101882 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, OCTOBER 18, 1982 M I N UT E S COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:30 P.M. CALL TO ORDER Chairman Carl called the October 18, 1982 Park Commission meeting to order at 7:45 P.M. ROLL CALL Present: Carl, Chapman, Cousins, Jakel, Lindstrom, Schmid, Council liaison Shaw, Assistant West. Absent: Stein Also Present: City Administrator Uhrhammer, Planner Anne Bronken. APPROVAL OF THE MINUTES Chapman moved, Lindstrom seconded, to approve the minutes of the Ocotber 4, 1982 Park Commission meeting as written. The motion carried unanimously. PROPOSED ORDINANCE REGULATING PARKS.AND BEACHES Administrator Unrhammer presented a draft ordinance for review. He noted that the City Council had seen the text and that he wanted the Park Commission's comments. Cousins moved, Chapman seconded, to table discussion until the next meeting. The motion • carried unanimously. MATTERS FROM THE FLOOR There were no matters from the floor at this time. FREEMAN PARK DEVELOPMENT PROPOSAL Anne Bronken, N.A.C., INC., presented a master plan, a family use area plan, and a funding guide memorandum for the development of Freeman Park. Master Plan The Park Commission discussed possible roblems with the placement of the trail and one ballfield (the potential baseball field. Questions of elevation and drainage were raised, and the need for storm sewers. It was suggested that the City Engineer should be contacted in regards to these points. Rather than filling the field, the possibility of leveling off and creating a natural amphitheater around the ballfield was suggested. Using the space as additional family use /;?lay area was also noted. It was noted that the suitability of the site for a softball /baseball field should be studied further. Trail System It was noted that bridges and some tree removal might be necessary. It was suggested that the City consider acquiring the privately owned land around the nature pond to complete the nature trail loop. Family Use Areas Bronken described the shelter and play equipment area as the hub of the family use area. This includes the group picnic area, with scattered family picnic sites to the west. She suggested that quality trees be left in place and that the City attempt to shade play equipment. The Park Commission debated the placement of the horseshoe pits - whether they should be grouped or dispersed. PARK COMMISSION MEETING -2 OCTOBER 18, 1982 Funding Guide Bronken outlined methods of raising money to fund park development: 1) Bond campaign 2) Government assistance programs 3) Donati(x is 4) Volunteerism She suggested that the Park Commission give careful consideration to all funding possibilities. MANAGEMENT OF SKATING RINKS Marty Jakel presented a rough draft of an ice rink management policy. After a short discussion, Lindstrom moved, Cousins seconded, to table the item for review at the next meeting. The motion carried unanimously.. REPORTS City Council - October 12th meeting - Londstrom reported that the proposed park reg- ulations ordinance had been discussed; the "Facility Usage Report" drafted by the Park Commission had been approved; Dave Leighton's request for dryland hockey practice was approved; appointments to the Park Conmi.ssion had been discussed. The Park Commission agreed that further discussion was needed on the appointment procedures and it was suggested that other cities' practices be studied. MATTERS FROM THE FLOOR Council member Shaw initiated a discussion regarding the future of user fees Lindstrom suggested that, if possible, the Park and Planning Commission reports be placed earlier on the City Council agenda to allow the public to hear what the separate com- missions are working on. Staff reported that Twin Cities Tree Trust had billed the City $240 for balling and materials for twelve green ash trees. c "d moved, Chapman seconded, to approve payment of the bill. The motion carried unanimously. AATOURNMENT Schmid moved, Lindstrom seconded, to adjourn. The motion carried unanimously and the meeting was adjourned at 10:06 P.M.
