102483 PK MINCITY OF SHOREWOOD • PARK COMMISSION MEETING MONDAY, OCTOBER 24, 1983 M I N U T E S CALL TO ORDER BADGER WARMING HOUSE 5745 COUNTRY CLUB ROAD SHOREWOOD, MN 7:30 PM Chairman Chapman called the meeting to order at approximately 7:40 PM. ROLL CALL Present: Commissioners Carol Chapman, Gary Carl, Marty Jakel, Gordon Lindstrom, Conrad Schmid, Launisse Cousins, and Secretary Sue Niccum Absent: Roger Stein APPROVAL OF MINUTES Gary Carl moved, seconded by Marty Jakel, to approve the September 19, 1983, minutes as written. To approve the October 10, 1983 minutes with the addition of (page 1 - GRANTS - inserted after line 2 - parks.), "Excelsior has three times the park budget that Shorewood has." • Motion carried unanimously. CENTURY CLUB Due to a misunderstanding Steve Frazier was not present. FESTIVAL OF PARKS - Gary Carl suggested working from list of people that worked 1983 Festival to see: 1. How sucessful they felt their particular areas were. 2. What they would be willing to do next year. - Make up a master grid of above people and contact them. - Delegation of 90% of work (with supervision) to volunteers. - Set up date for next year - The last weekend in June was suggested. - Formation of a "Games Committee ". - Go through Steve Frazier's Master Plan. • - Advertising /Promotion - Get more people involved - broader base. PARK COMMISSION MEETING • OCTOBER 24, 1983 page two FESTIVAL OF PARKS continu - Arts & Crafts booths - check with other cities - Lonnie will check with Excelsior. - Con Schmid suggested morning ball games. -Gary Carl suggested major afternoon draw. 1. Arts & Crafts - Balloon /helicopter rides (Balloon /weather factor) - Treasure Hunt - clues in newspaper - good advertising SKATING RINKS Disiplinary Notice 1. warning /2 days depending on seriousness of offense 2. 1 week suspension 3. suspension from all Parks for Skating season • Lost and Found City Hall Ice Rink Management Policies - Corrections. Additions and Deletes page 1 - D. - after facilities delete period, add "with cooperation of Administrator." page 4 - B. - add 11 (5) Senior Citizen Centers" and "(6) State Employment Offices" page 5 - under Attendants will have the authority to: delete A., Change B. to A., change C. to B page 6 - F. - after houses delete period, add comma and "except in cases of emergency." page 7 - Additional Warming House Rules - Hockey sticks or items which may endanger the safety of others must be kept — delete "outside ", add "in designated area." page 9 - change Saturday starting times to 8:30 page 10 - B. after Administrator. add "Any changes on Park property must have written authority of City Staff." • page 10 - add "K. Financial responsibility for tournament and any resulting charges will be assumed by the sponsor." PARK COMMISSION MEETING • OCTOBER 24, 1983 page three SKATING RINKS continued Phones in Warming Houses The Commission discussed the phones at length. It was decided that staff can instruct new attendants on phone use, informing them that a child needing a ride home can be an emergency, unless it becomes a habit, then inform staff and. they will deal with the problem. Limiting calls to 3 minutes was also mentioned. Rink Attendant Identification Arm bands - screened with SHOREWOOD RINK ATTENDANT and fastened with velcro. Gary Carl is checking on it. Can Recycling Discussed - no conclusion. Carpeting - Cathcart Warming House Gordon Lindstrom checking on used carpeting. LETTER TO PUBLIC WORKS DIRECTOR Various improvement and jobs regarding Skating Rinks were discussed. Staff requested to write a letter to Don Zdrazil, Public Works Director asking him to have work done by December 1, 1983. (see attached letter.) • LETTER TO ADMINISTRATOR REGARDING MANOR PARK Staff requested to write letter to Administrator Uhrhammer asking the following questions: 1. Total cost to date on Manor Park 2. How much more will it cost? 3. When will it be done? A written reply was requested. (see attached) REPORTS P lanning Commission - Sue Niccum Richard Smith - Simple Subdivision and Variance - passed Robert Peterson - Proposed P.U.D. - passed Henry Arent - Variance to alter nonconforming structure - tied Meetings November Planning Commission Meetings are set for November 7 and 21. PROCEDURE FOR FILLING PARK COMMISSION VACANCY • Commission decided to present current policy to Council for approval so they can procede with filling vacancy. LAUNISSE COUSINS - LAST PARK COMMISSION MEETING The Commission thanked Lonnie for her contribution to the Commission. PARK COMMISSION MEETING OCTOBER 24, 1983 page four SNOWMOBILE TRAILS Gordon Lindstrom moved, seconded by Gary Carl, to recommend to the Council that they accept the pre - existing snowmobile trails as marked and maintained by Southwest Trail Association and The Southshore Snowskippers. Motion carried unanimously. BMX TRACK - NOISE PROBLEM A verbal complaint regarding the BMX speakers was discussed by the Commission. Gary Carl agreed to try to solve the problem.
