PARK COMMISSION MEETING

Chairman Chapman called the March 21st Park Commission meeting to order at
7:45 p.m.
ROLL CALL
Present: Commissioners Carol Chapman, Gordon Lindstrom, Roger Stein, Conrad Schmid,
Marty Jakel, Gary Carl (late); Council Liaison Al Leonardo.
Absent: Commissioner Launie Cousins; Assistant Kathy West.
APPROVAL OF THE MINUTES
moved, seconded, to approve the minutes of the March 7, 1983
Park Commission meeting as written.
The motion carried unanimously.
REPORTS
City Council: Conrad Schmid reported from the March 14th Council meeting.
Chairperson: Commissioners were given minutes from the February 15, 1982 Park
Commission meeting - relating to goals and objectives. Chairperson
Chapman asked them to review the information and give any ideas,
changes, etc., as to new goals and objectives for 1983. This item
is to be placed on the next agenda for discussion.
PROGRESS REPORT: C014VI LAITY PICNIC
Discussion was deferred on this matter till at least the next meeting, as Steve
Frazier, Conrad Schmid, and Marty Jakel were unable to meet and discuss the item
in detail.
In brief, Gordon Lindstrom did make a suggestion as to having a Council dunking
at this summer's first annual community picnic.
DISCUSSION: RESULTS OF THE JOINT MEETING WITH THE COUNCIL /COMMISSIONS /STAFF
The Commission felt the meeting was a very educational experience and an oppor-
tunity to share ideas andformulate good policy. It was suggested that more or-
ganization might have shortened the meeting, however very positive feelings were
noted.
The Commission also discussed using the "implications wheel" - generally positive
on high priority areas, as user fees, as it keeps members from polarization, and
reduces discussion, more democracy.
DISCUSSION: FREEMAN PARK ENTRANCES AND ROADS
The Commission felt it was time to begin asking for bids on Freeman Park entrances.
Carl moved, Lindstrom seconded, to initiate cost analysis of roads and entrances to
Freeman Park. The motion carried unanimously, 6 -0.

DISCUSSION: PASSIVE EQUIP
Conrad Schmid explained that students at this time are unable to give adequate
time to development of a passive (playground) equipment booklet due to their
heavy (testing) school work load and schedule, and to wait till beginning of
the next quarter.
A question was raised regarding unplanted burlapped trees in Freeman Park -
Staff to be contacted. It was recommended that park neighbors be asked if
they will object to the Park Commission planting trees on their property or
on park property which might extend onto their property, these being a buffer
between park and private property.

Carl moved, Jakel seconded, to contact the City Administrator, Doug Uhrharmner,
with authorization to finish Manor Park softball field.
The motion carried unanimously,
