022784 Pk MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, FEBRUARY 27, 1984 M I N U T E S CALL TO ORDER BADGER PARK BUILDING 5575 COUNTRY CLUB ROAD 7:00 P.M. Chairman Roger Stein called the meeting to order at 7:09 P.M. ROLL CALL Present: Chairman Roger Stein, Commissioner Gordon Lindstrom, Carol Butterfield, Gary Carl and Mari Kool; Secretary Sue Niccum. Absent: Con Schmid (Concil Liaison Shaw was at a Council meeting). APPROVAL OF MINUTES Carol Butterfield moved, Mari Kool seconded, to approve the minutes of February 6, 1984, as written. Motion carried unanimously. FESTIVAL OF PARKS Commissioner Lindstrom reported on the Festival meetins. Meeting of February 15,'1984. Present: Commissioners Lindstrom and Kool; Jim Heiland, Ron Kramer and Bill Keeler. Meeting of February 22, 1984. Present: Commissioners Lindstrom and Kool; Coundil Liaison Shaw; Greg Smith Tim and Mary Knopic, Lonnie Cousins, Jim Heiland and Ron Kramer. The Festival Committee tentatively set the Festival date for Saturday, June 23, 1984. It was mentioned that Excelsior also has an "Arts and Crafts Day" on this date, but it could be to Shorewood's advantage. The 1983 Festival was discussed. It was felt that there weren't enough attractions to keep the people occupied, so this is a problem for the Committee to overcome in 1984. Also, getting some celebrities in. Greg Smith offered to do some advertising in .connection with his own, at no charge. DISPLAYS Displays such as: Classic cars • Racing cars Motorcycles Booths Fire Department Polic Department (Operation Identification) SHELTERS Greg Smith volunteered to provide boat canopies for shelter, where needed. SHOREWOOD OAKS Mr. Geoff Martin of Howard Dahlgren and Associates gave a presentation. They are requesting a Comp Plan Amendment to allow an increse in density. Shorewood Oaks is a new project. It proposes 135 single family dwellings on 44 acres of land. Freeman Park abuts the north and east sides of the proposed project. There are tiro proposed entrances, the main entrance in the Southeast corner on State Highway 7, which will require MN /DOT approval, and a secondary entrance on Strawberry Lane to the west. Commission discussed: Drainage • They questioned the size and location of the holding pond. They also expressed concern about the holding pond draining down the creek into the wetlands area on the ease side of Freeman Park (abutting Wagner property). They felt this could cause serious drainage problems and would like an opinion from Planner Nielsen and Engineer Norton. PARK COMMISSION MEETING MONDAY FEBRUARY 26, 1984 Page three • Entrance They talked to Mr. Martin about the problem of having 2 major entrances- - Freemean Park and Shorewood Oaks -- within approximately 400 feet of each other. They felt this might cause a problem with MN /DOT and discussed the possibility of a joint entrance of some type. Park Lighting and Noise from Athletic Events They felt that the development contract should inform the future residents of the project that lighting was addressed in the original Freeman Park Plan, and although there are no immediate plans, it isa future possibility. Also, there are existing spectator sports that generate a certain amount of noise. Park Road The idea of a park road, in lieu of park fees, was mentioned. The Commissioner feels that Shorewood Oaks and the City would benefit each other, but also wish to protect their long range plans for Freeman Park. Mr. Martin said he would discuss the above issues with the owner. BADGER PARK SINK Gary Carl moved, Carol Butterfield soconded, to approve the replacement of the • broken sink in Badger warming house. Motion carried unanimously. MR. KENNETH VOGEL Mr. Vogel was present at the meeting to observe and ask questions. The Commission suggested that if he was interested in joining the Park Commission, he submit a resume to them. Mr. Vogel works for the arboratum and has a knowledge of plants. He volunteered his knowledge to the Commission. CENTURY CLUB Tabled until March 5, 1984 meeting. (: N (2 SHOREWOOD 40 MEMO: DATE: 8 Feb 1984 TO: MAYOR AND CITY COUNCIL FROM: SUE NICCUM RE: LIGHTS ON THE HOCKEY RINKS At the request of Commissioner Gary Carl I called NSP and re— checked on the price of the lights. I talked to Jerry Eng and he informed me that the cost for the lights is not $5.22 per hour per light but that it is $.0522 per hour per light making the hourly cost at each rink approximately $ .27. This is the figure for the total of 4 1000 watt lights and 2 smaller lights, approximately 200 watts apiece. 0
