbors to share the park plans before the April 5th presentation. It would be
left to the neighborhood to organize a meeting which would be attended by one or
two Commission Members. All were requested to provide dates and times they would
be available.
Chairperson Carl agreed to talk to neighboring residents. Councilperson Haugen's
area contact was also suggested for a follow-up.
REPORTS.
Carol Chapman reported that the major issue at both the Council and Planning Com-
mission meetings had been the Ofstead property subdivision request.
The Council noted interest in the Park Commission's 1982 goals and objectives.
The finalized list will be presented to them in the corrected minutes.
Tad Shaw had nothing additional to report.
• FURTHER MATTERS FROM THE FLOOR.
The golf course issue was moved to a future meeting when Roger Stein will report.
ADJOURNMENT.
Motion to adjourn was made by Schmid, seconded by Stein. Motion carried unanimously.
