JOINT PARK COMMISSION MEETING

CALL TO ORDER
EXCELSIOR COUNCIL CHAMBERS

EXCELSIOR, MN 7:30 PM
Chairman Frank Allen of Excelsior called the meeting to order at approximately 7:30 PM.
Present: Shorewood - Commissioners Carol Chapman, Gary Carl, Launisse Cousins,
Gordon Lindstrom, Conrad Schmid, Marty Jakel; Council Liaison
Bob Gagne; Secretary Sue Niccum
Excelsior - Commissioners Frank Allen, Pat Thul, Robert Stuphen, Joyce
Hughes; Council Liaison Carl Weisser; Public Works Director
Carl Zieman
Absent: Excelsior - Commissioners Peter Johnson, Don Ice, and Don Brand
GRANTS
The City of Shorewood expressed interest in the Grants Excelsior has received to
improve their Parks.
Excelsior Park Commission explained that they had a detailed plan ready before
applying for a grant. They also mentioned the fact that they felt their elderly
housing was an asset in receiving grant monies.
PARK PLANS
The Commissions studied Excelsior (Studer) and Freeman Park Plans. Excelsior is
working on improving Excelsior Park. Their future plans include horseshoes,
a volleyball court, a badminton court, and adequate parking. Excelsior hopes
that this park will draw some residents from the Commons.
DOGS
Frank Allen mentioned a dog "cleanup" ordinance, stating that he would like to
see Shorewood pass one also.
SOCCER
Excelsior mentioned that have a Soccer Team but not enough Park area to build a
Soccer field. Shorewood has a field on their Freeman Park Plan.

- field user fees(covers use expenses) - Donations

Excelsior - Commons 18 acres, Excelsior Park 13 Acres ( total acreage - 31 acres)
Shorewood - Freeman 52 acres, Cathcart 4.8 acres, Badger 10.9 acres, Manor 3 acres,
Crescent Beach .27 acres (total acreage - 70.97 acres)

1 part -time (6 Mo.) Agricultural and Landscape Designer - oversees others,
paid $6 hr.
1 part -time (CETA) (6 Mo.)
2 full -time City Employees
SUGGESTIONS FOR JOINT PROJECTS
- Hiring a Park Director paid jointly by the two cities
- Aiding each other in reaching goals
- Joint maintenance
- Joint equipment use
- Joint trails
snowmobile
bicycling
jogging
- Unirail
- Combined Grants
- Exchanging yearly plans and if something looks compatable, meet jointly and
discuss it
- Coordination on policies and ordinances
GRANT AND AID TRAILS
Gary Carl was going to check into this to see if City application is possible.
