CALL TO ORDER
Vice Chairman Chapman called the December 6, 1982 Park Commission meeting to
order at 7:35 P.M.
ROLL CALL
Present: Commission members Chapman, Cousins, Lindstrom, S Stein,
Council Lisison Shaw, Assistant West.
Absent: Chairman Carl (business conflict), Jakel (illness)
Also Present: Arnie Bronken, Planning Consultant; City Administrator Uhrhammer.
APPROVAL OF THE MINUTES
Lindstrom moved, Stein seconded, to approve the minutes from the November 15
1982 Park Commission meeting as written. The motion carried unanimously.
DISCUSSION: STATUS OF FREEMAN PARK PLANS
Anne Bronken, Northwest Associated Consultants, Inc., was present to discuss
any tasks remaining to be completed under the contract for Freeman Park plans.
She stated that she had conferred with Engineer Jim Norton regarding possible
drainage problems with a ballfield in the north section of Freeman Park. They
had agreed that there was no real problem. Drainage is addressed in the Shore -
wood Storm Sewer Plan.
Bronken presented drawings showing the layout dimensions for all proposed facil-
ities and their relationship to Freeman Park boundaries.
The Commission discussed specific items in the contract for plans - the cost
estimates, working drawings, funding sources, and future inspection of site
construction. It was agreed that Bronken had provided the listed items.
The Commission thanked Bronken for her work on the project.
PARK CAPITAL IMPROVEMENT F BUDGET
Administrator Uhrhammer was present to answer questions regarding his proposal
for a Park Capital Improvement Budger (PCIB). He explained the goals for the
budget and the implementation procedure, and answered questions raised by the
Park Commission.
The Commission passed in the results of their facility inventory for Phase I
of the PCIB to be summarized by the Park Assistant.
The Park Commission reviewed the final draft of a proposed Ice Rink Management
Policy and the following changes were suggested:

Eve and New Years Eve dates (when rinks will be closed).
Rink Rules and Regulations
It was suggested that "Do not..." rules be reworded in a more positive fashion.
Warming House Rules
Delete "Do not leave belongings overnight ".
Change the last rule to read - "Hockey sticks or items which may endanger the
safety of others must be kept outside ".
Tournament Policies
B. Change the second sentence to read - "Tournaments with out special con-
siderations may be approved..."
After Hours Ice Rink Rental Fees Policy
1. Add to the second sentence - "... a city approved attendant..."
2. Change to read "That the attendant be duty during any after hour activity
for which the facility is rented.
3 -5. Delete "ice" as written before "attendant ".
Stein moved, Schmid seconded, to recommend that the proposed Ice Rink Management
Policy with the changes noted be sent to the City Council for approval.
The motion carried unanimously.
SELECTION PROCESS FILL COMMISSION VACANCIES,
The Park Commission discussed their recommended procedure as sent to the Council
and Cousins' study of appointment procedures in seven other cities.
It was agreed to table further discussion of the issue and to abide by the existing
Park Commission bylaws.
REPORTS
City Council - Tad Shaw reported from the November 22nd Council meeting.
Joint Park Commission - Stein reported from the November 17th meeting, noting
that he and Jim Jones (MCS) were the only individuals present. They were given
a tour of the Eden rairie Recreation Center.
Minnetonka Com►nmit Services - Shaw noted that the City of Minnetonka was con-
sidering the possib lity of using East Jr. High as a community center.
MATTERS FROM THE FLOOR
It was agreed that short Park Commission meeting would be held December 20th
to appoint a chai n for 1983.
ADJOURNMENT
Schmid moved, Lindstrom seconded, to adjourn. The motion carried unanimously
and the meeting was adjourned at approximately 9:45 P.M.

ICE RINK MANAGEMENT POLICY
INTRODUCTION
The following Ice Rink Management Policy was developed as an
attempt to address problems associated with the operation of
the City ice skating program. The Policy delineates the re-
sponsibilities of those who manage the ice rinks, rink rules
and hours, and suggested procedures for hiring and for han-
dling tournaments and after hour activities. It is hoped that
the Policy will serve as a consistent operational guide despite
changes in personnel or City services, while at the same time
be flexible and open to modification as required from year to
year.

CITY STAFF RESPONSIBILITIES
The City office Staffperson shall manage the operation of the
ice skating program under the direction of the City Administrator,
the Park Commission, and the City Council.

POLICIES
The City's " mployee Relationship Policy" shall be used as
a general guide for hiring, employment and firing practices.
Notice of employment openings for rink attendants should be
published five to six weeks prior to the beginning of the
skating season. Suggested placement:
1) local newspapers
2) college papers
3) student employment offices
4) on City bulletin boards
Applications will be mailed out upon request.
Interviews s ould be given two to three weeks before the
season opens
Individuals will be hired without bias toward age, sex,
creed, color, or national origin.
Attendants must be at least 19 years of age.
Starting pay should be minimum wage or higher, with increases
for experien e and demonstrated ability.

