041883 PK MIN CITY OF SHOREWOOD CITY PARKS & COUNCIL CHAMBERS • PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD MONDAY, APRIL 18, 1983 7:30 P.M. M I N U T E S CALL TO ORDER Chairwoman Chapman called the April 18, 1983 Park Commission meeting to order at 5:13 p.m. ROLL CALL Present: Commissioners Carol Chapman, Roger Stein, Gary Carl, Launisse Cousins, Marty Jakel, Gordon Lindstrom, Conrad Schmid; Public Works Director Don Zdrazil; Assistant Kathy West. Absent: Council Liaison Al Leonardo. VISIT TO THE PARKS The Commission began a tour of the City parks with Public Works Director Don Zdrazil to discuss necessary maintenance and potential future improvements. The following items were noted in each park: BADGER PARK - Curbs near the tennis courts should be straightened and the broken ones replaced. 411 - Backboards could be added to the tennis courts. Basketball hoops might be added to the tennis courts. - Broken boards and wire mesh on the hockey rink, should be replaced. - Small gates on the hockey rink should be refitted. - Wet spots in the football field should be cordonned off until dry. - A sign should be placed near football field to discourage use of the field when wet . - Trees (spruce) might be added as a buffer along County Road 19. - A small parking lot might be considered between the football field and County Road 19. - Picnic tables - place 2 between the football field and the hockey rink, place 1 near the tennis courts. - Benches from the warming house might be moved out to the football field. - Badger parking lot should be lined with angled parking spaces. MANOR PARK - The ballfield should be completed - bring in black dirt and grass seed (start a cost analysis), grade infield, fill area behind home plate, move the backstop to proper location. - The parking lot should be enlarged. - The old warming house should be moved, if possible, to the north edge of the parking area (for storage). - The warming house should be cleaned and painted. - The old tree stump should be removed. - Play equipment can be added near existing swings. - Shade trees could be planted along the fence near the swings. - Picnic tables - place 1 near the large tree in the center of the park, place 1 in the play area. PARK COMMISSION MINUTES -2- APRIL 18, 1983 • FREEMAN PARK - Curbs /bumpers in parking area should be moved to protect newly planted trees. - Abandonned refrigerator should be removed from the pond. - The existing road should be graded and parking areas leveled. The Commission recessed from approximately 7:30 p.m. to 8:30 p.m. APPROVAL OF THE MINUTES Lindstrom moved, Schmid seconded, to approve the minutes from the April 4, 1983 Park Commission meeting as written. The motion carried unanimously, 7 -0. REPORTS: - There was no Council report. - There was no Planning Commission report. - Passive Equipment Committee: Stein reported that the City would be getting picnic tables. The Commission discussed compensating individuals for volunteer work relating to the playground equipment project. Specifically noted was David Goodwyn for his efforts in coordinating the drafting work being done at Minnetonka High School. Schmid moved, Cousins seconded, to remunerate Mr. Goodwyn, with a ceiling of $35.00. The motion carried unanimously, 7 -0. - Community Picnic: Schmid and Jakel reported that no meeting had been arranged with coordinator Steve Frazier. Schmid noted that former Councilman Bill Keeler was willing to help with the picnic. DISCUSSION: YOUTH ATHLETIC TEAMS Mr. Michael Thompson, 695 Pleasantview Road (Chanhassen), and Mr. Terry Klomps, 23950 Clover Lane (Shorewood), were present(representing South Tonka Little League) to discuss sponsorship of youth athletic teams. The item was placed on the agenda to provide an opportunity for open discussion following a complaint made by Kipp Johnson, 5129 Valley View Road (Minnetonka). Mr Johnson did not attend the meeting. The Little League representatives explained the difficulties in organizing team sponsors. They added that they feel there is an opportunity for all interested youth to participate at this time. As a related matter, Lindstrom noted that he had a conflict of interest in acting as the Park Commission liaison to South Tonka Little League. Carl agreed to take over as the representative. DISCUSSION: 1983 GOALS AND OBJECTIVES Lindstrom moved, Carl seconded, to postpone the discussion to a later date. The motion carried unanimously, 7 -0. PARK COMMISSION MINUTES -3- APRIL 18, 1983 • APPROVAL OF THE 1983 BMX AGREEMENT After a short discussion regarding the 1983 schedule, Lindstrom moved, Stein seconded, to recommend that the Council approve the 1983 BMX agreement for use of City facilities. The motion carried 6 -0, Carl abstaining. MATTERS FROM THE FLOOR The Commission agreed to visit Crescent Beach, Cathcart and Freeman Parks at the next meeting. Lindstrom moved, Schmid seconded, to start the meeting at 6:30 p.m. sharp at City Hall. The motion carried unanimously, 7 -0. ADJOURNMENT Lindstrom moved, Stein seconded, to adjourn.
