ROLL CALL Present: Commissioners Carol Chapman, Roger Stein, Gary Carl, Marty Jakel, Gordon Lindstrom, Conrad Schmid (late, didn't receive agenda); Secretary Sue Niccum (Council Liaison Gagne at Council meeting) APPROVAL - OF - MINUTES Gary Carl moved, Roger Stein seconded, to approve the minutes of December 5, 1983, with the following corrections: 1. page three - Covington Vine Ridge- paragraph 2- correct motion to include: "Park Commission recommends Council to accept money rather than land." 2. page three - Legion - spelling correction: "Lanny Bergman" 0 JANUARY- MEETING- SCHEDULE Commission set meetings for January 16, 1984 January 30, 1984 1984 - LIAISONS Jan. Jakel March Carl May Stein Feb. Lindstrom April Chapman June Schmid Staff requested to send individual sheets to commissioners. HOCKEY LIGHTS - REWIRING Commissioner Lindstrom checked on rewiring park lights to cut hourly costs and found it would be too expensive. ICE - RINK - MANAGEMENT _ POLICY Gary Carl moved, seconded by Roger Stein, to recommend to Council to accept Ice Rink Management Policy as corrected. PARK COMMISSION VACANCY PROCEDURE --------------------------------- Gary Carl, seconded by Roger Stein, to recommend to the Council to approve the "Procedures for Filling Vacancies Occurring in Park Commission Membership" as changed. [Minute book -see attach- ment A] PARK COMMISSION MEETING DECEMBER 19, 1983 page two NEW INTERVIEWS ------------------------ - - - - -- Commission decided to hold interviews at the January 16, 1984 meeting. The. vote will be taken at the January 30, 1984 meeting. APPOINTMENTS TO PARK COMMISSION ------------------------- - - - - -- Gary Carl moved, Roger Stein seconded, to recommend that the City Council extend two commission terms ending December 31, 1983, (Lindstrom and Schmid) to December 31, 1986. The motion carried unanimously. (3 -0, Lindstrom and Schmid abstaining) 1984 CHAIRMAN AND VICE CHAIRMAN Commission elected Roger Stein Chairman and Gordon Lindstrom Vice Chairman. Council approval will be requested. SKI TRAILS Commissioner Carl reported that: 1. He can't get the signs from Wilson- Tanner. 2. The snow is too deep. • 3. They are having a major problem with the groomer. Commission discussed the issue and decided to forego having a ski trail this winter. BMX FACILITY USAGE REPORT ------------------- - - - - -- Gary Carl turned in the BMX Facility Usage Report for 1983. CENTURY — CLUB — REPORT Commissioner Marty Jakel asked that it be recorded in the Minutes that he is upset regarding the lack of communication that Steve Frazier has shown in connection with the Century Club Report. STAFF REQUESTED TO: 1. Check out contracts for BMX, Hockey, Football, Tonka Babe Ruth League and South Tonka Little League; and to send a second Facility Usage Report to those that had not returned the first. 2. Send thank you letters from Park Commission to: Steve Frazier Bob Fayfield Christmas Lake individuals that contributed to Century Club 3. Find out if Capital Improvement Fund draws interest, how much? 4. Talk to Jan Haugen about photo with Christmas Lake Association. PARK COMMISSION MEETING DECEMBER 19, 1983 page three 5. Write a press release on Legion contribution to Century Club. 6. Tell Don Zdrazil not to plow parking space for Ski Trail. An official notice in local papers will be released informing the public of vacancies and asking for candidates. Also, a set deadline for applying for the park positions will be stated. B. All candidates will be asked to submit a written resume that should express their qualifications and their reasons for wanting to become members of the park commission to the park commission chairperson. All park commissioners should have at least one week to review all submitted resumes. C. All candidates will be asked to attend the first regular meeting of the park commission after the published closing date for a question and answer session. At the following scheduled park meeting a vote will be taken to select the is candidate or candidates to be recommended to Council. Park members may vote for as many candidates as they desire. Any candidate receiving 4 or more votes will be recommended for membership to the park board. If there are more acceptable candidates than open positions, a second vote will be taken with the top vote getters getting the recommendations.