Attendants will be hired to supervise City ice skating rinks
and warming houses under the direction of the office Staff -
person, the City Administrator, the Park Commission, and the
City Council.
Attendants will be responsible to:
A. Open and close rinks at designated hours.
B. Supervise activities on the free skating and hockey rinks,
and in the warming houses.
C. Enforce all C ty ordinances, rules and policies relating
to parks and kating rinks.

All rules must be enforced.
Under no circumstances, other than emergency, shall
attendants leave park property.
Attendants shall notify the Staffperson of any injuries,
vandalism, individuals banned, closings, or needed repairs
as soon as possible. These items, along with any comments
or complaints, shall be recorded in a log at the end of each
shift. The reports will be turned in with timesheets.
Problems with schedules, coaches, parents, or others should
be directed to the Staffperson in City Hall.
Horseplay in the warming houses or on the rinks shall be
discouraged.
No one but tie attendants are allowed in the back rooms of
the warming iouses.
No one but e ployees may operate power equipment.
Keys are not to be loaned to anyone.
Telephones s all be used by attendants only, for emergency
purposes. P rsonal use of phones shall be discouraged.
No televisions or other items that might prevent an attendant
from supervising the rinks shall be allowed. Radios are
permitted.
Attendants shall not sell any items (candy, pop, etc.) while
on duty or on park property.
Attendants are required to wear proper identification pro-
vided by the City.

JULATIONS
The following rules shall be posted in the warming houses, along
with regular rin hours, hockey practice schedules and emergency
telephone numbers. Designated free skating areas and hockey rinks
shall also be posted.
General Rin Rul s
The following ar prohibited on park property:
- Glass containers
Alcoholic beverages and illegal drugs
- Motorized vehicles (except in designated areas)
Please observe the f ollowi ng for your safety and the con-
sideration of others:
- Keep watch over personal belongings. The City is
not responsible for lost or stolen articles.
- Stay off rinks when power equipment is in use.
- Boisterous or disorderly talk or conduct is not
allowed.
- Do not. play games which interfere with the general
use of the rinks.
- Parking is limited to designated areas.
- The telephone is for EMERGENCY use only.
Additional Warming House Rules:
During the ice skating season, warming houses will
be open only when a rink attendant is on duty.
No smoking allowed inside.

Hockey sticks or items which may endanger the
safety of others must be kept outside.
The Free Skating Area:
- The free skating rink is intended for the use and
enjoyment of individual skaters. No hockey practice
or us of hockey equipment is allowed.

Additional Hockey Rin Rules
- Protective head gear (helmets) must be worn while on
the hockey rinks (required by Ordinance if under age
19).
- Hockey activities are confined to the hockey rinks.
- Unscheduled ice time is for use by individuals, or
for pick -up games, rather than organized hockey
activities.
- Hours for organized hockey practice must be scheduled
through the Shorewood City Hall (474 - 3236).

• TOURNAMENT POLICIES
A. Individuals or groups wishing to hold a tournament on
Shorewood rinks must submit a letter of request detailing
the date, time, hours, events, participants, insurance
coverage, availability of medical assistance, and any
other pertinent information.
B. Tournaments involving any special considerations, such as
fund raising or concessions, must be approved by the Park
Commission and the City Council. Tournaments without spe-
cial considerations may be approved by the Staffperson
and the City Administrator.
C. A schedule of events must be provided to the City one week
prior to the tournament.
D. All policies, rules and regulations for City parks, rinks,
and warming houses will be in effect.
E. The free skating areas will remain open according to the
• regular schedule for non - tournament activities.
F. Parking will be in designated areas only.
G. At least one attendant will be on duty to supervise the,
rinks. Tournament sponsors shall reimburse the City for
the costs of additional attendants.
H. Attendants will be present and responsible to enforce all
rules, report any damages, assist in case of emergency,
and to assure that tournament personnel return park facil-
ities to pre- tournament conditions.
I. The sponsors will be entirely responsible for the operation
of the tournament, but will be under the direction of the
attendants.
J. Tournaments extending beyond the regular rink hours will be
subject to fees laid out in the "After Hours Ice Rink Rental
Fees Policy ".

0 POLICY FOR AFTER HOURS ICE RINK RENTAL FEES
The following rules are developed from Council Resolution
#32 -82 relating to the use of the City's skating rink facil-
ities after the regularly scheduled hours.
A. The City shall charge a rental fee of $25 /hour to all
persons or organizations wishing to rent the ice rinks
and warming houses after normal hours. The fee is to
cover the cost of a City approved attendant, lighting,
heating, and general facility maintenance.
B. The attendant will be on duty during any after hour activ-
ity for which the facility is rented.
C. The attendant is instructed to immediately turn off all
lights at the facility and lock the warming house doors
if any alcohol or illegal drugs are being used on the
• premises during such occasions or if any misbehavior
occurs.
D. The attendant shall immediately notify the South Lake
Minnetonka Public Safety Department in the event that
alcohol or illegal drugs are being used on the premises
during or after normal rink hours.
E. The attendant shall notify the City Staffperson of any
infraction against City park or ice rink management policy
within a 24 hour period.
