Chairman Carol Chapman called the meeting to order at 7:40 PM.

APPROVAL OF MINUTES
Gordon Lindstrom moved, seconded by Roger Stein, to approve the October 24, 1983,
minutes as written. Motion carried unanimously.
LETTER OF APPRECIATION - LAUNISSE COUSINS
The Park Commission requested that a letter of appreciation be sent to Lonnie
Cousins thanking her for her contribution to the Commission since her election on
May 17, 1982. Secretary Sue Niccum to send a letter signed by Chairman Chapman.
CENTURY CLUB
Steve Frazier could not be present due to M.E.A. Secretary Sue Niccum
to send a letter to him asking when he could be present to give a report.

Administrator Uhrhammer stated that:
- he will talk to Council about taking Manor Park man hours out of the General
Fund instead of the Capital Improvement Fund.
- the possibility of using "Tree Trust" personnel to help keep the costs down
- he thinks it will take about 48 hours to finish the park
- the final grade on the park was done by Jerome Studer
- the problem drainage are has been leveled out, it will still drain to Southwest
- they had trouble and equipment breakage because of large rocks, dug out what
they could, and put down black dirt
- he would like Commissions opinion on when to seed the field
- he would like to have the Commission look at the field before it is seeded to
see if they approve of work done
• Commissioner Lindstrom suggested waiting until Spring to seed and fertilize the
field.
Council Liaison Bob Gagne reported that Council felt that Manor Park should be a
"neighborhood field" rather than a "league field ". It was determined that what
has been completed has not created a "league field" but has moved in that direction
it for neighborhood use.
Commission agreed on no lights and no fencing on the North and East (backfield)'.
Parking will be discussed at a later date.
Heidi Johnson - Law suit
Administrator asked Commission if any of them recalled injury to above that was
reported to Hennessy Insurance Co. on July 24, 1980.
Joint Meeting - Shorewood /Excelsior
Administrator liked joint meeting idea. He mentioned that he had talked to Tim
Madigan /Excelsior Manager, and they had discussed possible joint cooperation in
future years, depending on growth, etc.
Budget
Administrator discussed the budget. A copy was passed out to Commission members
• and he asked them to feel free to call him if there are any questions. He said
there is $40,000. budgeted for park maintenance.

Park Capital Improvement Fund
Council Liaison Bob Gagne asked Administrator Uhrhammer to find out how much
money is in the Fund.
Public Works Director - Attendance at Park Commission Meetings
Park Commission requested Administrator Uhrhammer that he place a statement in
the Public Works Director's Job Description to the effect that "he appear at
Park Commission Meetings occasionally in an advisory position to the Commission.
SKATING RINKS
Vacuum Cleaner
Gary Carl moved, seconded by Roger Stein, to order a shop vac for around $59.95
from Grainger. Motion carried unanimously.
First Aid Kit
Gordon Lindstrom moved, seconded by Roger Stein, to buy two tackle boxes and have
SLMPSD fill them with supplies and charge.us. Motion carried unanimously.
Music
Commission asked Liaison Gagne for a definate yes or no answer from Council.
CROSS COUNTRY SKI TRAILS
More emphasis on Public Relations was discussed, along with parking and plowing.
• It was decided to only plow a_few spaces up by the ball field in Freeman Park.
Putting flags on the chain across the entrance to the BMX, and taking down the
NO TRESPASSING sign were also mentioned. It was suggested that a sign reading
CROSS COUNTRY SKI TRAIL be put up.
Gary Carl will check into grants on the ski and snowmobile trails, also the
Railroad Multi -use Trail.
Concern was shown over the problem of people cutting through Wagner's field with
snowmobiles, and putting up more signs was discussed.
HOCKEY RINKS - STRIPING PROCEDURES
Staff noted that a call had been received from David Walker of MHA asking Commission's
opinion on marking the rinks with paper stripes and dots. Commission had no
opinion either way.
MHA - BADGER RINK USE ONLY
MHA said that they thought they would only use Badger Rink this year. Commission
requested that they spread their time equally between Badger and Cathcart Rinks,
so that it would give people from both areas some free skating time.

Gordon Linstrom moved, seconded by Roger to adjourn at 10:04. Motion carried

Dear Don,
The Park Commission would appreciate it if the following things could be done
by December 1, 1983. These items all pertain to the skating rinks.
1. Have desks and chairs removed from the back rooms in Cathcart and Badger
Warming houses. and put in the basement at City Hall.
2. Stencil two barrels "HOCKEY STICKS ", one Cathcart and one Bagder.
• 3. Set picnic tables ,around the edges of the free skating rinks at Badger
and Cathcart.
4. Check Badger hockey rink for low area using transit, and level it.
5. Cut weeds all around outside of boards on hockey rinks at Cathcart and
Badger.
6. Check costs on hinged gates for ends of hockey rinks at Cathcart and
Badger. (Good sturdy gates with heavy hinges) See if it would be
better to put on permanent gates instead of replacing boards all the
time. (Having them a bit above ground to prevent freezing into ice
was discussed).
