080282 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, AUGUST 2, 1982 MINUTES Chairman Carl called the meeting to order at 7:41 P.M. ROLL CALL Present: Carl, Chapman, Jakel, Lindstrom, Stein. Late: Schmid - arrived at 7:58 P.M. Absent: Cousins Also Present: Shaw, Council Liaison, Assistant West APPROVAL OF MINUTES COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:30 P.M. Chapman moved, Jakel seconded, to approve the minutes from the July 19, 1982 Park Commission meeting as written. The motion carried unanimously. SIGNAGE FOR CITY PARKS Chapman noted that signs near Freeman Park reading "Park 650 feet" had been posted. Informational Signs - The Park Commission discussed signs currently posted in the separate City parks and the need for additional signs. It was agreed that signs stating the City's rules and regulations were needed for each park. The following text for such a sign was developed: SHOREWOOD PARK' SYSTEM PLEASE OBSERVE THE FOLLOWING RULES WHEN ENJOYING YOUR PARKS: PARK HOURS ARE FROM 6:00 A.M. TO 110:30 P.M. PARK COMMISSION MINUTES - 2 - AUGUST 2, 1982 Advertising Signs - The Park Commission began a discussion regarding the ad signs placed around the ballfields at Freeman Park. Questions were raised as to the desirability of such signs and to their legality according to the City's Zoning Ordinance ( #77). It was agreed that a policy regarding advertising signs is needed, addressing, first of all, whether.to permit them. This policy would either develop a phase -out system; or rules, guidelines, permits and fees to allow the signs. It was agreed that the discussion should be continued at the August 16th meeting and that the Babe Ruth and Little League associations should be contacted for their input. RULES AND MANAGEMENT' OF CITY'ICE RINKS Jakel gave background information on the ice rinks noting problems with vandalism, coordination of the rink attendants and enforcement of the City Ordinances. He suggested the possibility of a head rink attendant to coordinate the rinks, perhaps a student intern from a university recreation program. The Commission agreed to continue the discussion at a later meeting. ATHLETIC AGREEMENTS Assistant West noted problems with the processing of the annual athletic association agreements. She requested that she be allowed to develop a. procedure for completing the contracts. Council Liaison Tad Shaw suggested that the insurance requirements which accompany the athletic agreements should be evaluated. He noted that he would study the matter and report at one of the next meetings. REPORTS Council - Carol Chapman and Tad Shaw reported that the Council had heard a request at their July 26th meeting by Joe Gorecki to phase the developinent of Oak Ridge Estates; Wilsons, 27965 Woodside, requested and were granted a limited plumbing permit for their two -story tennis accessory structure; held a second reading on the gambling ordinance; approved an amendment to the Zoning Ordinance— "R -6 ", Mobile Hoge Park; received the I/I (Infiltration /Inflow) study of the sewer system from the City Engineer; heard a request from Curran Nielsen, Timber Lane, to solve a problem with qeese. The Council requested that the Park Commission consider an ordinance regulating the feeding of qeese in the City. The Park Commission felt such an ordinance would be unenforceable. MATTERS FROM THE FLOOR Lindstrom noted that late meeting starts,and lengthy and repetitious discussion of agenda items ire_ a problem. Shaw noted that a report on creative management techniques had been passed along and he requested that the Commission members review it. He also noted that the Council is reviewing a policy manual for City employees. Staff mentioned that the first Monday in September is a holiday. The Park Commission agreed to hold a meeting on the fifth Monday in August (the 30th). A DJOURNMENT - Schmid moved, Stein seconded, to adjourn.
