020783 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, FEBRUARY 7, 1983 MINUTES COUNCIL CHAINBERS 5755 COU'N`TRY CLUB ROAD 7:30 P.M. Chairperson Chapman called the February 7th Park Commission meeting to order at 7:4o P.M. ROLL CALL Present: Commissioners Carol Chapman, Roger Stein, Gary Carl, Gordie Lindstrom, Conrad Schmid; Assistant Kathy West Absent: Commissioners Launie Cousins, Marty Jakel (ill); Council Liaison Al Leonardo. APPROVAL OF THE MINUTES Stein moved, Lindstrom seconded, to approve the minutes from the January 17, 1983 Park Commission meeting as written. The motion carried unanimously. MATTERS FROM THE FLOOR Pat Hanily and Mike Deladi were present to report on the Third Annual Shorewood (hockey) Tournament, noting that everything went well. Staff reported that the facilities had checked out okay and also noted that the tournament sponsors were . very cooperative and had done an excellent job of organizing. Hanily noted that that rink attendants Keith Smith and Mark Bartikoski had been especially helpful. He added that money left over frorn the tournament might be used for rink repairs or maintenance. CITY COUNCIL. Chairperson Chapman commended Launie Cousins on her Park Co3;rnission report to the Council. Chapman noted that the Council had completed a first reading on the Park Ordinance, making minor changes; and had approved some dock licenses. PLANNING COMMISSION: Staff reported that the Planning Commission was nearing completion on the proposed text of the zoning ordinance. . PLAYGROUND COIETTEE: Schmid, Stein, and Chapman reported that they were look - ing at the parks to determine what equipment is needed /wanted. They suggested promoting a campaign for donations rather than relying on park capital improve- ment funds - donations in terms of facilities and/or labor. The Commission expanded upon the ideas presented by the committee. They agreed that playground equipment should be specified and displayed through designs or pictures in a promotional folder. Equipment which could be constructed by local individuals should be considered as well as "catelogue" facilities. The Com- mission suggested that the promotional folder should be presented to businesses, organizations, groups and individuals for donations. Different methods of ack- nowledging donations - were discussed, ranging from plaques on separate equipment to signs at park entrances listing contributions. It was suggested that, to start, the promotional folder should be developed; second, contractors should be approached to get construction cost estimates and to solicit labor; and, third, donations should be solicited. The committee noted that the City might be able to obtain used picnic tables from Hennepin County. It was suggested that the playgound equipment committee should look at both play and passive areas in the parks. STAFF: Staff requested that the Park Commission consider making some improvements to the rinks. Carl moved, Lindstrom seconded, to authorize the Public Works Department to repair and/or add wire backing to the ends of the hockey rinks; and, if possible, to replace the end boards with swinging gates. The motion carried unaimously. DISCUSSION; COMM[JNITY PICNIC /SPOTLIGHT THE PARKS The Commission discussed the need for an individual, or committee (off the Commis- sion) to organize the summer events. Several names were suggested as a potential chairperson for such a committee. It was agreed that interested people should be contacted and the discussion tabled for a later meeting. PARK STUDY: MANOR AND BADGER PARKS The Park Commission agreed that an intensive study of the City parks, as done with Freeman, was unnecessary. The Commissioners discussed the possibility of visiting the parks in early May with Don Zdrazil, the Public Works Director, to discuss needed maintenance and improvements. Stein moved, Lindstrom seconded, to table this item. The motion carried unanimously. FREH1V N PARK SKI TRAIL Chairman Chapman questioned the condition of, and the need to promote, the cross - country ski trail in Freeman Park. Commissioner Carl reported that the trail had been groomed all around the park but that it was not marked. It was noted that no parking area is provided in the park during the winter, making accessibility to the ski trail less than adequate. It was agreed that it was now too late in the season to advertise the trail system. MATTERS FROM THE FLOOR Commissioner Carl agreed to start writing articles on all City park facilities for the next newsletter. It. • 1:11111-2,1 Schmid moved, Lindstrom seconded, to adjourn.
