120583 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, DECEMBER 5, 1983 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:30 PM Chairman Carol Chapman called the meeting to order at 7:30 PM. ROLL CALL Present: Commissioners Carol Chapman, Gary Carl, Marty Jakel, Gordon Lindstrom, Conrad Schmid (8:00 PM); Council Liaison Bob Gagne; Planner Brad Nielsen; Deputy Clerk Sue Niccum. Absent: Commissioner Roger Stein APPROVAL OF MINUTES Gary Carl moved, seconded by Marty Jakel, to approve the minutes of December 21, 1983 as corrected - page three (3) ... arrow pointing "up ". Motion carried unanimously. Clarification of November 21st, 1983 Minutes - paQe three. Signs for cross country ski trails Freeman Park Gary Carl will order five signs (see Minutes - page three). Metal posts are available from maintenance if needed; 4 to 5 -foot steel posts at $7.00 each. However, Commissioner Carl felt signs could be placed without their use. PUBLIC WORKS DIRECTOR - DON ZDRAZIL Don was present to advise the Commission on various issues. FREEMAN PARK - PARKING FOR CROSS COUNTRY SKIING Don said it would not be a problem to plow out parking for 6 cars down by the ball field, and could be kept plowed all winter, but roads and skating rinks would have first priority. CATHCART HOCKEY RINK - BOARD REPAIR Don said the boards will be repaired before the season opens. GATES - HOCKEY RINKS Commission asked Don's advice on whether it would be feasible to build heavy, well hinged, sturdy gates at the ends of the rinks instead of using the boards, with the possibility of saving money. Don stated that the total replacement cost of end boards for both Badger and Cathcart was under $100 last year. Commission decided to continue using end boards. SCR PROTECTION - BADGER FREE SKATING RINK Commission discussed screening protection for free skating rink. Don informed them that last year the free skating rink was moved closer to the tennis courts It and away from south end gate. Commissioner Jakel was appointed to find a way to protect the free skating area. It was noted that Excelsior has one. PARK COMMISSION MEETING MONDAY, DECEMBER 5, 1983 Page Two • Rinks - Opening Date Commission asked Don if rinks would be ready by December 19th. He replied it is not likely, because the ground is not frozen and they are having a- problem with mud at Badger. However, they are trying to clear the snow off so the ground can freeze, and if there is a cold snap, it's possible. He said Cathcart is cleared of snow. Picnic Tables - Manor Park Commissioner Jakel asked Don if picnic tables could be placed around the edge of the pond (set back far enough to prevent injury to someone coming off ice), as there will not be a warming house and people could sit on them to put skates on. Don said after they plow a road to the pond, and the pond, they will place the tables accordingly. The Commission and Council Liaison, Bob Gagne, expressed appreciation to Public Works Director Zdrazil for attending the meeting and advising them on various issues. COVINGTON -VINE RIDGE Planner Brad Nielsen was present at the meeting, at Chairman Chapman's request, to assist the Commission. Eric Canton and Rick Sathre of Sathre /Berquist, gave a presentation. Proposal is The property located at the N.W. corner of the intersection of Covington Road and Vine Hill Road is a rolling, partly wooded area with wetlands, knolls, and ridges. Their idea is to work with the terrain and environment, and keep the area as natural as possible. - 42 acres /64 lots - 2.72 dwellings - net density (excluding public roads r.o.w. and designated wetlands) - minimum lot size 8450 square feet - wetlands - 13.7 acres - streets - 4.8 acres - net land mass - 23.5 acres Parks Eric Canton explained that they have designated two Park areas: 1. A 1.6 acre area in the N.W. corner consisting of a higher, wooded area, nice for family picnics, children play area, etc., to be owned and maintained as a private park by a homeowners association. 2. A 1.9 meadow area on Covington Road to be a public park and offered to the City if they desire it. 3. An Outlot of 13.7 acres of wetlands, to be common homeowner area. Commissioner Carl explained that the City does not wish to accept the parks under 5 acres, they do not have the finances for upkeep of many small parks. Commission informed Mr. Canton that they encourage them to maintain the parks, liked the idea, but would prefer money rather than land. PARK COMMISSION MEETING MONDAY, DECEMBER 5, 1983 Page Three • Covington -Vine Ridge, continued After Mr. Canton and Mr. Sathre left, Commission discussed above, deciding that a long - range plan would be to acquire a 10 acre park in the general Covington area. They decided to make a motion to the Planning Commission regarding Covington -Vine Ridge. Gary Carl moved, seconded by Marty Jakel, that the Park Commission suggest to the Planning Commission that because Covington -Vine Ridge developers are requesting higher density, they should be encouraged to develop and maintain, as a private park area, both the proposed park areas and connecting trail, as this seems a logical part of P.U.D. open space. Motion carried unanimously. EXCELSIOR AMERICAN LEGION POST DONATION TO CENTURY CLUB Mr. Sonny Streeter and Mr. Lennie Bergland of American Legion Post #259, 24450 Smithtown Road, presented the Park Commission with a check for $2,000, asking that it be specifically placed in the Century Club and used wherever the Commission desires. Council Liaison Bob Gagne and the Commission expressed deep thanks to the Legion for their generous gift. ST. JOHNS PRESERVE - GARY MINION Planner Nielsen was present to offer assistance. to Commission. • Gary Minion made a presentation. Proposal The property consists of approximately 13.11 acreas which the applicant proposes to divide into 11 lots. Approximately 5.48 acres is designated as wetland area. Parks Mr. Minion offered wetlands to city, suggesting trails. Cary Carl moved, seconded by Gordon Lindstrom, to accept financial consideration rather than parkland. Motion carried unanimously. HOCKEY RINK LIGHTS - ESTIMATED HOURLY RATE Staff reported that each 1000 watt light - Badger rink - 4 1000 watt - 2 small lights approx. Total hourly rate for lights - Badger Park football - 6 1000 watt - Cathcart Rink - same as Badger costs $5.22 hourly. = $20.88 2.00 $22.88 $31.32 Commission discussed hourly rink rental rate of $25.00 per hour and asked staff to check with Finance Director for figures on other hourly costs, (i.e. insurance, rink attendant wages, etc.), and report back to Commission so they can set a new hourly rate. PARK COMMISSION MEETING MONDAY, DECEMBER 5, 1983 Page Four Hockey Rink, continued Staff was also instructed to talk to Administrator about writing a memo regarding turning off the rink lights to go to City Crew and Athletic Associations. Commissioner Lindstrom is checking into electrician service to rewire lights so they can use less lighting while flooding.
