100482 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING • MONDAY, OCTOBER 4, 1982 CALL TO ORDER MINUTES COUNCIL CHAMBERS 5755 COUNRTY CLUB ROAD 7:30 P.M. Chairman Carl called the October 4th Park Commission meeting to order at 7:35 P.M. ROLL CALL Present: Gary Carl, Carol Chapman, Marty Jakel, Gordon Lindstrom, Roger Stein, Conrad Schmid (7:40 P.M.), Launisse Cousins (7:47) Also Present: Council Liaison Tad Shaw, Park Assistant Kathy West APPROVAL OF MINUTES Stein moved, Chapman seconded, to approve the Park Commission minutes dated September 20, 1982 with the following correction: Page 3, Freeman Park Development, Paragraph 3 - the fourth sentence be changed to read - "Carl said that the Associations would mark the trails at the entrances to differentiate snowmobile trails from cross - country skiing areas." The motion carried unanimously, 5-0. Schmid arrived. • MATTERS FROM THE FLOOR Administrator Dpug Uhrhammer was present to discuss park funding and the City Budget. He noted that an increase had been made in the General Fund account for parks and beaches in 1983. $3,000 was allocated for park maintenance. He explained that Fed- eral Revenue Sharing funds were being used to make payments toward the purchase of Freeman Park land, freeing up money for maintenance. Cousins arrived. Uhrhammer emphasized that money in the Park Capital Improvement Fund is completely separate from the General Fund, which covers operating expenses. The improvement fund accumulates through fees collected from subdivisions and is to be used solely for improvements - not maintenance - within the parks. He added that these improve- ment expenditures should be based upon need specifically the need resulting from development in the city. Uhrhammer noted that in the future, each year it will be necessary for the Park Commission to develop a budget for the Park Capital Improvement Fund. This will show a prioritized list of projects and the anticipated costs in dollsrs. It must be approved by the City Council. He noted the need for the Commission to incor- porate policies set by the Council into the budget, and described it as financial plan which should be responsive to changing needs and conditions. It should be based upon exact Park Dedication Fees collected up through the first few months of the budget year. Any items left at the close of one year would go to the top of next year's list. Uhrhammer suggested that the Park Commission work with him to set up a 1983 Park Cap - ital Improvement Fund budget to be sent to the Council by April 1st. PARK COMMISSION MINUTES - 2 - OCTOBER 4, 1982 MATTERS FROM THE FLOOR CONTINUED Dryland Hockey Training - A letter written by Dave Leighton, Minnetonka Peewee B Coach, requesting use of the facilities in Cathcart Park for dryland hockey practice was discussed. Lindstrom moved, Stein seconded, to recommend that the City Council approve the request as outlined in the letter dated September 28, 1982 under the following conditions: 1) The City be reimbursed for the cost of lights. 2) Mr. Leighton be held responsible for the care of the Park's facilities. The motion carried unanimously. Freeman Park Trail - The Park Commission discussed problems with the walking/ jogging skiing trail as layed out. There was a question regarding the planned width of the buffer along the northeast section of the park. It was noted that there is a 100 foot buffer zone between the planned organized activity areas and the park boundary. The trail winds through the buffer and, at some points is within 30 feet of residential property lines. It was suggested that a more appropriate place for this part of the trail would be further west, bordering the proposed parking lot. Carl moved, Cousins seconded, to change the eastern section of the trail so that it runs within 15 feet of the boundary of the northernmost parking area near the Eureka Road entrance. The motion carried unanimously. It was also noted that the north section of the trail runs through a thick stand of trees containing a pond. It was suggested that the trail be marked to the south of the wooded area. Staff reported that 'twelve green ash trees had been picked up from Twin Cities Tree Trust and would be planted in Freeman Park. The Commission noted that there are also many smaller trees in the park which can be transferred, along with larger trees in Cathcart Park. Lindstrom, Stein, and Chapman were appointed to serve on a subcommit- tee to study the buffer system and tree moving /swapping options. ICE SKATING /HOCKEY SEASON - PARK MANAGEMENT Commission member Jakel outlined problem areas and suggestions he had for the skating rinks. Items noted were: new hiring practices and procedures for rink attendants, logs /reports; policies regarding phones, pop.machines, etc.; attendant identification. The Commission agreed to discuss the item at the next meeting. "FACILITY USAGE REPORT" QUESTIONAIRE The Commission studied a draft of Launisse Cousins's questionaire for park users (organized teams). A suggestion was made to specifically identify the individual completing the form. Schmid moved, Stein seconded, to approve the amended "Facility Usage Report" form and send it to the Council for comments. The motion carried unanimously. PARK SIGNAGE The Commission agreed to table discussion and possible purchase of park signs until early 1983 due to budget constraints at this time. a PARK COMMISSION MINUTES - 3 - OCTOBER 4, 1982 0 REPORTS City Council, September 27th meeting: Chairman Carl reported a discussion regarding communication /interaction between the Commission and the Council. He also noted Council requests for the Park Com- mission to write a comprehensive article for the next newsletter, and to note: Minnetonka Community Services is_studying the possibilities of utilizing West Jr. High as a teen recreation center. Council Liaison Shaw suggested that the Park Commission study the idea of user fees to assist in maintaining park facilities. EVITNTO ►i►ria05 Chapman moved, Stein seconded, to adjourn.
