CITY OF SHOREWOOD CITY PARKS AND COUNCIL • CHAMBERS PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD MONDAY, MAY 2, 1983 6:30 P.M. M I N U T E S CALL TO ORDER Vice - chairman Roger Stein called the May 2nd Park Commission to order at approxi- mately 6:35 p.m. ROLL CALL Present: Commissioners Carol Chapman (late), Roger Stein, Gary Carl, Marty Jakel, Gordon Lindstrom, Conrad Schmid; Secretary Kathy West Also Present: Public Works Director Zdrazil; City Administrator Uhrhammer Absent: Commissioner Launisse Counsins; Council Liaison Al Leonardo VISIT TO THE PARKS The Commission, along with the Public Works Director and the City Administrator, continued site visits to the City Parks. Crescent Beach: Basic maintenance was discussed, no improvements were noted. Cathcart: It was noted that gas cables leading to the warming house should be buried, and a cover should be placed over the electric meter box on the • building. Freeman: It was suggested that junk piles should be cleared from the park. The Commission discussed improving the road from the Eureka entrance to Highway #7 as layed out in a report byithe City Engineer (see Attachment #1). Im- provements to a portion of the proposed road, running north and east from the parking area near the BMX track to the existing road from Eureka, were sug- gested. (The Commission returned to City Hall at approximately 8:00 p.m.) DISCUSSION OF PARK IMPROVEMENTS Administrator Uhrhammer and the Commission continued to review the Engineer's plans and cost estimates for the Freeman Park road (see Attachment #1). It was noted that one section of the proposed road could'be completed at a time. Uhrhammer requested that the Commission study the matter further. Uhrhamer also suggested that the Commission review and reconsider the Near Moun- tain park dedication. SUBDIVISION REVIEW: SHOREWOOD CONDOMINIUMS, 5620 COUNTY ROAD # 19 The Commission reviewed the propsed development in regards to Park Dedication Fees. Stein moved, Schmid seconded, to recommend financial reimbursement from the Shore- wood Condominiums rather than property dedication for the City park system. • The motion carried unanimously, 6 -0. The following reasons were cited: PARK COMMISSION MINUTES • MAY 2, 1983 PAGE TWO - Given the close proximity of Badger Park, cash for improvements is needed more than additional parkland. - The amount of land available for donation from this proposal would not be a significant addition to the park system. - The City has sufficient dedicated parkland in this area. - The density in this area does not demand additional parkland. APPROVAL OF THE MINUTES Lindstrom moved, Schmid seconded, to approve the minutes from the April 18th Park Commission meeting as written. The motion carried unanimously, 6 -0. REPORTS Playground Equipment Committee: Schmid reported that Dave Goodwyn should have equipment designs completed in mid May. Stein noted that the Public Works Department can arrange to pick up the picnic tables from the County. Picnic Committee: Schmid and Jakel noted that there had been no contact with Steve Frazier. MATTERS FROM THE FLOOR • A) Chairwoman Chapman expressed concern over Council Liaison Leonardo's absence from the past few Park Commission meetings. B) Commissioners Carl and Lindstrom noted that South Tonka Little League had completed major seasonal repairs on the fields. It was suggested that a letter be sent to South Tonka Little League expressing thanks for their efforts. Carl moved, Lindstrom seconded, to send such a letter. The motion carried, 4 -2. (Ayes: Chapman, Stein, Carl, Lindstrom. Nays: Jakel, Schmid.) The Park Commission Secretary was instructed to send the letter. C) Staff reported that the South Lake Minnetonka Public Safety Department had requested to use the Babe Ruth field at Freeman Park for softball practice the next three Wednesdays from 5:00 to 8:00 p.m. It was noted that field schedules and contracts had not been turned into the City by the Athletic Associations. Carl moved, Lindstrom seconded, to allow the Police Department to use the field as outlined above. The motion carried unanimously, 6 -0. ADJOURNMENT Jakel moved, Schmid seconded, to adjourn. Ik onsulting Engineers Land Surveyors April 22, 1983 City of Shorewood 5755 Country Club Road Shorewood, Minnesota 55331 Attn: Mr. Doug Uhrhammer City Administrator Re: Road Design and Cost Estimate Freeman Park City Officials: We have prepared a profile and construction cost estimate for the park road shown on the Community Park and Playfield "Master Plan" prepared by Northwest Associated Consultants (N.A.C.). This was in response to a request by the Park Commission to determine how much of a road could be constructed in Freeman Park with the available • money (approximately $30,000). Some design assumptions had to be made as no typical section for the roadway was shown on the "Master Plan" by N.A.C. Following are the assumptions we discussed with N.A.0 which we used for the preliminary design and cost estimate: 1. Urban Section i.e. Curb and Gutter 2. 30' Width G -G (Gutter to Gutter) 3. Flexible Pavement Design (Bituminous) 4. Staged Construction a. Gravel Road First b. Pavement in Future Years 5. Water Table Problems With the money available, a gravel road can be constructed from Eureka Road to the existing drainage ditch. Included in the road design is the handling of the high water table with a drain under the center of the roadway from the drainage ditch 540 feet east. This will allow any water which attempts to collect under the new street section to be drained off and discharged to the existing drainage ditch. Also included in the design is a 3 foot sub -cut of the existing soil in the area of the drain and replacing that soil with granular backfill. This assumption was made due to the margi- nal soils known to exist around the site. Soil borings would better . dictate the exact location and extent of sub - cutting that would be necessary. 2021 East Hennepin Avenue • Suite 238 • Minneapolis, Minnesota 55413 • 6121331-8660 Page Two • City Officials Re: Road Design & Cost Estimate - Freeman Park April 22, 1983 To determine the extent of roadway that could be constructed at this time we had to first look at the design for the entire length of street through Freeman Park. As can be seen on the attached profile a centerline grade has been laid out from State Trunk Highway 7 to Eureka Road. By pursuing the proposed street work in this manner, we assure that whatever is completed at this stage can be continued in the future without re -doing anything. This approach conforms to the "Master Plan" original layout. Having preliminarily designed the full length of the street, we also estimated a construction cost for the complete street section. As shown on the attached rough cost estimate sheets the estimated construction cost for a completed 30 foot street is $131,000. If this work is bid as a project and constructed by the successful contractor, the actual project cost would be approximately 25% higher or $164,000. The additional money would cover the indirect costs associated with a project of this nature. Other items to be considered in the future not addressed by this • report or shown on the "Master Plan" are the utilities needed to serve the proposed Shelter Areas and Restrooms. They include: 1.
