Chairman Chapman called the meeting to order at approximately 7:39 P.M.
ROLL CALL
Present: Commissioners Carol Chapman, Roger Stein, Gary Carl, Marty Jakel,
Gordon Lindstrom (7:57), Conrad Schmid (7:57), Secretary Sue Niccum
Absent: Launisse Cousins and Council Liaison Robert Gagne (due to Council
meeting)
APPROVAL OF MINUTES
Gary Carl moved, Roger Stein seconded, to approve the Minutes from July 11, 1983,
Park Commission meeting as written. Motion carried unanimously 5 - 0.
PARK DEDICATION FEES - Mr. Robert Brown - 5474 Covington Road
Mr. Robert Peterson was present to discuss a P.U.D.
Carl moved, Stein seconded, to recommend accepting financial reimbursement for
4 Lots, rather than property dedication.
REPORTS
Festival of Parks
A net loss of $225. was reported - not including the Century Club
Launisse Cousins has volunteered to run concessions for next years festival.
Launisse Cousins
Launisse has resigned her position on the Park Commission due to family
commitments.
Park Capital Improvement Fund
This will have to be discussed in the near future.
Century Club
The Commission would like to have Steve Frazier's report to date.
Facility Usage Reports
This form should be given to Athletic Associations at beginning of year, plus
a second copy mailed to them at a later date.
Tickler File
. Because Sue will not be able to devote as much time as Kathy did running down
information, etc., it is suggested that she keep a "Tickler File ". When
something comes up at a meeting that will come up at a later date, she can set
a date on it and remind the Commission.

Bike Trail
Plans were found, suggest looking them over at a later date.
Budget meeting - September 2 0, 1983
It is strongly recommended that the whole Commission attend this meeting.

Attention was drawn to the September 20, 1983 Budget meeting.
OTHER REPORTS
Dolga Crab trees
Six Dolga Crab trees were girdled by a chain saw at Cathcart Park. 4 trees
are now dying.
Playground Equipment
The Commision decided that nothing can be done until the Century Club Report
is given.
Staff asked to make booklet for Roger Stein and one more copy for each
• Commission member.
Gary Carl suggested taking money from Capital Improvement Fund to buy equipment.
Fund raising methods and ways of getting equipment built were discussed.
Joint Park Commission Meeting with Excelsior
Joyce Hughes, Excelsior Park Commission Secretary, was present to request a
joint meeting with the City of Excelsior.
1984 Budget
Commission decided to delay discussion until after September 20, 1983 Joint
Budget meeting.
Festival of Parks
The Commission was pleased with the Festival.
It was suggested that:
- starting next month, Commission should devote 2 hr per meeting per month
on planning.
- more money- making activities
- talking to other communities that hold similiar functions

MANnR PARK
The Park Commission is concerned about the Manor Park Softball Field. It is
felt that there appears to be a communication problem between the Park Com-
mission and the City. The Park Commission was under the impression that the
money had been allocated to have the work done and that by the first week of
August the field would be planted and fertilized so that it would be ready to
play on in the Spring.
Gary Carl stated that it was his understanding that if the City crews could
not complete it in this time frame that the Commission had okayed the use of a
private contractor within the amount budgeted.
Administrator Doug Uhrhammer arrived at 9:20 PM to clarify the situation. He
stated that it was necessary for the Commission to define exactly what kind
of field the Commission wanted created. (i.e. $30,000 - $40.000 - League
quality field or simply one suitable for neighborhood pickup games)
Gary Carl questioned solution to drainage problem which is washing out the
tennis courts and also whether the work being done this year will have to be
repeated next year as appears to have happened in the past. Doug said no.
He reported that he told Don Zdrazil to dig out the rocks; put on black dirt;
seed and fertilize it; create a berm to protect the tennis courts; and these
things were completed the week following the Festival of.Parks (Aug. 12 -13).
He also reported that Don Zdrazil will install the backstop, the infield will
be graded, any other regrading to be done can be done in the Spring when the
frost is out, also fencing down the sides can be put in in the Spring to
protect the infield.
Commissioner's told Doug to make sure that everything that is done will produce
a field which can be upgraded to League Specifications without major changes.
Doug said if Commission wants a League field, he can put it on next years
schedule and it can be done in the Spring. Doug said that if this is to be
done, Specifications and bids should be gotten.
Doug stated that he had added an extra maintenance man in the 1984 budget who
would be full time in the Parks.
